1) Purpose
Brazil invites Expressions of Interest for a long-range Presidential aircraft capable of secure head-of-state transport on intercontinental routes, with enhanced secure communications, survivability systems, and a VVIP cabin. This ROI aims to gather market information, assess capabilities, and identify potential suppliers for a subsequent competitive process.


2) Key Requirements

Performance & Airframe

• Range (threshold): ≥ 7,000 km with VVIP payload; preferred: ≥ 10,000 km.
• Robust diversion/ETOPS profile; proven global support footprint.
• Field performance suitable for major international airports and selected secondary fields (state MTOW/field data).
• Airline-grade reliability and AOG support.

Secure Communications & Mission Systems

• Multi-band SATCOM, HF/VHF/UHF, secure voice/data, onboard networking with cybersecurity hardening.
• Mission workstation(s), VIP office suite, press/advance-team seating.
• Modern SA suite (TAWS/TCAS, weather radar), optional enhanced/synthetic vision.

Survivability / Defensive Aids (subject to export approvals)

• Missile Warning System and DIRCM; RWR/ESM; chaff/flare.
• Provisions for EM hardening as feasible and compliance with civil regulations.

Cabin & Layout

• Presidential suite, conference/meeting room, office, basic medical bay, staff/press seating, secure galley and lavatories.
• Low cabin altitude, acoustic damping, air filtration; options for quick-change medevac.

Support & Operations

• Training for flight, maintenance, and cabin/security crews (CBT/PTT/FMS as applicable).
• In-country MRO pathway, spares, GSE, tech publications; options for availability-based support/PBH.
• Realistic schedule from contract signature; if proposing green airframe + completion, outline induction, completion, and certification milestones.

3) Industrial Cooperation
Propose offsets/industrial participation appropriate to the configuration (e.g., interiors, MRO, training, technology transfer within export constraints).


4) Response Package
Please provide:

• Executive summary and proposed airframe/configuration.
• Performance data (range/payload, field performance) and overview of comms/defensive suite.
• Cabin concept (notional floorplan/capacities).
• Non-Commercial Technical details (Air defense systems, comms, etc.)
• Schedule (lead times, key milestones).
• Commercials: indicative USD pricing by airframe and completion level, plus options.
• Export/certification: required licenses, STCs, civil/military approvals.
• References for prior VVIP/head-of-state programs (if any).

5) Commercial Note — Pricing & Conditions
Any prices provided at ROI stage may be unitary and indicative. Final terms are subject to quantity, mission kits, completion scope, and delivery profile. Brazil is open to preferential pricing within broader government-to-government frameworks or bilateral cooperation. A firm fixed-price will be requested at RFP stage.


6) Security & Submissions
Mark responses Top Secret/Encrypted and submit in English via secure channel within 30 days of this notice. Brazil will reciprocate at the same classification.
