Your Excellency,

I trust this message finds you well. Brazil extends its warm regards to Spain. Our countries are linked by language, history, and living communities whose ties span education, culture, and business. In that spirit, Brazil proposes to open a renewed, results-oriented partnership and is ready to proceed with the exchange of resident Ambassadors while establishing a secure, day-to-day coordination line between our Ministries.

We also propose to your excellency to schedule a meeting in order to start a conversation regarding some matters of mutal interest:

1) Diplomatic Presence & Direct Channel
• Exchange of resident Ambassadors and immediate points-of-contact for routine coordination and crisis management.

2) Trade, Investment & Treaties
• Priority trade routes to boost bilateral flows and joint manufacturing.
• Targeted tariff reductions and customs facilitation in priority sectors; openness to discuss a Trade Agreement outline.

3) Mobility & Visas
• Exploration of a facilitated visa regime for short stays (including e-visa options) to support business, education and official travel; improved consular coordination.

4) Defence Procurement & Industrial Cooperation
• Brazil seeks to acquire, as part of a broader force build-up, selected Spanish systems in the domains of land vehicles and naval vessels.
• We are open to government-to-government or direct commercial sales, as well as licensed production and industrial participation in Brazil where feasible, with appropriate end-use assurances.

5) Science, Education & Culture
• Academic mobility, mutual recognition of qualifications, and a travelling cultural season celebrating our shared heritage.

Should this approach be agreeable, Brazil will promptly share a short list of priority categories on defence and trade, and would welcome, in return, Spain’s initial catalogue and indicative terms. Upon convergence, Brazil is prepared to submit the necessary purchase orders and proceed accordingly.

I am grateful for your positive reply. In order to give our dialogue a strong start, Brazil will dispatch our Ambassador Extraordinary and Plenipotentiary–designate, Mr. Henrique Viana, to Madrid for an in-person meeting with you at your earliest convenience.

Ambassador Viana will also coordinate the establishment of our secure day-to-day channel and handle immediate consular and logistical matters. Should it be useful, he can share a short preliminary note outlining Brazil’s priority items for trade facilitation and defence procurement ahead of the meeting.
