IN RESPONSE TO the cowardly terrorist attack in Tokyo with the goal of destabilizing the Cabinet.
RECOGNIZING the need for greater than normal policing power to maintain law and order, and bring those responsible to justice.
I AM hereby declaring a state of emergency to exist. Per the powers vested in me by Article 73 of the Constitution I am ordering the Ministry of Justice and the Ministry of Internal Affairs and Communications to activate all available police forces. I am also ordering the Public Security Intelligence Agency to aid in the capture of all immediate terrorist threats.
AS COMMANDER-IN-CHIEF OF THE JAPAN SELF-DEFENCE FORCES, I am ordering the Japan Self-Defence Forces to provide support in any way required.
This order will last until it is revoked or 90 days have past, whichever happens sooner.
The Deputy Prime Minister will exercise the powers of Prime Minister until I order otherwise.

Declaration of State of National Security Emergency Public
CONSIDERING the ongoing security threat to the State of Japan following the cowardly terrorist attack.
ACKNOWLEDGING the need for extensive measures to combat terrorism and crime that has reached the point where it constitutes a national security threat.
I AM hereby declaring a State of National Security Emergency to exist per the National Security and Preparedness Act.
The State of National Security Emergency shall apply nationwide for a duration of at least 90 days upon which I may extend it. I may also revoke it prior to 90 days expiring. During this SNSE all restrictions authorized under the NSPA shall apply. In particular all gatherings of more than 3 people in public shall constitute an illegal assembly and will be dispersed by the authorities. The Japanese Self-Defence Forces are ordered to aid authorities in any way they require.
Administrative Order Mitsubishi-1 is hereby revoked.

Declaration of State of National Security Emergency Public
RECOGNIZING the unacceptable levels of criminal activity in the area.
ACKNOWLEDGING the special significance of the area to various criminal organizations, the so called Inagawa-kai in particular.
I AM hereby expanding on the existing State of National Security Emergency. These additional measures shall apply only to the Shizuoka Prefecture.
Effective 20:00 5 December 2002 a curfew shall be in effect until 07:00 the next day, and the same times every day after.
Effective immediately all traffic to and from the Shizuoka Prefecture is prohibited.
Effective immediately the Shizuoka Prefectural Police is suspended, the Japanese Army shall take over their police duties.
Exemptions to these measures may be authorized for the sake of health, family, or other emergencies. Exemptions must be requested from the National Police Agency Regional Headquarters in Shizuoka Prefecture at least 12 hours before any planned travel.
