Senior Vice Chairman General Guo Boxiong of the Central Military Commission would make a phone call to Russian Defense Minister Vladimir Rushailo on a secured and encrypted line.

As Vladimir Rusahilo was the Minister of Internal Affairs, the Senior Vice Chairman General would be placed on hold until his call would reach First Deputy Minister of Defense Vladimir Matyukhin, as Igor Sergeyev was preoccupied with another call.

Answering the phone on an encrypted line, he would speak. "This is First Deputy Minister Matyukhin, how may I be of assistance?"

The Chinese were still working out some technical kinks so they would be not be surprised to hear they had called the wrong Russian. He would speak to a translator who would in turn speak to the Russian.

”This is General Boxiong of the Central Military Commission, it’s a pleasure to talk with you today Minister Matyukhin. I am calling to establish some preliminary communications between our two government‘s and to congratulate Russia on their swift and decisive victory in Turkey. Additionally I would like to clarify on some potential Chinese weapons that were sold mistakenly to the Turkish Government.

First off the Chinese Government apologizes for any mis guided sales to the Turkish Government, these sales were before the conflict began and China had sold a great deal of arms to various nations on both sides of the war including Israel where we armed the nation with a great deal of advanced Chinese weapons. In hindsight we would like to propose to the Russian government a deal that could be presented to the Global Assembly regarding arms sales. This deal would include the ban of any and all long range strategic weapons that can possibly carry Chemical, Biological, or Nuclear Weapons. This way minor nations cannot wreak havoc on civilian populations such as the Congolese attacks on Saudi Arabia with Strategic Bombers that killed tens of thousands of Saudi Civilians. The Potiental signees could include China, Russia, the United States, the United Kingdom, and France who all possess strategic weapons that could be sold. Hopefully with this we can clean our hands of any wrongdoing in Turkey and move past this horrific conflict that wasn’t truly necessary as I’m sure you’ll agree. What do you think?”

"Well, General Boxiong, I think if we're going to try and mend relations, we should avoid lying. Chinese weapons were not 'mistakenly' sold to the Turkish government, they were purposely sold to them even after their crimes were revealed to your nation. In fact, if memory serves, you insulted the Russian government because of it. Furthermore, these sales were not made before the conflict began, they were made whilst it was happening—your nation was actively supporting genocide of Jews, Armenians, Kurds, and other minorities within the state of Turkey and were arming the Turkish military against the Coalition's forces and after China stated that all sales had stopped, Russian forces located brand new J-10 multi-role fighters located in the area of Turkey's capital.

Regarding this ban of certain arms sales, I should remind you once again that it was Turkey who sold the bombers to the Congolese Empire, not Russia, and it was Sparrow Industries that sold the bombers to Turkey, not Russia. Russia never has and never will sell strategic weapons to any nation. However, in the hopes of recovering some of our relations, I could see Russia supporting such a arms sales ban of strategic weapons if it were targeted at Sparrow Industries—a company that has proved time and time again that it does not truly care for the laws of the Global Assembly. In fact, they stated to us they would refrain from selling bombers and then did it anyways. This sort of business ethics is completely unacceptable.

If China were to support making this arms ban against Sparrow Industries instead of nations themselves then I believe it could be a good stepping stone to recovering our relations. What do you think?"

“Minister Matyukhin, no need for hostilities at this point. Additionally our records indicate that all weapons were transferred to the Republic of Turkey before Russian forces commenced their attacks against the Turkish Mainland. Additionally when I say ’Mistakenly’ I must clarify that it means the previous administration, specifically the late Chairman Jiang made… Unwise decisions regarding arms sales. Since the previous administration we have completely reorganized the central government with a few exceptions to be a much more open and economically centered nation. Additionally Minister may I remind you of your own government‘s continued support of regimes that have been less than legal with their own issues and practices domestically? I don’t mean to be offensive but our records indicate Russia is currently supplying the Thai government with weapons whilst they are illegally conducting a war against Laos. I don’t think making such arguments is a great Idea and as we both know our two government‘s records aren’t exactly spotless.

I of course agree with your proposal to stop the sale of long range weapons by global defense conglomerates and in all honesty I believe that Sparrow Industries should be immediately closed in order to prevent further sales of weapons that go around international sanctions. The only nations that should have these weapons are those who the world knows won’t make a desperate attempt at power or be easily overthrown such as China and Russia.

