Operational Background :

Considering the extremely valuable information regarding the meeting of dignitaries concerning a possible invasion of CIS nations and Thailand. The Chinese Armed Forces have been order to ready themselves for a up coming conflict with Vietnam and Australia. In order to defend its allies and national security, a pre-emptive strike will have to be made on both nations.

Operational Details :

Planning would start on how to effectivly strike both Australia and Vietnam in a quick fell swoop. Main Objectives would be.

- Dismanteling of the Vietnamese and Australian Armies
- Remove the current governments in power and proceed with free elections
- Prevention of an Attack on Chinese and its Allies soil

Taking into account that the comments made on China in public were done by a low-ranking Diplomat to the General Assembly, it would no doubt raise questions in the Parliament of the United Republic of China as to why they were prepared to go to war and sacrifice almost 100,000 soldiers for the sake of "comments" that were not even grounded upon fact nor proven to be true. Military High Command, career generals, would ponder the question as to why they were ready to commit over one hundred thousand troops without intelligence into the situation nor attempting diplomatic channels.

Regardless, any operation incurred into Vietnamese territory from their Northern neighbors would be soon revealed to not be the "one fell swoop" that was being paraded in Beijing, due to the extensive amount of hidden landmines and punji stakes that have laid in stasis created by the SEOUSS that the Republic of Vietnam had not yet begun de-mining due to lack of engineering equipment. In fact, the extensive cave systems in use during the Vietnam War were still being discovered to this day, cave systems that were used in a war that killed over 350,000 coalition soldiers.

Given more so that the people of Vietnam had willingly elected President Ngo, who was much beloved for his democratic reforms and ending the communist regime, something that was of note in the United Republic of China also shedding their communist tendencies. Military analysts in China would be able to tell that any form of an invasion by the historical rivals of China would be met with hostility at every angle. The notions of this were clear.

Vietnam's history was cloaked in the fact that they were forced to fight and die for their freedom and independence. Foreign powers such as France and the United States had attempted to say otherwise, but Vietnam has always prevailed. Beijing was welcome to enter as the Americans had done in 1955, but whether they'd enjoy their stay in the jungle foliage of the North where the Vietnamese Armed Forces knew the territory that China did not was another question.

Considering, the above topic is secret and classified, hardly any one but the president and his cabinet and generals would know of their existence, so the parliament wouldn't know neither would "Military analysts" as stated by you. Especially people in Vietnam wouldn't even know about this operation.

Also, any thing created to harm another player, needs to be produced, not to mention that SEOUSS is not longer active (Seeker fully transferred to Russia), all those landmines and punji stakes are in fact removed or no longer exist.

Furthermore, its no where stated that the operation as begun in a technical term, only a preparation of possible forces to engange with the Armed forces of Vietnam and Australia.

Regardless, the message would remain the same to the Chinese High Command: The President was preparing to launch a military invasion and a pre-emptive strike as described by the original summary of the documents provided. China was very much so welcome to engage Vietnam in a pre-emptive strike. However, the generals would be a fool to ignore history: Serbia's attempt at invading Kosovo, America's attempt to take Vietnam, and the Third Indochina War. Vietnam was not a country that one could essentially "take" and overthrow lightly. Countries that had used their technological and military superiority quickly found themselves being ran around in circles and the hostile Vietnamese jungle was not a place that the Generals would want their soldiers to be.

Wariness would easily set in with the generals who are taking up a foe that is numerically larger and scattered all throughout the jungle of North Vietnam, and consequently the border of China. Any air support or ballistic missile attacks would be nullified by the jungle. If China were to invade Vietnam in a conventional war in an attempt to overthrow the government and dismantle the Army, they would quickly be thrown into an extended insurgency that would grow increasingly bloody and unpopular at home (due to the Communist regime's ability of censorship no longer being a strategy in use by the new government). Memories of the American people's increasing distrust in the government through the 60s would reign rampant in China's fledgling government.

The President of the United Republic of China would merely have to sit and ponder: Would it be worth it?

Most sane people would answer: "No."

The message of an enticing Vietnam would very much still exist: While China is free to invade and enter in an attempt to accomplish their objectives, whether or not they enjoyed their occupation long enough to see their objectives accomplished (if they were even to be accomplished) was another question.

As you cannot control what my people and characters think, anything involving trying to control them, would be invalid. Military plans would continue to be drawn up in order for a possible engagement with Vietnam, being shown to the highest ranking officials in the armed forces along side the President and his war cabinet. The President would continue to ask for more plans to be made, as to find a consensus on how should a possible strike happen on Vietnamese soil, to have the maximum efficiency possible, without having unnecessary civilian casualties on Vietnamese soil. He would however, in the mist of all this continue on his duties as president.

Confidence is contagious, a catalyst for action. So is inconfidence... and it would very much be spread throughout the Chinese Military High Command. Despite the President blabbing for more plans to be made, as well as for more efficiency, less civilian targets, the answers would come back the same: no operation into Vietnam would ever truly be "efficient" and "easy". Due to the ruralness of the North and South Vietnam, constantly known as the last true frontier of Asia, Chinese infantry would be unable to bring their heavy equipment with them to potential engagements. Tanks would get bogged down and troops would be without their artillery and armored vehicles, subject to the mercy of Vietnamese wilderness and hidden rangers who knew the territory well. The heavy foliage would deny the infantry their air support and negate any technological superiority that they possessed. Logistics alone would be a nightmare with convoys coming under heavy ambush as it was during the 60s and 70s.

Any sane and non-delusional General or High Military Officer not only in China or in the world worth their salt would come to the same conclusion to the President: Vietnam would not be an easy "win". Their objectives of a preemptive strike, overthrow the President, and end any threat in Vietnam would not be fast nor steady. Rather, they would be subject to the mercy of Vietnam during their entire occupation and any changes that they invoke or even hope to invoke will simply be reversed as soon as they withdraw.

Despite these military projections backed by historical data, even with the President continuing to call for more orders, more anything. Anything to back up his opinion and request of an invasion, it would without a doubt sow discontent among the Chinese High Command, discontent and dissatisfaction that would become apparent if there came to be any engagement between Vietnamese and Chinese soldiers.

There are a few issues with this thread. First, it is correct that a player cannot RolePlay another characters actions (or thoughts) without consent unless it is a [MN] event.

Secondly, however, Joe/Vietnam has been registered with the forums for 78 days. As a newly registered player in a new nation, he enjoys immunity for 91 days. Therefor, military action against Joe/Vietnam may not happen until this grace period expires.
