On more political issues. We are very interested in strengthening trans-Atlantic ties. In the past, we had Bilateral Defence Agreement to mutually cooperate in terms of maritime reconnaissance, SAR operations, and military exercises in the South Atlantic. We would like to discuss the possibility of reenacting this pact as we see Nigeria as a key partner. This we could even include Brazil, which would be a great incorporation due to its geographic location and strategic potential.

We also believe that strong trans atlantic relations are essential for growth of both Africa and South America. We are delighted to hear that the interest is mutual. We could begin by intensifying the bilateral maritime trade and create a naval component to support this increased traffic across the Atlantic Ocean, we have heard reports of some form of pirate activity in the west coasts of Africa.

Treaty on the Establishment of the
South Atlantic Strategic Force
Between the Republic of Argentina
And the Republic of Nigeria


The government of the Republic of Argentina and the government of the Republic of Nigeria (hereinafter referred to singularly as “the Party” and collectively “the Parties”),

Considering the already active and friendly relation on political and economical level of between the Parties,

Confirming its intentions to consolidate and further expand the links of mutual cooperation and friendship;

Taking into account the vast resources, richness and strategic relevance of the South Atlantic Ocean;

Fully aware of the geopolitical importance of the South Atlantic for the Parties;

Recognizing the importance of protecting the sovereignty and interests of the Parties agains extra-regional threats;

Convinced that it is a duty of the Parties to veil for the safety and security of the people and vessels sailing the South Atlantic;

Have agreed to:

1. Adopt a more active presence on the South Atlantic Ocean, defining its limits between 10°N, to the north, 60°S to the South and between the Cape of God Hope to the East and Cape Horn to the West, respecting jurisdictional waters of third Parties.

2. Establish a permanent bilateral committee to monitor and decide course of actions, such as operations, logistics and naval manouvers of the duties and tasks list in this Treaty.
a)It will be composed by 6 members, 3 for each Party, belonging two to the correspondent navy and the third being a civilian,
b)Any decision taken by this committee will require the authorization of the highest authorities of each Party.

3. Fight piracy on international waters as well as on jurisdictional waters of the Parties.

4. Monitor, track and record maritime traffic, civil as well as military, on the afore mentioned area.

5. Conduct joint operations between the Argentine Navy and the Nigerian Navy in the South Atlantic in order to:
a)Improve operational efficiency between both navies,
b)Establish a common code of operations to facilitate joint operations,
c)Build up trust and sense of comradery between the naval personnel of both Parties.

6. Exchange information and data related to the topic of this treaty,

7. Cooperate in Search and Rescue operations by exchanging information, facilitating infrastructure and vessels if required, establishing a special communications channel and carry out training operations.

8. Safeguard the sovereignty of the Parties over the correspondent jurisdictional waters and resources in and under the South Atlantic Ocean.

Revision, Modification and Amendment

1. Either Party may request in writing a revision, modification or amendment of all or any part of this Treaty.

2. Any revision, modification or amendment agreed to by the Parties shall be in writing and shall form an integral part of this Treaty.

3. Such revision, modification or amendment shall come into force on such date as may be determined by the Parties.

4. Any revision, modification or amendment shall not prejudice the rights and obligations arising from or based on this Treaty before or up to the date of such revision, modification or amendment.


Entry into force, duration and termination

1. This Treaty shall come into force on the date of signing remain in force for a period of five (5) years.

2. Thereafter, it shall be automatically extended for a further period of five (5) years.

3. Notwithstanding anything in this Article, either Party may terminate this Treaty by notifying the other Party in writing through diplomatic channels at least three (3) months prior to its intention to do so.

4. Unless otherwise agreed by the Parties in writing, the termination of this Treaty shall not affect the implementation of any cooperative activity undertaken under this Treaty and not yet completed at the time of the termination of this Treaty.

We will ship the products from Port Harcourt, where should their destination in Argentina be?

As for the joint patrols, I think such patrols would certainly be in the best interest of the Nigerian Navy. We would be eager to organize such joint patrols. Further we believe that such patrols could also serve as an opportunity for joint exercises between our two navies.

We have contacted the Brazilians and are extremely interested in working with them. We are still awaiting a reply.

We will begin the distribution of trade good immediately. Once ourships have officially set off we will give you a further notification. We are proud of the new precedent we have set together for trans atlantic relations. We are hopeful for promising relations with Brazil as well.

As for the Navy, we are prepared to deploy a few smaller vessels, but currently all deep ocean operations would have to be carried out or largely supported by the Argentine Navy as the Nigerian Navy is currently rebuilding. We are in fact looking towards Argentina as a supplier of naval equipment at the moment.

There is no question that the securing of strong trans Atlantic ties between our two nations will strengthen the position of both South America and Africa as we secure trade and shipping in the area and promote strong commerce lanes. Our ships have set out with their weekly routes from Port Harcourt carrying Rubber and Plastics. We ourselves can commit a few corvettes and missile boats to secure the trade lines close to our own coast.

We believe that joint trade security missions would be a good place for our navies to engage in joint exercises to raise both of their abilities to respond to certain crisis scenario.
