In the Presidential den, President Victor Romero and his Defense Secretary, Oscar deSilva and his Foreign Minister Juan deSilva, are sitting around a large coffee table, smoking Cohiba's and sharing a fifth of Johnny Walker Blue and discussing the days events.

"Juan, I saw on Al-Jeezera the other day South Korea has a new government in place. A King Ryu I believe?

"That is correct, Mr. President."

"Have we reached out to them?"

"Not at the moment, we have been juggling a lot. But the time is right. I hear the have been pretty active."

"Then we need to get on this immediately. As I remember Oscar, we bought considerable arms from the previous government."

"Indeed, we purchased 500 K2 Panther tanks, 3 destroyers and 6 frigates. Billions of dollars worth."

"Excellent, I will draft a letter. Juan, make sure the message gets encrypted and take a look at it for me before it gets sent out. This is extremely important."

A few seconds later it is confirmed that the email will be encrypted.

President Romero sits at his desk and start banging away iMac with two index fingers.

The Blue House was quite abuzz at the e-mail sent from the Brazilian government. Even with the overhanging impending visit of the Argentinian Ambassador, King Ryu Min-Ki found himself in his office, half-dressed in his full formal regalia, flanked on both sides by his closest advisers and confidants to discuss the merits of the Brazilian invitation.

"Absolutely not!" General Sonu Seung-Heon exclaimed, his Army Green peaked cap nearly sliding off his close-cropped slicked back hair. "What will it look like if we take in the Brazilians right after we meet with Ambassador Zarate? We will look like two-faced fools. Argentina is the obvious powerhouse of the region. We would do well to show our friendship and patronage to them... not these fools to their East."

"Are you mad?" Minister of Finance and Economics, Kim Deon-Yeong demanded. "Do you know what the sale of these weapons did for the South Korean economy? How do you expect to beat your chest and fight the Northern usurpers if you don't have two won to rub together?" Leaving General Sonu sputtering, Kim turned immediately to King Ryu. "Your grace, I implore you to accept this invitation. Damn what the Argentinians think."

"I'm sure we know what we all think," Sonu said forcefully. "South Korean tanks in Brazil? We don't even have the K2s in our inventory yet and the Brazilians have hundreds?! Is there nothing wrong with that picture or have you gone insane?"

King Ryu drummed his fingers on the table of his desk.

"Director Suh," He said softly. "Your opinion, please?"

The room quietened immediately, the pairs of eyes shifting to the short, observant man standing at the back. He was quite the sight... the only individual wearing a pair of flip flops, khaki shorts, and a polo. A pack of cigarettes tucked into his shirt pocket completed the outfit. Lesser men would have been reprimanded the whole nine yards for an apparent disrespect to the Royal Family for such behavior... but not the staunchly loyal Suh Hoon, director of South Korea's secret police, the National Intelligence Service.

He was nicknamed Kohtgahm, or the Boogeyman. Student protesters proclaiming the benefits of communism, boisterous journalists hoping to get the next big scoop on a South Korean whistleblower, and teenagers with access to the Incognito function on Google Chrome talking about the glory of North Korea all had one thing in common. All have ended up in the back of a white unmarked van and underwent rehabilitation therapy under the watchful eye of Director Suh.

"The Brazilians have given us an invitation," Suh drawled, daring anyone who had a differing opinion to cut in. "It'd be unwise for us to decline, no?"

President Romero, sitting at his desk in the Presidential suite in Lisbon, where he is still meeting with the Portugese President types his response to the Korean royal family.

Dear Mr. Jeong,

Thank you for the quick response and the invitation to visit your great country. I will make plans as soon as my visit to Portugal concludes to reroute and head directly for Seoul. Once there I would like to further discuss weapons purchases from your kingdom as well as Korean infrastructure projects in Brazil itself.

