Security Classification: TOP SECRETA series of Bombings in London had triggered the Prime Minister to call a COBR Meeting to discuss the attacks. Meeting commenced at 11:21 GMT.

"No pleasantries today unfortunately. Everyone is aware that over the course of this morning, there have been three explosions across London. This is notably in Kings Cross St. Pancras, Westfield Shopping Centre and a tourist bus on London Bridge. Security Services have been reviewing the calls, activity online which included footage and have confirmed this to be a series of bombings. It's evident that the three attacks were all working together, the issue at the moment is they do not know if we ought to expect any more. No one has yet come forward to take responsibility or to indicate a motive. As we sit here, the valuable work of the Emergency Services continues to work those incidents. I had also requested the Special Air Service counter terror team to be stationed in London City Airport as a reaction force in the event of new developments whilst intelligence services work. Any updates from MI5?"

"Not at the moment, the Joint Terrorism Analysis Centre met thirty minutes ago and they're due to announce that the national terror threat level is been raised to Severe, from Moderate. The concern at the moment is that we have little indication as to whether that's it, at least for now. We find it unlikely that the three involved were not part of a bigger organisation so we're going to begin further inquiries with the police. However, I can confirm that initial footage is suggesting that all three scenarios are likely to have been suicide vests as the source of ignition."

"Director-General, I truly appreciate the work carried out by MI5 but I suppose my question is, how did this happen? Based on the information you've just said, these people must have had no history with you, or did you have some suspicion on an attack? Right now it's not the priority but it's going to look like a tragic failure from the security services. Are we that much on the backfoot?

"At the moment I can't say much other than it's not something we expected. The terror threat has been Moderate for years and we've had no intelligence to suggest there is a threat. I'm afraid that this points to a well-coordinated operation."

"Prime Minister, I've just had word that all hospitals have activated major incident protocols. The London Ambulance Service has deployed all available units, but resources are stretched thin. Military medical support might be necessary if the situation escalates.
