Upon arrival, the brazilian president would quickly and safely be escorted directly to the governmental palace, the Casa Rosada, where President Herrero and Foreign Minister Daniel Osvaldo would be waiting in the presidents private office.

The matter to be discussed was obviously the escalating Dispute between France and Brazil and its potential to drag the world into an armed conflict that could cost billions of dollars and thousands of lives.

Once in the private presidential office, and after some introductory informal talks, the argentine leader would get serious and address the braizlian leader.

"Victor, we need to do something about this Guyana Expedition of yours. We agree with you that the french behaviour is innapropiate and should be punished. However, we have to remain realistic and objective and recnognize that a open war with multiple fronts and enemies will have a huge negative efects on our economies and armed forces, regardless of the damage we could deal or the final result.

Time is running out, se I would suggest you use friendly nations to both sides, Brazil and France, like China and Nigeria and let them mediate while you put a public hold on the operations. You managed to raise awareness on this issue, now lets go back to the negotiation table."

"I completely agree. My initial stage has been limited to Phase I. So, as of right now, there are less than 8,000 troops in the capital. Once the hostages are released, my troops are pulling back immediately. I do not want this situation to continue any longer than they do. I am ready to negotiate.

"I have done that on several occasions. I even just sent another message to France.

It seems that Europe is just against me on this occasion, no matter how ridiculous the French, German or Italian claims are.

But, perhaps not all of Europe. The UK and the Netherlands have been quite quiet on the situation.

Perhaps I can make some headway with this new GA meeting.

In the end all I can do is offer evidence and hope for a resolution."

"France is now demanding that I come personally to Paris to oversee the release of the hostages. They refuse to go through a third party. And they have stated if I do not come, they will execute the hostages."

"You sure you need to be present? I dont see that happening anytime soon. However, I suggest you go public with your communications with France as a failsafe. In case they do not honor their part of the deal, it will be a direct proof of their bad intentions.

Its your chance to show the world that you are the better man."

"Through tough negotiations, we have secured our hostages without me having to travel to Paris. With this event finished, I would like to talk to you about the Saint Peter Base. We have already moved our forces in. We still need your radar systems, perhaps 4-6 submarines, plus fighter aircraft. What are your opinions on this?"

"I'm glad that this is all over... Now we can focus on continuing our building up and strenghtening of the our real geopolitical interests, and not waste our time with second grade nations like Germany or this "throwback-friday" Ottoman Empire.

We will begin producing some Argentine Primary 3D Radars and Petrel LRMR to be installed there and also order from china some additional submarines and Fast Attack Craft to be stationed there. We will also take some of the MiG-35s we have currently in reserve to form a new fighter wing.

I wanted to also make you an offer. We are interested in acquiring land from Brazil to install a last generation early warning system pointing to the north. It would be divided into two enclaves, as we need to install large antennas in one and the other for the monitoring and operator stations. Obviously we need it to be empty of population and Argentina will build in it all necesary facilities. Needless to say these patches of land will be very small in size and we will share all information with Brazil.

WOuld this be doable? If yes, I can give you more specific details."

"How many fighters are you willing to afford? There is space for about 75 more on the base. This island is 1000km off the coast of Brazil and nearly 2000km from Argentinian air space. I suggest you put as many fighters as you can there. And, of course they will be under your command.

We already have two Voronezh radar stations. Are you looking at 3D rather than just actual launch verifications from the Voronezh radar.

Purchased, come on my friend, nothing needs to be purchased from Brazil? If you want the land for radar you are more than willing to have it.

From my diplomats I understand, you are building a new and needed coalition. Will Brazil be a part of this, due to my recent invasion of French Guiana, I can understand some apprehension from the other countries?

But I would sell this as a sign of strength.

My diplomats were held hostage.

I did what I needed to to free them as the ICJ dragged it's feet.

"We could station there at least 2 squadrons, each consisting of 24 fighters plus crew and support teams.