Even though President Romero's visit to Portugal was far from concluded, the South Korean Blue House Royal Police in tandem with the Seoul Department of the KNP (Korea National Police) were already making preparations for his visit. After numerous deliberations, Incheon International Airport was designated as the selected arrival point of President Romero and the BHRP and KNP were to serve as the bulk of security, with the Korean Royal Army on standby nearby should any attempt to disrupt the Brazilian President's visit be made.

The plan to take President Romero to the Blue House would be christened as Operation: Chariot. It would be split into three phases. The first phase was the simplest and it's primary objective would be to simply retrieve President Romero. As soon as President Romero's flight was in Korean airspace and landed on the runway, two BHRP Hyundai Syanatas were to be dispatched to help escort the plane to the terminal. These two cars were in place to ensure that there were no individuals on the ground taking advantage of certain blind spots that the plane would create. As soon as the plane docked, KNP Officers disguised as aviation technicians would create a routine perimeter around the plane.

Meanwhile at the terminal, two BHRP Royal Officers, both of them fluent in English, would board the plane and make contact with President Romero and verify that it is indeed him and he is in good health. They both will be attached to President Romero and would be ordered to protect him at all costs for the duration of the visit. Both the officers are extremely intelligent Inspectors, having served with distinction in the Royal Marines and Korean National Police respectively. They are black belts in Taekwondo and will be armed with handguns.

The second phase of Operation: Chariot was to escort the President through the terminal and to the Blue House, where he will meet with King Ryu. Already, the terminal would be closed down and swept with K9 units and bomb technicians, both looking for spots where there may danger lurking. As soon as the plane landed, a final check would be conducted and once the officers conducting the check clears it with the two inspectors on board the President's flight, President Romero will not be allowed off.

The final phase, of course, would be meeting with the King.

With President Victor Romero having finished his visit in Portugal he thanks the King and the royal family for their time and he and his convoy begin to make their way to the airport in Lisbon where the Presidential Jet, Embraer Lineage 1000 is fully fueled, with extra t wing tanks as well to make it to Seoul, as is the KC-KC-390 Embraer with extra fuselage tanks to make the long trip to Lisbon. Inside the only cargo is the Presidential Vinaxuki Armored Pickup 650X.

After getting ground clearance the Brazilian entourage rambles down the runway and takes off for Seoul.

Having received word of the President's imminent arrival, Incheon International Airport would prepare for his visit. Operation: Chariot would thus commence, with pre-Phase One actions being initiated. The Blue House Royal Police would begin preliminary sweeps of the terminal, closing it off to other air traffic as to avoid confusion with the comings-and-goings of other passengers. Once the Brazilian plane reaches Korean air space, it will be met by the Korean Royal Air Force, who will escort it the rest of the way.

Looking out his window of the Presidential jet. President Victor Romero admires the KRAF jets. "What are these?" he asks.

"Those are T-50's. They are indigenously produced," says Oscar Romero, the defense minister of Brazil. "Beyond expanding our economic horizons, this is why we are here."

After taking a sip from a glass of Johnny Walker Blue President Romero replies, "Correct. The Korean Indigenous defense program is a model for all to marvel at. Trade and development sparks economic growth and these Koreans know what they are doing, which is why we need them to invest in our country."

"Mr. President, this is the captain speaking. Please prepare for landing," says a male voice from the cockpit.

And the President does, an old paratrooper, it doesn't bother him in the slightest. He just gazes out his window at the skyscrapers and neon of the Seoul skyline.

The plane touches down.

"Charon in sight, Charon in sight, confirmed, Charon is in sight." Officer Ryon said into his radio. He was crouched at the top of the Air Traffic Control tower, his eyes glued to the spotters scope. He tracked the plane as it landed, patting his partner, Constable Pong, on the shoulder. Pong had his eye closed, the other staring through the scope of his K14 precision rifle. They were just one of the four sniper teams positioned around the airport to keep a full 360 degree view of the plane and to ensure that President Romero was safe at all times.

"Copy." The word came back in a single syllable, clear and concise. "All teams, Operation: Chariot is commencing. Repeat, Operation: Chariot is commencing. Receiving crew, commence phase one. Phase two, standby, standby, standby."

