The representatives of the New Zealand Police and the New Zealand Secret Intelligence Service would be invited to attend the meeting.

New Zealand Police Commissioner Broad and Director-General of the NZ Intelligence Service Woods would get a regularly schedualed commercial Air New Zealand flight from Wellington to Canberra International Airport. With them would be 2 aides, one from each organisation.

Upon landing, they would get 2 High Commission cars to the Ben Chifley Building, where the Committee was meant to meet. Upon arriving outside of the Building, the Kiwis would follow all appropriate security precautions when entering, and would wait for the commencment of the Committee.

Once all the members and invitees were assembled the Commonwealth Counter-Terrorism Coordinator, Greg Moriarty would begin the proceedings. These would be highly classified and secret.

"As you may be aware from media reports, the French Government has raised its terrorism threat level. They've actually raised it to their highest level which is Scarlet, which is pretty concerning. That would indicate imminency in the threats. They see most of these threats are originating from the Kanak Independence Movement. This is based on their own intelligence. Due to France's sovereignty over New Caledonia we don't have any concern to doubt this intelligence from the French Government. Now it's quite possible that most of these threats will be aimed towards France, as the sovereign state of New Caledonia. But we can't rule out any threats towards other states. At this time, Australia's terrorism threat level remains at probable. The Government has not ruled out increasing it. At this time Australia still has not allowed any immigration from New Caledonia, both through humanitarian routes but also the normal routes have been heavily restricted to those from New Caledonia since the situation in New Caledonia deteroriated. However, New Zealand does have now a sizeable amount of New Caledonians residing there. Obviously they would not full under the terms of the Trans-Tasman Travel Arrangements as they are not New Zealand citizens or permanent residents. However, we are concerned if they were to change their status to permanent residents without the proper security vetting and then be allowed into Australia. At this time we are increasing monitoring of the pre-existing New Caledonian diaspora in Australia through ASIO. I would like to know what the New Zealand Police and security services plan on doing with the large New Caledonian population now in New Zealand who pose a threat. I think the terrorism threat level in New Zealand needs to be raised in response."
