A shock in her mind forces her awake. She rubbed her eyes, hold onto her pillow almost as an attempt to hold onto the coolness of her covers. Squinting her face as the light from her desk forced her to readjust. She open her eyes to see the morning mist and darkness out of her window. The skyline is misty with a grey overtone over the lights illuminating the streets. The Gardners out watering and clipping the grass all sticking up after sprouting the night before. Kim Deoksun woke up, raising her hands into a fist as she stretched out her arms. She arched her back backwards as she tried to shake off the sleepiness plaguing her body. She looked at the clock in her room, still 4:00. In the next room she heard her brother getting up with a loud thud, probably slipping out of his bed yet again. Deoksun got up and pulled her hair back, tying it in the front with a hair tie as she got into the bathroom to wash her face. She put on some cream as she washed her face, giving off a bubbling effect as she washed it off. Her brother pounded on the door telling her to get out. She paid no attention and finished her business, washing her hair over the bathtub before getting out of the shower and drying her hair. She left the bathroom to her disgruntled brother’s appreciation. She went back to her bedroom and opened a grammar practice book looking over notes her friend gave her and compiled the papers her academy advisor handed her. Deoksun’s mother came into the room and handed her uniform a plain white blouse and grey skirt. She grabbed her jacket out of the closet as she slipped on the skirt and blouse. She tied the school ribbon over her blouse and put on her jacket to cover her from the cold August winds. It was almost 5:15 when Deoksun left her room and reached the kitchen. She greeting her father who sat cross-legged in the living room watching through the square boxed TV set. The news went on about ‘accomplishments’ of the President, filtered by her fathers berating commentary of the administration. She sat at the table and ate last nights rice in a fish soup while her brother joined her after a while.

Deoksun got up and checked the clock, it was close to 5:40 when she left to go to the bus stop. Saying goodbye to her parents, Deoksun slipped on a pair of shoes and left the house, with her brother, she walked to the bus-stop. The mist turned into haze as the city bustled with energy as students headed to school, adults to work, mothers walking their young to the nearest station and fathers driving their elder ones to early morning academies or to school. Deoksun stood at the bus stop, staring at the signs at the other side of the street. Different vendors offering varying goods and food, her eyes still red and sore, she rubbed them as she waited. The bus arrived and she got on, heading to her school. Luckily her school was just 10 minutes by bus, but her brother had another 3 stops. She got off and entered the school building. The cold stone hall emits a level of coldness that shunned energetic benevolence and reinforced the skulked mood of the students and teachers alike. Deoksun stood outside the cubbies in the hallway of the classroom as she slipped off her shoes and put on a pair of sneakers before entering her classroom. Entering into a cacophony of noises and sounds as she went to her desk to hang her backpack. She stood up and headed backwards to her locker. She opened the Locker and took out her practice books and class books for the next lesson and placed them inside her desk. She organized her desk for the first lesson placing her grammar notebook onto her desk and supplemental reading assignments provided by her teacher. As she organize her desk the class president told everyone to sit down and the noises ceased. The teacher walked in, holding his class materials and opening the teacher’s compartment in the front desk. The class president stood up and greeted the teacher and formally instructing the class to do so. Everyone stood up and greeted the teacher respectively before sitting back down. The class edged on, Deoksun’s eyes followed the teachers hand as he wrote something on the board. Mechanically her hand followed his as she copied what was on the board. The day passed slowly, every class ending and the next starting in the blink of an eye. Her friend Dabin reminder her that the homeroom teacher wanted to see them. Deoksun hated these sessions...endless discussion on university, the suneung, the career path discussion...she hated it all. Everyday her dad shouting about how she had to get into sky, how she had to become a doctor, how she needed to work hard...she just wanted it to stop. Her head collapsed onto her desk as she eyed the chalk board...just one month till the suneung...the final decider. She cursed in her mind as she got up and joined Dabin heading to the teachers room.

It reached almost 11 before Deoksun left school, and got to her academy where she crammed late into the night. She spent countless hours just reviewing dumb grammatical rulers and logic which she loathed. By 2 she finally reached home, still tired from the entire day's worth of classes. Her mom left a bowl of Maeentang and a note cheering her on. Deoksun ate her dinner while reading some notes for tomorrow's test. She stretched her back and rotated her neck...envious of her little brother who was happily sleeping. She cleaned the left over dishes and fixed the living room before going to her room and changing for bed. She hoped that this would be over after a month. She marked another day off her calendar, anticipating the exam...this was just the way things were.

