MINISTER FOR IMMIGRATION AND ETHNIC AFFAIRS

SECURITY CLASSIFICATION: TOP SECRET (Encrypted)

6 August 1996

Adriaan Marissens
Prime Minister of Belgium
16 Rue de la Loi/Wetstraat
City of Brussels, Brussels-Capital Region

Dear Prime Minister of Belgium,

Let's be honest, you've gone and fucked it now. The French will not stop until your head is on a pike in the middle of a Parisian square and you will suffer the same fate as Mussolini. I'm giving you and your entire Cabinet the possibility to flee. You will all be granted Protection visa's (subclass 866) as per my authority as Minister for Immigration and Ethnic Affairs and I will waive the need for an Incoming Passenger Card. Just for fuck sake don't bring in any live animals or organic materials of any sort. We can arrange for RAAF aircraft to pick you up but not from Belgium. That is far too risky. You will need to escape to either Germany or the Netherlands and we will work out something with their government. Or find a way across the channel to the UK. Let me know how many people will need evacuating. This is only for high profile individuals the French Government will undoubtedly target.

Yours Sincerely,
Senator Robert Ray.

Dear Prime Minister of Belgium,

Very well. Head to EINDHOVEN in the Netherlands. A RAAF jet will be heading towards Eindhoven shortly. It will be operating under the auspices of picking up Australian Embassy staff from Brussels. My Ambassador will head over to your residence shortly to meet up with you and other members of the cabinet. He will escort you out of Belgium. He will be remaining in Belgium, we don't see much risk posed by the French upon our Embassy, they are pretty disciplined.

Yours Sincerely,
Senator Robert Ray.

The Ambassador of Australia to Belgium, Ted Pocock, would leave the Embassy on Avenue des Arts. He would proceed on foot up the road and around the corner along Rue Lambermont. It would deadly silent... indeed one would say eery. What was once busy streets of Brussels would be desolate. No one in sight. He would see the other Embassies hunkering down, getting ready for the worse. He could see distant pumes of smoke from the airport and other targets nearby to Brussels that were ruthlessly bombarded by the French Air Force. Indeed he did not feel safe walking around the streets of Brussels. He was quite scared actually. At any moment a French bomb could land right next to him. He would approach the Prime Minister's residence on Rue Lambermont. It was not a very long walk, 3 minutes tops. He would approach the heavily armed gate. He would flash his identification at security guards.

"Australian Ambassador, the Prime Minister is expecting me."

With that, a RAAF Dassault Falcon 900 would be prepared from No. 34 Squadron based at RAAF Base Fairbairn in Canberra. It would be fully fueled up, the pilots, Flight Lieutenant Brian Walter and Flying Officer Paul Briggs would work out the flight path and the plan for the flight. Two flights attendants, Flight Sergeant Wendy Browning and Leading Aircraftwoman Diane Wheeler would also be onboard. It's route would be: RAAF Base Fairbairn -> RAAF Base Pearce (refuelling) -> RAF Base Diego Garcia (refuelling) -> RAF Base Akrotiri (refuelling) -> Eindhoven Airport. The aircraft would be completely avoiding Iraqi airspace and the Persian Gulf due to the ongoing conflict there. The transit map route would be QF -> PF -> OF -> NG -> MH -> MI -> MJ -> LK -> LL -> KL -> KM -> KN -> JN. The British Government would be informed that a unarmed passenger RAAF jet will be refuelling at RAF Base Diego Garcia and RAF Base Akrotiri. The Government of the Netherlands would be informed that a unarmed passenger RAAF jet would be touching down at Eindhoven Airport for the purposes of evacuating Australian Embassy staff from Belgium. The plane would fly over the airspaces of: United Kingdom, Yemen, Saudi Arabia, Jordan, Israel, Cyprus, Turkey, Greece, Macedonia, Serbia, Bosnia, Croatia, Slovenia, Austria, Germany, the Netherlands.

The callsign of the aircraft would be Envoy 3-1.

The plane would get as far as Diego Garcia when news came in the Belgiums had withdrawn from France, effectively surrendering. The Minister would be absolutely furious that the Belgiums were not cooperating with the plan. He would terminate the Belgium Government's visas and would order the plane back to Australia. It would refuel at Diego Garcia, take off again and head back towards RAAF Base Pearce and then RAAF Base Fairbairn. The Australian Ambassador would return to the Embassy, having not been allowed into the Prime Minister's Residence. The Embassy staff would not be evacuated and the Dutch Government would be notified that the plane is heading back as a ceasefire is now in place. All evidence of the operation to extract the Belgium Government would be burnt and destroyed.
