Proclamation
As of April 21st, 1996 from midnight until further notice there shall exist in Belgium a state of emergency.
What this emergency entails is the following:
- A travel ban on the entry of Iraqi Nationals with the exception of diplomatic personnel
- The Severing of All diplomatic relations with Iraq
- The Registration of All Iraqi Nationals on Belgian soil by the Federal Police and their subsequent detainment as Enemy Aliens
- The Temporary Closure of All Borders except the Northern Frontier with The Netherlands
In issuing this proclamation, the national government would like to emphasize that at this point in time, Belgian citizens and diplomatic personnel abroad either on holiday or assignment shall be asked to begin evacuating in an orderly fashion the embassy of The Kingdom of Belgium in the city of Baghdad to return home until the safety of Belgian citizens can be ensured.
The Armed Forces of The Kingdom of Belgium, have been asked to remain on a heightened stage of readiness and begin the process of mobilisation to be accomplished within six weeks time.
By implementing these measures in defense of the citizenry and neutrality, The Kingdom of Belgium shall see to it that no physical harm is done to the foreign nationals in question or their diplomatic personnel. War shall only be declared, at the discretion of The National Assembly if there is sufficent proof of hostility on the part of Iraqi.
