MINISTER FOR DEFENCE

SECURITY CLASSIFICATION: PROTECTED (Encrypted)

22 December 1999

Dear Thailand and the Congo,

Our forces are moving into the Gulf of Thailand to conduct evacuations of Australian and other western and Pacific citizens from Thailand. This will mean they would be entering Thai waters. As Don Mueang is now destroyed, our Air Force will also conduct flights to U-Tapao-Pattaya International Airport and Phuket International Airport to evacuate citizens. Any engagement of Australian flagged ships or aircraft will be met with hostile force. They are there on a peaceful mission to ensure the safety of innocent civilians. We have moved F-111 bombers and other aircraft into position to respond at a moments notice if I find out those forces have been engaged by either of your forces. This is non-negotiable, especially with Don Mueang being destroyed and there are now limited options for foreigners to leave the country which is spiralling into a full blown war. I hope you will both cooperate in ensuring safe passage of our forces to conduct this business.

Yours sincerely,
John Faulkner.

Dear John Faulkner,

It has come to my concern that the civilians were indeed in threat in our country. We are willing to cooperate with the Australian Armed Forces to ensure the safe passage of the people. I have forwarded the message to the Defence ministry regarding your entering Thai waters, which we allowed it. We would like to know the detail of the force that you will use to evacuate citizens (Only personnel number that participates in the evacuation on land). The Royal Thai Army is willing to deploy its forces to help protect Australian and other western and Pacific citizens. We estimate that the Don Maung airport will be reopening on the 31st of December. I thank you for informing us of your evacuation. We wish all the citizens will arrive at their homes safely, and we will ensure that there won't be any damage to civilians.

Best Regard

THE FOLLOWING IS SECURE

To: John Faulkner ( Owen )

Subject: Australian Civilian Evacuation

CC:

Mr. Faulkner,

Rest assured Australian civilians in the nation are in the best of hands. We will not hinder your evacuation, and Australians in any area controled by the Monarchist fighters are being treated well. If necessary, Thai Monarchists will escort willing Australians to the ports to be evacuated back to Australia. As long as your warships do not threaten Thai monarchist soldiers, compliance is assured. Thank you for showing concern.

Best Regards,
Muhammed Onwudiwe, Chief of the Army.