Shin Shinyoung woke up in his apartment in a high rise in Seoul. He rubbed his eyes, shaking his head as he pulled his hair backwards. It was 5:00 am, his alarm silently vibrated to not wake up his wife. It really didn't matter to him, she would have to wake up in thirty minutes anyways. He went into the kitchen first, putting on a kettle with boiling water. He went into the bathroom to wash his face and use the bathroom before going to check his work laptop. The National Security Council was expected to send over documents on government spending for the upcoming year. Already back and forth arguments with Defense and Interior over spending was a common occurrence. Everyday the Ministry was sending senior directors over to Defense and Interior to remind them budget limitations. The Minister himself was hounded by the President's office to get this budget approval through. The Defense Ministry had passed through a spending request which put the budget of surplus of ₩2,042 trillion, but the Ministry of Trade, Industry, had just been informed of a close to two trillion won purchase, causing the Ministry to review their spending outlook. He picked up his phone to make a call to Director Nam Minseo. "Hello, how it it going Hyeong-nim (denoting the informal relationship between the Director and Minister), did you get the latest update from MTIE?". The Director replied: "I am doing well, eoh, yes I got it Hyeongnim. They overshot the budget expectations. My subordinates are reporting we're expecting ₩787,816 billion ($720 million) in deficit spending this quarter. I emailed Director Park (Minkyu) at Tax Services to get a projection for next quarters expected tax revenue. We'll probably cover the excess spending, but just barely. Meaning, all future Government projects may be scaled back." The Minister signed, "why can't these shits just listen to us...We can't even stall the transfer, MTIE confirmed the purchase to a foreign company, if we stall or backtrack, we'll risk our credit rating and credibility. We still have ₩500 billion in outstanding debt right?" The Director reviewed the spreadsheet on his computer. "₩501 billion ($458 million) hyungnim"...an alarm rang in the background of the Minister's phone. The Minister put down his phone after saying to the Director "Give me a moment." He went to wake up his wife. She woke up, stretching her back before getting up to pour some tea. Coffee was being phased out of the household as the Ministers wife began using tea instead. She poured her husband a cup before getting ready herself. The Minister brought his computer outside his bedroom into the kitchen as he sipped his coffee. "Okay, let's have another meeting at the office. I'll call the senior directors...and then I'll have a word with the Prime Minister so he can talk to the other ministers. This is getting absurd." The Director concurred, he himself on the way to the office already.

At the parking lot, Director Nam showed his ID to the security personnel outside, allowing him access into the underground parking. He passed through a metal detector which scanned for bugs and USBs as well. The Ministry staff were not allowed to bring in or leave with USB files. The work culture in Korea already required longer hours than officially reported, most staff and personnel did not to even take their files home anyways. The Directors were allowed to carry USBs in and out of the building however, and sign in others. The Minister passed through security and headed to his office. He entered a secure page site to access the secured financial sheets.

The Director meet with his counterpart at the National Tax Services. The Bureau was projecting ₩2 trillion in tax revenue the upcoming quarter. However, their projection was not enough to maintain a safe spending policy for the remainder of this cycle's spending projection. The Director passed information to the Minister who arrived an hour after him. All the Directors were already assembled in the Ministry conference room. The Minister spoke plainly with the Directors. "We are in a mess unfortunately. But we can't do much can we?" Director Ye Daehyun spoke, "Minister. The NTS projections are usually on the conservative side. But, the President's office has outlined over ₩3 trillion in civilian infrastructure projects in the next cycle. We'll have to tell him that this deficit will cut his projects. Unless he wants to push us into credit spending on the basis we're out of hard currency to ensure payments. MTIE sent us (Procurement, Project, and Equipment Financing Bureau) the transaction request for a SWIFT transfer with Sparrow Industries...so we have to respond sometime soon. They want pre-clearance so they can send it through if they approve the decision. Which, if they decline we don't have an issue..." Kim Jinseon (Director of Policy) They'll just ask the Secretary of Defense instead. Eventually the'll pay it." The Minister nodded his head. "Look, I'll talk with the Prime Minister. Hopefully, his project visions will make him hold down against the others.