As soon as the Embraer Lineage 1000 began to taxi to the terminal, it'd be met by two aircrew men, both of them disguised Korean Police Officers. Underneath their neon vests, they'd be wearing kevlar and wielding handguns. They'd direct the plane to taxi at the now-empty-and-secure terminal. Once the gate was docked to the plane, two more Korean officers would enter the plane. Once on board, they'd scan around and ensure that the plane itself is secure and that President Romero is comfortable and not in any form of danger at all. Once that is complete, they would escort him off and through the terminal.

While this process is going on, the President's armored truck would be de-loaded from the cargo and driven to the front of the airport, to take it's rightful place in the middle of the convoy. Due to the truck being one-of-a-kind, and that there were no duplicates of it available elsewhere, the convoy would be modified. Instead of journeying in a line, they'd instead travel in a diamond formation, with the armored truck in the center. Original doctrine stipulates that there be multiple 'VIP' cars so that the VIP could be placed in any random one, with the duplicates emptied of all important individuals for the sake of being a decoy. Having decoys stacked the cards in the protectors' favor.

Once the convoy was confirmed ready, President Romero would be shuttled through the airport, all the while being swamped by journalists and crowds once outside and into the public. Say what you will, but Romero was well-recieved by the Korean public; with his devil-may-care attitude, brass and chauvinistic demeanor, and handsome South American face, he was compared to being on the same standing as Crown Prince Ryan. His time in the public, however, was very short; as soon as he appeared in the Seoul weather, he was quickly bundled into his convoy and blocked off by a sunglass-wearing Police Officer.

Once the convoy took off, it'd take a preplanned route to the Blue House. The route had multiple alternative roads just in case, but they were not needed. Even in rush hour traffic, the convoy, with it's blaring sirens and horns and police officers cordoning off roads, it was easy to get to the Blue House... and once they got there, Phase Three had already begun, with King Ryu standing outside of the Blue House, flanked on either side by army generals, navy admirals, and Chief Jeong, his chief of staff.

"President Romero," He greeted, holding out his hand for a firm handshake, much to Chief Jeong's chagrin (it was customary to not touch the King, as he was considered a demigod at one point). "We, are so glad that you can make it out here to Korea. How was the flight, friend?"

"Splendid, your majesty. And I am honored for you to call me, "friend". And as a sign of our new friendship, I would like to present to you a box of Dannemann Cigars."

"Dannemann is the oldest cigar factory in Brazil and one of the largest tobacco producers in Brazil and has with factories in Germany and Switzerland. And my Defense Minister Oscar DeSilva also has a gift for you."

With a slight bow, Defense Minister DeSilva, presents King Ryu with a bottle of Passport Scotch Whiskey. "It is a pleasure Your Majesty," DeSilva says.

With a smirk and a slight laugh President Romero says, "Well, now that King has his hands full, I propose we start our meeting. Lord knows I am ready."

Although the King did not smoke nor did he drink, he gave no indication that that was the case. He took the gifts with the gratefulness and politeness that was common among Asians. Internally, he was drowning in embarrassment that he didn't have a gift prepared. "You have my eternal gratefulness, President Romero, for these wonderful gifts. They will be put to good use, I assure you."

Maybe a reward to the rowdy 29th Air Cavalry Batallion was in order. They were some of South Korea's bravest soldiers, internalizing the warrior spirit that was cultivated in Korea. The only issue that they had was their tendency to lack discipline. They were rowdy cowboys who loved to throw themselves out of helicopters and into harm's way. Their officers would enjoy these cigars and liquor surely.

The King smiled at Romero's words, nodding. He appreciated a man who didn't beat around the bush and got straight down to business. It was infuriating how often it was seen proper that two parties had to bullshit for a solid two hours before being able to cut right to the mustard, as the Americans said. "Quite. Allow me to escort you inside," The King offered, handing off the liquor and the cigars to his Chief of Staff, where he realized without a doubt that this would be the last time he'd ever see the Holy Grail of Cigars.

