"We are ready to go forward once a completed revision of the Charter is presented for signature. We believe the Foreign Board should have its own clause, and we also believe that an obligation of protection in the case of an agressive attack should be added for the Supporting Partners. They should have our protection if they are willing to commit their funds to our organization.

We in Nigeria are very excited about the promise of the future to be found in this document and charter. May I propose an immediate meeting to follow this one of high ranking military personnel to flesh out the intelligence and security protocols dictated by the treaty."

In the middle of the debate and negotiation, the vietnamese representatives withdrew due to internal issues currently going on in the asiant nation and left the negotiation.

"Well, noting the sad departure of our vietnamese friends, we should move on with the creation of the CIS. As suggested by the Nigerian representative, i present you the final charter for your final approval."


Charter of the
Confederation of Independent States

The present Document is to serve as foundational document to regulate the general pourposes, guidelines and activities of the Confederation of Independent States (CIS).

1. The main principle and guideline of the CIS is to coordinate the efforts of independent nations to achieve a balanced and fair world, with equal opportunities and responsabilities towards the challenges of the 21st Century. The equal development and support to emerging nations constitutes a pilar of the CIS policies.

2. The CIS shall be constituted by three separate and autarchic bodies, each with separate functions and objectives.

3. The Political Board shall be tasked with coordinating all political actions and activities in order to find consensus and to reinforce the CIS's Members position among the rest of the international community. It is to be composed by representatives from all Core Partners and may include representatives from the Supporting Partners. A permanent representative has to be appointed in order to guarantee quick responses and actions. A coordinated foreign service corps and structure shall be established to represent the interest of the CIS.

4. The Commercial and Economic Center shall be tasked with promoting commercial and financial interaction between all Core and Supporting Partners, with the objective to increase the Members GDP's and support a sustainable and long-term growth. General economically orientated programs with the same objective will also be incorporated as one of the Center's responsabilities. It is to be composed by representatives from all Core Partner and from the Supporting Partners.

5. The Defence Council shall be tasked with discussing and coordinating all military related affairs, including the further integration of each Core Partner's Armed Forces with the ultimate goal of achieving a full interoperational capability around the globe. This will include the planification of joint exercises, study of logistical programs and coordinated responses to new threats to the Core Members, among other defence-related tasks. A permanent representative has to be appointed in order to guarantee quick responses and actions.

6. Regardless of the present Charter, all three CIS bodies will have their own operational agreement to guideline their actions.

7. The Members of the CIS will be divided into two categories, Core Partners and Supporting Partners.

8. The Core Partners include the founding Members of the CIS, as well as all those nations who have been approved by all pre-existing Core Partners unanimously. In order to be accepted as a Core Partner, the interested party has to be first accepted as a Supporting Partner. In both cases, a Core Member has to sponsor the interested nation by making a presentation to the Political Board on his behalf. The Political board will then analyze the convenience and suitability of the candidate.

9. Core Partners have access to all Meetings of the CIS with voice and vote. The Core Members have the obligation to assist other Core Partners in case so required and in case of aggresion, military and intelligence wise, or in case the Council calls for.

10. Supporting Partners are not binded to the Defence Council decisions, but may be asked to do so. Supporting Partners are entitled to request military protection in case of being object of a foreign military aggresion, from the Core Partners.

11. Supporting Partners have limited access to the Political Board and Defence Council and full access to the Commercial and Economic Center. Supporting Partners can be called to assist Meetings from the Political Board and Defence Council.

12. Core Partners have to contribute to the CIS treasury with 4% of their monthly income. Supporting Partners have to contribute to the CIS treasury with 2% of their monthly income.

The partiicpants would close the meeting and the argentine representative would inform the nigerian and chinese of the arranged public conference, and invite them.
