My name is Chappell Cousteau. I am head of Customer Service here at DCI Défense Conseil International. I have come across your request for HMMVW. Now, while here at DCI we do not currently offer second hand equipment, we would be willing to offer a piece of hardware at a special price just for the Portuguese Armed Forces. The piece of hardware I am referring to is the Panhard VBL.

Panhard VBL
The Panhard VBL (Vehicule Blinde Leger) armored scout car was developed in 1988. This armored vehicle can be used for a number of roles, including scouting, reconnaissance, raiding, screening, patrolling, escorting convoys and so on. There are a number of specialized versions of this armored vehicle. The VBL has a welded armored hull, which provides protection against small arms fire and artillery shell splinters. NBC protection system is fitted as standard. Vehicle is armed with a roof mounted 7.62 mm or 12.7 mm machine gun. Vehicle is powered by the Peugeot XD3T turbocharged diesel engine, developing 105 horsepower. Central tyre pressure system is fitted as standard. It has good cross-country mobility. After a short preparation the Panhard VBL is fully amphibious. On water it is propelled by a single propeller at hull rear. Vehicle can be airlifted by most medium military transports.

We can offer these vehicles at the cost of $400,000.00 per unit. Now this isn't the second hand price you might be looking for but it is a substantial discount from our normal store front listed price. We would like the Portuguese Armed Forces to have the offer on hand should they require some of these vehicles. Please let me know if you at interested in the offer or if there is something else you might be interested in. As DCI is very interested in doing business with the Portuguese Government, I might be able to get better pricing approved as a special offer.

After reading the proposal from the French Government, a counter proposal would sent, via private and encyrpted means, if it were possible to lower the price to 300,000€ per unit it would be a done deal by the Portuguese Ministry of Defence. The purchase order would be 120 units, which would be around 36 millions dollars total.