"It is to my embarrassment," The King told his aide in Hangul. "That I do not have a gift prepared for the Brazilian party. Heaven knows how I forgot, but I believe that the 33 from the Museum would be more than an excellent gift to reciprocate."

"Yes, my lord." Chief Jeong said, bowing.

"Now, my friend," King Ryu said in English towards the Brazilians. "Come in. Let us make some money, together!"

Clasping an arm around the back of the Brazilian in a demeanor that was far unbecoming of the King of Korea, King Ryu led the Brazilian President into the Blue House. Inside, the Asian architecture was subdued and muted, replaced in turn by subtle South American decoration. The furniture was largely replaced and the Brazilian flag was hanging from the rafters next to the South Korean one. The King led the Brazilian President right past the Throne Room and into his personal office, where cameras were waiting to take pictures. It was rare that the King conducted his business in the actual throne room. In truth, he found the throne room enjoyable, but the throne damn uncomfortable.

Once inside his office, he gestured for President Romero to take a seat before taking one himself.

"Now, my friend. We have many things to discuss, but I'd like for you to pick a topic to start first," The king offered. "We wish to talk about North Korea, domestic arms production, economic agreements, and possible cooperation between our militaries. Which do you wish to speak of first? Of course, if you have something else you'd like to discuss, we are open to that as well!"

Taking in a deep breath, like a prize fighter about to enter the ring for the fight of his life. President Romero steadies himself to deliver his speech.

"The Korean auto market is one the world should marvel at. For a nation of only 50 million, South Korea has two of the top eight automakers in the world, in Kia and Hyundai respectively.

Yet neither has a manufacturing plant in Brazil, a nation of 130 million.

This needs to be rectified.

I would like to talk to you about "Flex-Cars".

Flex cars, that run on any blend of hydrous ethanol (E100) and gasoline (E20 to E25). that reduce CO2 emissions and mitigates global warming by reducing greenhouse gas emissions.

Brazil is the largest producer of ethanol fuel in the world.

We will flood the market with Korean made cars in Brazil. Effectively wiping out other cars from other countries.

As far as the plants, we believe there should be one plant per company producing cars in Brazil. We can build the plants within a year and start production on 2 models from each company thereafter, with a goal of producing 300,000 cars a piece each year.

This project would provide Brazilians with about 3000 more jobs, immediate jobs in terms on construction, and approximately another 3000 when the plants open. This would also create Korean jobs and generate a lot of revenue for Kia and Hyundai.

As far as ethanol fuel. We could build a plant or expand on an existing one. For 3 billion dollars we could make sure that this plant only produces ethanol fuel for the Korean market. This would be the first time this has been done by my government.

One plant alone could produce about 400 million liters of ethanol fuel a year. We could also develop a plan to use ethanol fuels in a public transportation such as buses and taxis. or could design a bus with this model in mind. Along with promotion of flex fuel cars this would greatly decrease CO2 emissions and be a boon for auto sales. We could even, once design has been decided upon, open plants in both countries using the model bus design, as I desperately need more public transportation models that employ flex fuel ethanol.

We would also build Kia and Hyundai each corporate headquarters and accommodations would be built Korean workers and their families.

The 3 Billion you spend on the building the plants for ethanol fuel would go directly back into the South Korean economy as we want to purchase five Dokdo-class amphibious assault ships and two more King Sejong the Great Class Destroyers."

Prince Ryu Min-Ki the Second was very much like his father in numerous ways. Both had the same facial structure, for one, but their personalities were also very much the same. Both were rather patient and analyzing, able to nitpick certain ways of thinking and reveal unfortunate truths. They could've both been excellent lawyers, and for a brief moment in King Ryu's life, he was a true lawyer. It was only through certain circumstances that caused Prince Min-Ki to run to the Naval Academy rather than Law School. It was time to apply those principles here.