Phone Call with Prime Minister. Minister Shin: "Prime Minister. The Budget is not a catalogue, you can't just add things after you buy them. Whats the point of our oversight if we're being left behind? The ministerial budgeting process is a rigorous one, but some ministries are bypassing it...yes prime minister...even your education spending going to be stalled...yes Prime Minister...yes...I understand...okay. We'll get back to you...the call ended..."Well fuck"

The Korean P.S.S. held a meeting to discuss the visit by the Ukrainian Prime Minister to Seoul to visit the Korean Prime Minister. The meeting would include the directors of the various agencies within the PSS and coordination from the PSS and Prime Minister's detail.

Chief of P.S.S. “Gentlemen, we have confirmation of the Ukrainian Prime Minister's visit to Seoul. Our first order of business will be threat assessment. Director Kim Yumin. Please being by updating us on possible threats to the Prime Minister's safety and wellbeing."


Director Kim Yumin: “Our intelligence on domestic threats is relatively minimal compared to other HVI such as the American or Chinese head of state. At the moment we are watching communication between North Korean defectors per protocol and communist subforums for possible chatter on a coordinate strike by Ukrainian ultranationalists and communists with Korean nationals. We've also begun surveillance of 18 Romanian nationals with possible links to organized crime for their involvement in a possible attack against the Prime Minister. At the moment the threat level to the Prime Minister is minimal, but we will continue to brief the action teams on persons of interest. We are in contact with Seoul Metropolitan Police to ensure they do not interfere with our surveillance of the Romanians and Ukrainians."

Chief of the P.S.S.: "What type of attacks could we expect if any where to be launched?"

Director Kim Yumin: "Based off of North Korea's previous assassination attempts, and similar strategies by Communist agencies globally, a bombing would be probable, mostly remote controlled, possibly vehicle based but often locked in a briefcase or other handheld device. If agents are able, they place it inside a building prior. Other strategies include motorcycle based drive-by-shootings. The Counter Assault Teams Director has been informed of this on the briefing packet from yesterday."

Chief of the P.S.S: "Director Kim Seojeong. Please."

Director Kim Seojeong: "Sir. The CAT teams are prepared to deal with all the listed scenarios. We believe the threat to the Blue House is very minimal if not absurd. The Korean Army detachment have been notified to wear combat uniforms as a precaution at the gate. General armament by P.S.S. agents will increase from sidearms to submachine guns and we will deploy CAT personnel to patrol the premises of the Blue House, Prime Ministers residence, and his office. The CAT EOD squadrons will be deployed 15 and 5 minutes before the event to do full sweeps of the premises to ensure no pre-planned IED threats exist. The Metropolitan Police will deploy patrol boats on the bridge connecting Incheon international airport to the Mainland and do continual sweeps to ensure no IEDs are laced on the bridge. We have prepared 8 armored Tahoe vehicles to escort the Prime Minister to and from the airport with an escort of 12 police vehicles, 1 signal jamming vehicle. 2 CAT teams will be deployed on Tahoes alongside the P.S.S agents. Rest assured Sir. Our assets are able to handle an amateur attempt on the Prime Ministers life.

Chief to the P.S.S.: "Let's be cautiously optimistic. Unfortunately the Ukrainians are holding up their list of the full delegation. We are waiting so we can begin background checks on local Ukrainians who will be in attendance as well as other visitors. I understand this is a small event, but, we can't be too sure who will be visiting with the Prime Minister. This is the first visit to the country since the new administration took hold...let's not make it the last. We are taking full protection measures with the principle. I will get into contact with my Ukrainian counterparts so we can discuss the arrangement for security in Seoul.

Director Park Mintak: "Based off of previous routes. We have the following designation of primary, alternative, emergency, and secondary emergency routes. He handed everyone a document titled security route. The main bridge as Director Kim outlined will be monitored as it is the fundamental of all the routes. Since the Ukrainian Prime Minister will not be landing at an airbase or be taken via helicopter as far as we understand, this is our current arrangement."

Chief of the P.S.S.: "Understood. Director Kim (Seojeong), please hand these out to the CAT teams and P.S.S. drivers so they're fully aware. Director Kim (Yumin) have the advance teams do some reconnaissance on the routes listed, just to get a feel on possible chock points and areas to avoid."

Director Kim Yumin: "Yes Sir. I'll have the advance teams do some scouting. We already have data on the primary routes taken by government ministers and the President. But, for safe measures we'll do another check.

Chief of the P.S.S.: "Very well then...I'll go deal with the bureaucracy. You guys go brief your teams and get ready for a meeting with the Prime Minister tomorrow afternoon."