And, yes, we are currently negotiating the creation of a new block of likeminded nations and it is our plan to include Brazil in it obviously. We will be going public with it rather sooner than later, while we are still negotiating the basics. We will keep you posted.

As for the acquistion of land to install this surveillance base, we are very grateful to the brazilian state and are willing to pass all important information to your Government. We were looking at the Uiramutã Municipality, given their geographic location. We can install there several systems. We will pay compensation and resettlement of the 7,000 inhabitants and companies located there.

I have here a copy of a draft Agreement."

Agreement between the
Federative Republic of Brazil
and the
Republic of Argentina
for the transfer of the

Municipality of Uiramuta

"Two squadrons of 24 Mig-35's would make a great addition to the base. It would also leave us room for more planes if need be in the future. Would there be any naval vessels that you would have in mind for the base?

I will affix my name to the document for the transfer of the Municipality of Uiramuta.

"I want to say congratulations on the forming of the CIS. It is a grand alliance, that spans three continents. It is quite an achievement.

As far as the base, we thank you for your air Force contribution. We currently have 20 Gumdoksuri Class Patrol Boats at base. They have a range of 1900 nmi or 3700 km and each are equipped with 4 anti ship missiles with a range of 350km.

We have also purchased 6 nuclear subs and we would like to perhaps station 3 there so we can permanently patrol the entire Atlantic. Do you have any other naval suggestions or contributions you could make?

Also we still need the radar, radomes and 90mw wind turbine installed. But this is not a rush, with Argentinian skill I am these tasks. Also our order of Huemel tanker trucks should be finished as well.

As far as missle defense we deployed a 4x4 of the Israeli Arrow 3 anti-ballistic system with radar as well a 4x4 battery of DF-21D anti-ship missile systems. We may need some assistance with medium and short range surface and air defences.

President Romero than stops and sighs, as if something is bothering him and wants to get it off his chest.

May I talk personally to you about something, and I want you to be totally Frank.

How could I have handled the French Embassy Crisis any differently?

They couldn't guarantee our safety after they evicted us.

They arrested both of our personnel after your attempted extraction.

They asked for an apology in exchange for the hostages, but then reneged on the promise.

The final straw was when they stated they were going to behead the hostages.

So I decided to occupy not invade, Cayenne, the capital. Occupy with soldiers being ordered to not fire on anyone, as the French had no troops in the entire country.

It was a bold decision that got my countrymen back, and my troops we're in the capital for less than 24 hours.

But now Brazil is somehow the bad guy?

They held my diplomats hostage for two months and threatened to behead them.

But because of a 24 occupation were no one is injured, I have lost allies and some countries will not trade with me unless I give a full account of my actions.

Ignacio, I am asking as a friend what else could I have done? Let them behead my diplomats? What other options could I have pursued?

"We are making the final arrangements to deploy the 2 Fighter Squadrons, we had some delay due to these units being created from scratch. Also, we are waiting for Russia to finally open again its equipment sales in roder to acquire brand new ships and fast attack crafts to be deployed in St. Peters base.

It is also very interesting that you mention the Arrow 3. Argentins is currently seeking for a standard, wide-use, exo-atmospheric ICBM kill vehicle. from which provider did Brazil acquire it?

As for your more personal issues... I think you should stop worrying. Nations have their own agendas. And not only that... sometimes individuals such as Head of States have their own goals. Leaderships like the current german, italian and the former french administrations have clearly an interest to prove themselves to their people or to their own that they can go around pretending to be "world leaders" and assuming responsabilities that are way beyond their true position in todays international affairs.

They seem to have taken Brazil as their scapegoat and in my opinion everything you would have done wouldn't have been enough for them. Just look at Argentina's intervention with France, we negogiated a deal and resolved everything... seemingly... but the former french Government decided that it was better to keep with this petty games.

