CHAIR OF THE NATIONAL CAPITAL AUTHORITY BOARD
SECURITY CLASSIFICATION: OFFICIAL: Sensitive
3 January 2009
Dear Ambassador Hnatiuk,

Recently the National Capital Authority approved the construction of a new Russian Embassy in the suburb of Yarralumla. Currently the Russian Embassy occupies a sizeable block of land in the suburb of Griffith with multiple buildings on this block of land. Upon opening of the new Russian Embassy, which we anticipate sometime later this year, this block will become vacant. Currently two nations do not operate an Embassy in Canberra within their own premises and instead rent office space: Ethiopia and Ukraine. Ethiopia's Embassy is already on the southern side of Lake Burley Griffin, but currently the Embassy of Ukraine is the only embassy north of Lake Burley Griffin and is occupying space within the office tower at 60 Marcus Clarke Street, in Canberra's CBD, also known as "Civic". The intended purposes of the suburb of Civic is to be an area where corporate enterprise and government departments could have office space and is not intended for use by embassies. We prefer embassies are located south of Lake Burley Griffin so they are within distance of key government institutions such as Parliament House, The Lodge and Government House.

We are proposing a move of the Embassy of Ukraine from its current premises at 60 Marcus Clarke Street to the site of the Russian Embassy upon closure of the Russian Embassy at that site and its relocation to its new site in Yarralumla. This will likely occur later within the year.

Yours sincerely,
Professor Don Aitkin.