I also want to discuss the conflcit in Laos For a brief moment. China of course is completely against any invasion of Laos and it is a clear violation of international law from every standpoint and while Thailand claims to be making peace deals nothing changes and they seem more like concessions by the Laotian government than anything. We do see that Russia is actively supplying Thailand with weaponry but first we would like to know why and what exactly is the Russian stance on the conflict.”

"There are no hostilities, General. I am simple calling out your lies for what they are. We know what we found in Ankara: Chinese equipment that was brand new. One cannot shift the blame onto a previous administration, own up to the 'mistake' and act to assure it does not happen again. As for Russia's own military exports, Thailand is at war with Laos—a situation which we are still unsure of the details—and are not, unlike Turkey, committing genocide against the Lao ethnics. It is a completely different situation, General. Until further information comes out regarding the war, we believe we are helping Thailand defend themselves against aggressors while your nation armed a country actively performing genocide and by doing so, prolonged that genocide and caused more deaths. I'm certain you can see the difference.

We will continue with that stance, General. Until a time we are proven wrong, if that time ever comes."

“Minister, I’m honestly not sure if you understand your own position here as well because I’m positive that you and the Russian Government know of the atrocities that have been and were committed by the previous administrations of your government following 1991. To call us out on the mistakes of a past administration which has since been removed from office is simply hypocrisy and I think you are a man who knows this quite well whether you choose to actually accept it or not.

Additionally there was no actual evidence of War Crimes in Turkey to the best knowledge of China at the time and reports at that point were sketchy to say the least. In fact the only official reports of the Genocide were out of the Congo which has in fact itself committed much worse war crimes than the nation of Turkey. Simply taking information from foreign propaganda is not the stance of the People’s Republic and I would like to ask Russia how it knows so well that Thailand has not been committing genocide or is even defending against Laos which is in all honestly absurd considering the Thai Army is ten times that of Laos which would never make such an attack. In fact reports out of Laos indicate quite the oposite including burning entire forests and villages to the ground in order to advance at any cost and shelling civilian defensive positions until they become no longer recognizable where bodies litter the ground. In fact from what we have gathered so far is that the Thai government is deliberately carrying out attacks on non military targets in retribution for action committed by Laos that never really occurred in reality.

In relation to this, I am, along with the whole of the People’s committee becoming increasingly agitated at the stance of Russia arming numerous nations in Asia which is destabilizing the region as a whole, this continued sale of arms is going to lead to conflicts much worse than in Turkey when the aggressor actually is taking action and making offensive operations, unlike the Turks which made zero offensive action against the Allied Coalition, not even attempting to start an assault on Israel or the Russian Mainland.

I am going to end this phone call here because obviously the Russian Government is making zero action to defend the interests of worldwide peace and instead continues it’s old ways of simply selling death wherever it sees fit and I’m now positive that we will be getting nowhere with this conversation. I regret that our government’s could not set aside our past differences but clearly the Russian Government is the same as it was under Yeltsin and quite honestly the Soviet Union at this point.”

With that the phone would hang up unless the Russian had anything to say

"If you believe the Russia has committed atrocities following 1991, please, name them now. I assure you no such atrocities exist.

I said nothing of Turkish 'war' crimes. They were committing a genocide. Since you don't know the difference, allow me to explain: a genocide is the deliberate killing of a large number of people from a particular nation or ethnic group with the aim of destroying that nation or group. Something Turkey publicly made their support of known for all to see. The Congolese peacekeepers that were in the nation made that known to the world when they offered the world evidence that the Turkish had murdered 9,000 Jews whilst they were illegally imprisoned. As for Thailand, general, I never stated they were not committing genocide—I stated that there was no evidence of them doing so. If what you state is true, general, then please, send us this evidence and we will take action. Until then, our stance remains the same.

General, your continued childish finger-pointing is not lost on me. How you ever got to such a position with that attitude is beyond me. China's stance of supporting genocide throughout the world and feigning some form of idiocy is duly noted. Your inability to take responsibility and furthermore, to begin a GA resolution against the Empire shows to us that the only aggressor in Asia is the People's Republic of China, that much has been revealed in this phone call.

Good day, sir." The call would end, the Russian Deputy Minister would not wait for the Chinese to add anything to the conversation.
