Cabinet of Japan
The Cabinet of Japan is the primary executive body of the Empire of Japan, its members are the Prime Minister and the various Ministers from Cabinet-level executive departments. The Prime Minister is appointed by the Empress.

While the Prime Minister is usually the party leader of the largest party in the House of Representatives, the Empress is allowed to pick any individual as Prime Minister as long as they are a Japanese citizen, have resided within Japan for at least one day in the five years prior to their appointment and have reached the legal age of adulthood (20 currently). As such the Empress could theoretically appoint members from any other political party or even a candidate not a member of the House of Representatives or National Diet in general.

When it comes to Ministries, the Empress may likewise appoint any adult Japanese citizen to any Ministry.

In practice upon the conclusion of elections the Empress will invite the leader of the largest party in the House of Representatives to to form a government, the candidate Prime Minister will then seek to negotiate a coalition agreement if their party does not have a majority and then choose Ministers from the coalition parties. The Empress will then formally appoint the Prime Minister and the Cabinet.

The Cabinet serves at the pleasure of the Empress and she may fire any member or the Cabinet in its entirety if she desires. While the National Diet is not involved in the formation of the government, the House of Representatives can pass motions of no confidence against any Cabinet member or the Cabinet in its entirety in which case they will also be removed. The Cabinet must resign in the first Diet session following general elections or if it fails to pass an annual budget before the constitutional deadline. If the Prime Minister or Cabinet in its entirety is removed by the Empress, a vote of no confidence, resignation (with the exception of resignation in the first Diet session) or an inability to pass the budget new general elections must be called. If one or more Cabinet members (not including the Prime Minister) are removed by the Empress, a vote of no confidence or resignation the Prime Minister will propose a replacement who will then be appointed by the Empress if approved by her.

Most Cabinet members are members of the National Diet as well, and a subset of Cabinet members are part of the National Security Council. For a member of the Imperial Japanese Armed Force to become a Cabinet member they must first resign from their service branch. While Cabinet members must be Japanese citizens, there is no prohibition against dual citizens.

Shimada Cabinet

The Shimada Cabinet is a Cabinet of National Unity following the Crisis of 2003-04 and the State of Emergency following the military restoration of order. In an effort to unite the nation and face the unprecedented challenge caused by the chaos after the collapse of the Mitsubishi Cabinet the National Diet came together as one, as a result nearly every political party has provided Cabinet members. Notabl achievements of the Shimada Cabinet include the modification of the Imperial Household Law to allow for the rise of Empress Aimi. It is expected to serve until January 2005 when new general elections have been planned to appoint a regular Cabinet.
