President Joseph Kabila announced today the creation of a new Council, one to oversee a new educational reform that would allow for purely standardized schooling across the entire country. This Council, overseen by the Department of Education, would enforce regulations on education in the country and begin to give monthly payments to the whole of Congolese peoples to allow their children to go to these schools. The two main issues facing this idea are the lack of schools in undeveloped places of the nation... and a staunch lack of an educated workforce able to properly teach.
While Japan has been contacted separately, Kabila announced today that he would be asking the world over for applicant nations to sign a Congolese Foreign Teacher Initiative. This initiative would give countries who sign the ability to give students and teachers currently unemployed a chance at debt relief and a salary, given they teach in the Congo under the supervision of the Council for a period of one year. They are given a place to live within each school and increasing benefits the longer they stay, also earning credit towards their teacher preparation programs if applicable. Schools are under the oversight of the Department of Interior, Centralization and Security, which will allow foreign military officials to act as neutral peacekeeping officials, watching over each teacher or group in the initiative.
Teachers must follow Council guidelines laid out here, as well as much more detailed documents given upon registration. While this initiative is now open, it is not set to begin for another two months, as funding for new school buildings is being provided now.