Take my advice... stop wasting your time with these past situations and with this second rate countries. Focus on whats coming and how to continue bolstering your nations position. Do not react to their actions, let the, play their games alone. if they have no one to antagonize with, they will "bore" to dead and dissapear, just like so many Governments and Adminsitrations I saw personally rise and fall during my periods as leader of Argentina."

"We purchased the Arrow 3's from the government of Israel. Perhaps we could reengineer them in some way. As far as our deployment at the Saint Peter Base it is as follows; St. Paul Base

What are your suggestions for other naval capacities? We obviously need a replenishment ship and should have some sort of LST or Troop Carrier in which we can, if necessary, deploy both naval and ground troops quickly after a natural disaster or in the time of war.

We have the Condor Liberation Trimaran which can hold 800 troops plus up to 200 vehicles ranging from Humvees to lorries.

I think one fault with our initial plan, and I take full blame for this, we should have extra vehicles like tankers and trucks that could assist in any mission, be it military or humanitarian."

"The US currently fiels 500 Minutement III ICBM's. It seems to be that their current doctrine in case of a direct threat of armed engagement includes the use of them. Considering this, Our nations should be able to withstand the worst case scenario, which would be a simultaneous strike using those 500 ICBMs against targets in our territories. The Argentine Republic is currently addressing this potential weakness and not onyl has acquired a higher number of ICBM's than the US, as to eventually force a Mutually Assured Destruction -MAD- scenario, but also is currently negotiating with Russia the acquisiion of several A-135 ABMS to dsitirbute accross strategic territories of Argentina to provide enough coverage against any massive strike. We suggest Brazil does something similar.

Regarding SPB (Saint Peter Base), Argentina can commit 2 or 3 Ceibo-Class Replenishment Ships, in addition to the fighter wings and the other small vessels and subs. The units we would be deploying there would be around:

48x Fighter Aircraft
3x Fast Attack Craft Squadrons (Around 30 boats)
1x Submarine Squadron
Air and Ocean Surveillance Systems."

"Excellent. Yes, we believe in the MAD defense as well. we may never have the same amount as the US, but our combined forces better concentrate on certain cities or bases that will overwhelm any defence they put up.

My defense minister and I and my chiefs of staff will look into it. Have you looked into the 3M22 Zircon, yet? The specs on it are astounding; Mach 8–Mach 9 (6,090–6,851 mph; 9,800–11,025 km/h; 2,722.3–3,062.6 m/s) with a range of 1000km. A battery of four launched at one ship would give it virtually zero chance of survival as that ship were conducting carrier operations a 1000km of shore. Would be hit before they could blink. We have made a good deal with the Russians, so we will check on a price.

As for the St, Paul Base we already have 20 Gumdoksuri-class patrol vessels at the base. Perhaps is 50 too many? With our other undisclosed location nearly completed, perhaps one nation's squadron's could move to the other upon completion? I am just worried about overcrowding and, at the worst a direct strike on the base in which we could lose many. Just a thought.

I am curious about two other things. After all this time we have never shipped any exports to Brazil. For our economy to grow we should export as to as many countries as possible.

Here is a fax of our top 5 exports. Please let me know what you are interested and port we can ship them to.

1. Ethanol Fuel (85% of world production)
2. Oil Seeds (2nd in world; soybeans, non-GMO)
3. Raw Sugar (52% of world market)
4. Beef (2nd in world, 15% of market)
5. Poultry (3rd in the world)

Lastly, I am still curious about the CIS. Of the three founding members, you are my closest ally, I am currently assisting Nigeria with their fight against Boko Haram. As far as China, we did speak with their officials and explained our side, but never really heard back.

I am sure now that the dust has settled must reasonable nations can see the option I had left before my hostages were beheaded was to occupy Guiana was the only way for me to bring my citizens home. And that we did so without ever firing a shot and only occupying the capital Cayenne for less than 24 hours.

I hope you can convey this to your fellow members.

All the best,

Victor
