To the Government of the Islamic Republic of Syria,
The Government of the Republic of Thailand formally establishes a secure and monitored line of communication with the Islamic Republic of Syria through the Electronic Mail Service of Thailand (EMST). This channel is designated for correspondence with the Government of Syria and the highest authority in Damascus at the present time.
The Republic of Thailand expresses its profound concern regarding the ongoing Civil War in Syria, particularly with respect to the challenges faced by the current Syrian Government and its Syrian Arab Army in maintaining control over numerous checkpoints throughout the nation. Thailand laments the insufficient attention given by the international community to the dire humanitarian situation in Syria. The proliferation of extremism within Syria, resulting in the current civil conflict, signifies significant instability in the Middle East, with potential repercussions extending globally.
The Republic of Thailand adheres to the principle of non-interference, a fundamental tenet of diplomatic practice in international relations. Nevertheless, given the international community's limited awareness of the Syrian Civil War, the Syrian Government may struggle to uphold its democratic institutions. The Thai Government closely monitors developments and expresses concern that the lack of access to legitimate Syrian Government authorities could create opportunities for non-state actors to impersonate the government.
The Republic Government seeks insight into the present circumstances in Syria from the recognized authority in Damascus. Given the considerable reduction in Syria's digital and electronic presence since the onset of the Civil War, the Republic Government possesses the means to verify any responses to this electronic correspondence. Thailand maintains its stance that the Syrian Civil War necessitates resolution, preferably through peaceful means, yet underscores the imperative for transparency from the current Syrian Government regarding internal affairs.
The Republic of Thailand, like numerous nations, has experienced the peril posed by unchecked conviction and extremism within its borders. Thailand empathizes with the prevailing conditions in Syria. While acknowledging the Syrian Civil War as a domestic affair, we assert that the potential for spillover effects cannot be overlooked and must be addressed forthrightly by the Syrian Government in a transparent fashion.
Sincerely,
Chuan Leekpai
Government Secretary
Republic of Thailand
