Jasper Clocheret, Belgium's minister of foreign affairs would enter his office with a fresh cup of Java, it was 6 am and the atomosphere in Brussels was exceptionally quiet for a cold and rainy kinda day. The foreign office was largely comprised of veteran diplomats and careerists which for all extensive purposes entailed the presence of oppurtunistic killjoys and individuals whose only claim to fame was their salary and their ability to scheme their way as members of the bourgeoisie in pursuit of their own class interests.

Having sat down, he proceeded to light a cigerette before securing his line of communication so as to avoid the undesireable prying eyes of foreign intelligence agencies none of whom at least as far as the free world was concerned seemed particularly fond of Belgium's social experiments.

"Comrade Foreign Minister Jiaxuan, I would like to discuss the possibility of building with China bridges of friendship and solidarity with the Belgian proletariat in the global fight against capitalism hegemony and exploitation. I trust that you shall be most appreciative of these sentiments."

Clocheret waited patiently for response as he looked out his office window as the sun slowly piered its way over the Brussels skyline.

As Tang Jiaxuan was in a meeting, Le Yucheng, Executive Vice-Minister of the Foreign Ministry would answer the call through an encrypted line.

"Good-day Minister Clocheret, Minister Tang is currently in a meeting but I am Vice-Minister Le and I'll be able to take all talks between our nations. I am more than confident in saying that my government is proud in seeing another nation take on the fight against capitalism and defend the people and their hard work and what it is they deserve.

However, it has come to our notice that there is currently some... unrest in Brussels? Or was it throughout Belgium? In either regard, I would like you to know that China is on your side and whatever it is you need in support against these protesters and enemies of the people and the revolution, we will provide it. Money, volunteers, political support, name it and it will happen.

With that said, what is the status of your armed forces? China would be able to provide your forces with any equipment that it requires; tanks, personnel carriers, fighting vehicles, artillery, ships, aircraft, so on."

"That's completely understandable, Comrade Executive Vice Minister Yucheng.

The struggle against capitalism has been a long time coming given its apparent contradictions, though it seems as though my country's commitment to the self emancipation of the working class is relatively unwelcomed in a Europe dominated by monarchies and neo liberal capitalism. Our neighbors cannot fathom with sheer possibility, the revolutionary potential of Belgium's proletariat and unsurprisingly have decided to make it their lives work to prevent their demise if ir suits their fancy.

The civil upheaval that has been taking place in Brussels over the course of the last few days has been the product of agent provactuers and counterrevolutionary elements attempting to defend the monarchy and the interests of the now displaced and powerless bourgeoisie. We trust that this shall contunue into the near future if left unchecked.

As for the status of my nation's armed forces, we seem to be in the open phases of training with a total manpower of 15,000 under arms at the moment.

My govermment would like to invest in obtaining some much needed military hardware particularly with respect to armour and aircraft in addition to two small detachment of Chinese infantry to be deployed on the borders with Germany and the Netherlands.

"Yes, I will be blunt Minister Clocheret; China believes Belgium to be in immediate danger. A communist nation at the heart of a democratic Europe will not last if you remain ill-prepared and ill-equipped. With that said, along with your nation's interest in acquiring Chinese military equipment, I have received information by the Ministry of National Defense and with this information we will be able to fully supply the Belgian armed forces.

Here is our proposal:

For the ground forces: 44 Type 85-III MBTs, 184 WZ-523 APCs, 44 Dongfeng Mengshi patrol vehicles, 96 Type 86 IFVs, 24 AH4 155mm Howitzers, 36 Type 89 122mm SPHs, 12 HQ-61A SAMs, 12 Type 85 Tank Destroyers, 132 SX2190 utility trucks, 301 SX2210 transport trucks, and 8 Type 90 ambulances. Totaling to a cost of: 670,153,996.00$. For the air forces: 30 Q-5 ground attack aircrafts, 2 Xian Y-7H, and 16 Z-9W attack helicopters. Totaling to a cost of: 268,375,000.00$. For the naval forces: 1 Type-052-class Destroyer, and 2 Type-025-class Frigates. Totaling to a cost of: 945,000,000.00$.

We would also be willing to sell you some missiles, if your government requires them. I would recommend anti-ship missiles. And of course, the prices and what we have offered is entirely negotiable and if need be we can discuss different equipment and different numbers. We would also be willing to receive the money in various payments.