"Despite what my generals may think, I personally have no quarrel with letting you purchase indigenous equipment, especially hi-tech indigenous equipment like the Dokdo. Our only quarrel is... payment, rather. Dong-yeong?"

"Yes, my lord?" Minister Kim, the shrewd miser from the Ministry of Economics and Finance stepped forward, his head bowed low in deference. He was a slight, portly man, towered by the Brazilians, but he was also one of the most powerful men in the Kingdom. After all, he controlled all the money.

"How much excess money does the Korea have in reserve?"

"A little more than one billion, my lord."

King Ryu grew tight-lipped and turned his eyes to President Romero. "And how much is Brazil in the red?"

"A little over fifteen billion, my lord."

"Fifteen billion dollars?! Damn!" King Ryu exclaimed, before looking disapprovingly at Romero. "That's bad for your health, having that much debt."

Of course, King Ryu already knew the state of both their countries economies and how much money they had on hand. He watched the World Economy Report almost obsessively, checking it whenever he had free time. He was careful to make sure the state of the economy was well, especially with Korea undergoing it's massive armed forces overhaul.

"We have no issue with taking part in your fuel idea, it seems llike a marvelous little racket that will sweep in lots of cash for both our nations. But, we don't have the cash for that and you don't have the cash to pay us back. If you want the equipment that we have in our Navy, you have to show us that you can pay for us... and with that being said, how do you expect to pay for all of this, eh?"

"To answer your question about the 15 Billion in debt, first off we have an outstanding bill from another country worth 10 billion and we are working with the "World bank" about a 4 billion dollar charge to our government that believe may be in error. And believe that will be rectified.

"As far as how both of our countries are going to pay for the proposed ethanol plant and your military hardware. This is the process, you spend 2 billion on an ethanol fuel plant and 2 billion on a Hyundai ethanol flex car plant. Those cars can be sold in both South Korea and Brazil. The 4 Billion you send to Brazil for these projects, we then turn around and use it to buy more of your military hardware. It boosts both economies and and open huge trade rates as well. And the total sum is a complete wash.

The next Kia plant, the government of Brazil will pay for itself when we are more financially stable in say 3-6 months, which then you can use for your own military or other infrastructure projects, out you can use them to purchase some of our naval hardware, especially our line of Embraer Products, or some of our military vehicles like the VBMT-LR, which another country is in negotiation for DPR rights and will be contructing a plant to build it on their soil. We also have the ASTROS MLRS ROCKET FAMILY, we can produce you as well.

We are also wishing to consult with you in the future about updating our rail infrastructure in the future."

King Ryu's mouth didn't move. He still had that perfect 'I'm-Such-A-Polite-Asian' smile, the one that was never genuine. The one time the smile was ever genuine, the West had conquered half of Asia. "You'll forgive me, Victor. I don't wish to be the bearer of any bad news, but my generals and advisors would never let me allow another nation to purchase indigenous naval vessels or equipment on... what would the proper word be, Jeong?"

Chief Jeong Kyeong-Doo looked up. "Credit, my lord?"

"Credit.. that's the word. Yes..." King Ryu leaned back in his seat. "The unofficial motto of our Army here in Korea is quite a famous one. It was what a Captain shouted over the bullhorn during the Korean War, when he was being charged by a batallion of the Northern barbarians. The motto is... yeogie seo issseubnida. In English? Here I Stand. This is where I stand, Victor. I'll first have Korea invest on an ethanol fuel plant in Korea as we simply don't have the funds for anymore, what with our defense budget growing larger and larger. This, of course, we can negotitate, but as per the military equipment... we will not be making any sales until you can put your country back into the green. There, I stand."

I think you are missing the point. By building a Korean auto maker plant in Brazil and as well as an ethanol fuel plant for those cars in exchange for your military weapons, it is not on credit, it is an exchange of technologies.

"Credit?" I think many of your countrymen whom will hard at work designing, the factories, the managers toiling over documents and blueprints, laborers sent to Brazil to assist in construction of these facilities will hardly call it credit.

