Dear Ambassador Pavlovsky, I am writing to announce to you that the National Capital Authority has set aside and allocated land for the construction of a new Russian Embassy in the suburb of Yarralumla on the corner of Forster Crescent and Flynn Drive. The National Capital Authority is a statutory office under my portfolio which is solely responsible for planning within the Australian Capital Territory to ensure that the national capital is designed and planned in an appealing way to maintain it as a symbol of Australia to the world. Under the National Capital Plan, certain National Land areas in the suburbs of Yarralumla, Deakin and O'Malley are designated for the construction of diplomatic chanceries. The National Capital Authority is responsible for the National Capital Plan, including the leasing of land for diplomatic use. Currently the Russian Embassy is in the suburb of Griffith which does not align with the National Capital Plan. The land is being allocated to Russia free of charge but we do require that Russia puts forward the funds towards the construction project and designs it in a way that is compliant with the National Capital Plan.