When it comes to your request of Chinese detachments... I suppose we could... how many troops are you requesting exactly? Do keep in mind that what you are asking, Minister, is very dangerous. If the European nations were to know that China has sent troops to Belgium to garrison the nation... well, I must say that it would only raise tensions more and surely end in war for the both of us. However, if we were to send these troops to Belgium under the pretense of a peacekeeping mission... I believe we would be able to pull it off.

What do you think?"

"I must say that I totally agree with this accessment, with all the enemies we've created as a result of our takeover and the vision we wish to implement we are definitely surviving on borrowed time. To preserve our independence and safeguard the revolution, I shall gladly accept your offer to arm and equip the people's army and national guard.

A shipment of anti air and anti ship missiles given the presence of hostiles on our border would definitely be appreciated, our lack of a navy and an air force means that in a combat situation our enemies stand to gain aerial supremacy and from there be able to blockade our only route to the sea.

As for the fore-mentioned request, a detachment of 10,000 infantry to perform peacekeeping operations should be sufficent. But, that is up for you and your govermment to decide on as a priority."

"Wonderful, I was recently informed that our armed forces have a surplus of equipment that we would be able to send to Belgium, free of charge. We have 5 Sky Dragon MLRS, 3 PLZ-89 122mm Self-Propelled Howitzers, and 44 Type 80 Main Battle Tanks. With that equipment being sent to Belgium, our new proposal for your ground forces are as followed:

184 WZ-523 APCs, 44 Dongfeng Menshi patrol vehicles, 96 Type 86 IFVs, 12 HQ-61A SAMs, 24 AH4 155mm Howitzers, 33 Type 89 122mm Self-Propelled Howitzers, 12 Type 85 Tank Destroyers, 132 SX2190 utility trucks, 301 SX2210 transport trucks, and 8 Type 90 ambulances would total up to: 424,506,000.00$

The HQ-61A SAMs would be suitable for anti-air missiles, but if you wish we could sell to you the HQ-7B for 620,000.00$/unit, although the range is not as great as that of the HQ-61A. We also have self-propelled anti-air guns available for sale if you would rather purchase those. When it comes to anti-ship missiles we have two systems available: the YJ-62 with a range of 400KM at 7,500,000.00$/unit or the cheaper YJ-83 with a range of 190KM for 3,400,000.00$/unit. We would recommend the YJ-83, the range is far less, but the price of the system makes up for it.

Ten thousand is quite a lot... in such a situation, a thousand troops would raise questions... I'm risking it in even saying this but... I will see if we can send eight thousand troops to Belgium. This will all be done under the pretense that they have been sent to keep peace within Belgium, I will also send a high ranking diplomat of ours to 'guide' your government to assure that peace remains in place.

Does this sound suitable for you?"

A shipment of 25 HQ-61A's shall prove to be valuable sources of fire support should counterrevolutionary regimes attempt to invade via the sea

With regards to the alottment of military personnel of The People's Liberation Army for peacekeeping operations, 8,000 troops would prove a sufficent deterrent against Norwegian, German, and Swedish aggression in the event of a possible invasion or coup. I will see to it that the necessary accomodations are provided for your diplomat.

"Did you mean 25 YJ-62? If so, then the price for 25 of them would be 187,500,000.00$. If you meant the HQ-61A then the price is quite high, unfortunately; 237,500,000.00$. If you are looking for SAM systems I would highly recommend the HQ-7B over the HQ-61A, 25 of which would go for 16,250,000.00$.

For the ground equipment and 25 YJ-62s and 25 HQ-7Bs, you would be looking at 628,256,000.00$. Once your government has transferred the money we will begin production.

And wonderful to hear. We will be sending our troops as soon as possible, I will inform you once they have departed China. However, I will remind you; this is to assure peace in the region and to assure that the current government of Belgium, yours, remains in power. We will not invade the Netherlands, Germany, nor Norway or any other nation on your behalf. Our troops will be there purely to prevent the event of armed conflict and we expect your armed forces to help us in assuring that.

Is that agreeable?"

"In that case, reduce that to 4 YJ-62s and 6 HQ-75s along with addition hardware for the provision of fire support on the ground. My country's government shall wire the requested sum in payment for the sake of production. With regards to the troop situation, I would like to inform you of my government's awareness on the nature of these troops as it relates to their presence on Belgian soil. In any such event, we do not wish to be the first to strike as this would put us at the disadvantage with the risk of diplomatic alienation a possibility (not that matters, we're already bearing the brunt of a pariah state in the works not unlike the USSR during the civil of 1918-21. We simply wish to deter the possibility of an all out war that may very well endanger the revolution.