And as, i have already stated, my country will be back in the green next month. Well after all of ship and factory construction has finished. Your highness, I feel this is a golden opportunity to make deals amongst ourselves without the great powers involvement or interference.

In my opinion it is a chance to showcase your military hardware....And Brazilian ingenuity. It is a match for powers like ours."

King Ryu was dealt with the first mistake of the day and his facial muscles twitched lightly as he gently recoiled away from the Brazilian. So, Victor Romero wasn't as chauvinistic as the tabloids told him to be, he was more intelligent than Ryu thought. That was going to be the last mistake of the day. His eyes flitted over to his Chief of Staff, who was looking back at him in the modified Taekwondo pose. He realized that his Chief was shaking his head imperceptibly.

King Ryu turned back to Romero.

"Victor, I'm afraid that I will stand firm. Once your country is back in the green, we will talk of selling military equipment.... Perhaps another country will be rather lenient, maybe First Choice International and their... rather large conglomerate of weaponry. But South Korea is not. We deal only in cold hard cash... cash that i'm afraid you do not have... yet." He leaned back in his chair, thoughtful. An idea had suddenly crossed his mind... a lesson of sorts... a test... or perhaps just a hail mary. "But, an idea has just struck me... another business idea. The equipment can be yours if you simply transfer over twenty billion dollars. As you have said, you have a very decent sized cash flow coming through and the money will help us bridge the economic gap between our countries in way that my Ministry of Finance can only fantasize about."

A bemused smirk crosses President Romero's face and slaps his knee as if laughing to himself.

"Your Highness, I am an orphan, I was raised by the DeSilva family, which is why I keep them so close to me now. But their Momma, my Momma, I guess, always told me I had to have everything as fast as I wanted it."

He rubs a little stubble across his chin, not because he is searching for words, simply out of habit.

"The cash flow we have coming will put us in the green by next tax month. Twenty Billion dollars will be a bit much. But I will talk with the DeSilva's and we will come to some sort of an agreement on that.

Trust me, the money, especially towards your high tech naval equipment is on its way in cash. We highly desire your naval assets. I pledge to spend 10 billion dollars worth next tax month in cash.

But I would still like to hear your ideas about building an ethanol plant in Brazil, or at the very least, one Hyundai and one Kia plant in Brazil. This is vital to both of our economies."

The Brazilian was good, and he passed the test. Perhaps he was someone who Min-Ki could trust. But as of now, he wasn't quite sure. Until the Royal Reserve saw some green, they'd stay right where they were.

"Of course, Mr. President. I'll see what I can do with the generals, but like I said, it's either the twenty billion in full, or we'll wait until we see an uptick in your economy." King Min-Ki said. "I would consider President Herrero a close, personal friend and Argentina would Brazil's closest ally. We have much common ground, but it has little do with geography. President Herrero and I have similar world-views and how those views apply to each of our countries. But I must stress it is not just a military alliance. We have improved rail lines and highways to increase trade and and stimulate job opportunities and economic growth. May I ask why you are curious about Argentina?

But as an aside, we would still like to stick with 10 billion in cash now. 3 destroyers and 5 Dakdo's or some combination of the two."

"Well, Victor..." King Min-Ki began, fumbling with his tea cup. Well, he wasn't exactly fumbling with it... it looked like he was. As the near boiling hot tea traversed ever closer to the edge, threatening to spill over, it seemed that he tilted the cup the other way, and it spilled that way, and it when it looked like it was going to go over, he tilted it the other way. An everlasting dance of water and physics... push, pull, push, pull. Who's nation was on the top and crashed, and the next nation who was on top and crashed. "As you know, the Kingdom... some day... wishes to not only push back the barbarians to the North, but to... ah... take them back into the Kingdom. Whether we do that peacefully or through the iron fist is truly anyone's guess. Perhaps there'd be some friends in South America who'd be willing to join us, a coalition of some sorts... when the flag of the Kingdom is raised over Pyongyang, those who help will be rewarded handsomely, I assure you."