Captain Song Joongki [Counter Assault Team Leader] “Sir. Gentlemen. As Director Kim Seojeong outlined. We are going to be possibly operating on four different routes based on the situation. Intelligence has us better understanding of these possible threat actions we could encounter. Keep an eye out for Caucasian males, those speaking non-english or with a European accent. Motorcycles are vehicles of interest to watch. Nothing should get close to the motorcade, but if something comes nearby, keep an eye. We'll be stationing CAT units at the Blue House and Prime Ministers office. Additionally, we will be supporting the P.S.S. in patrolling and surveillance around the areas of possible importance. The Prime Minister's office has indicated they want to take the Ukrainian Prime Minister to the Seoul Opera House, a traditional market...to be determined...and possibly the D.M.Z. We are fighting agains the D.M.Z. It is a high risk with high volatility.

Director Kim Seojeong: "Thank you Captain. Gentlemen. I don't know what has the Chief worked up, but let's not be their carpet if things go wrong. Be vigilant, be aware, and let's do this like we've always done. The delegation is still unconfirmed. But I guess that's how the Europeans operate. Intelligence has low relative threat from groups here. Who knows, maybe he'll choke on some cake or something...So, watch out for that too." The CAT personnel laughed a bit "Hwaiting"

Captain Song Joongki: "Thank you sir. We will be prepared."

The reconnaissance teams updated their areas of concern and met with the drivers to let them know possible chokepoints and avoiding them on their paths. The Reconnaissance team also highlighted areas of importance for a possible American visit to the Peninsula. In line with previous security service concerns and the P.S.S.'s concerns with the President's transportation. They noted new high-rise buildings, areas of possible man-pad launched missiles against a helicopter, and streets no longer feasible based on previous secret service desired paths. All in all, they completed their mission accordingly.

The Intelligence team continued to survey the Romanians and Ukrainians of interest, finding them rather boring. Listening to propaganda and other things on their TV and eating from a local German European restaurant rather than at the convenience store...extremely weird. The Korean agents also walked around the area, hoping to gather any intelligence, but for the most part, it appeared as if they were tourists. The Korean agents would alternate their shifts, as they continued their monitoring of these men and North Korean defector suspected of being agents of the North. They too did not pose any significant red flags, but due diligence was preferred.

First snow, 첫 눈, Kim Yesom walked on the walking path on the mountains near Daegu. She had woken up early, before the light had begun to creep into the city illuminating it. It was winter, but yet to snow. Brushing her teeth after a quick breakfast, she picked up her bag that was packed the night before. She trekked up the mountain as she reached the path summit. Small picnic tables were set by the local government with umbrellas to provide shades. As Yesom reached the top, she took a moment to stretch as she absorbed the fresh air and calmness. It was a little bit difficult to make the journey up with only the path lights illuminating the dirt path, but, as she continued the dawns light provided better perception. She reached the peak before the morning sun had begun to rise, slowly bringing the city to life. Yellow vibrance lighting up the clear blue rivers, reflecting off the white and beige buildings and giving them pastel like colors. Yesom took in the natural beauty before moving up to the picnic table areas.

She put her bag down as she sat down on a set of tables with a beautiful view over the city watching as it moved to life. She had been enjoying the winter vacation from university. As the winter weather made some seek the indoors, the quietness and fresh atmosphere pushed Yesom to go out more. She opened her bag pulling out a samgaggimbap with spicy squid....a peculiar taste her parents never understood coming from an inland city. Yet, only one store in the city she knew for sure had it in stock every Tuesday morning and she was always first in line. She took it out, eating it slowly. Savoring the flavors of the salty seaweed, the rice, the salty and spicy squid, and the coming together of a handful of other ingredients. She put the other two she had bought back in her bag and continued up towards the summit.

She moved onwards, heading towards the top of the mountain as the morning set in. She took in the view for a while, putting her blanket down as she sat on the edges looking downwards onto the forests and rock. Still tired from the exams and all the mental stress from university, she just absorbed the cleanness and quietness of nature. She decided it was time to go back home, trekking down the mountaintop and reaching the area where the picnic tables where. She had seen clouds begin to form as she continued downwards from the top of the mountain area. It became frosty and windy, and as she reached the sitting area slowly began to snow. It was the first snow, and Yesom had made a personal wish...hoping for it to come true. She continued onwards, seeing a familiar face, a boy she had liked, her seonbae. She reached into her bag to pull out one of the gimbaps, hoping to give it to him and get his attention...it was the first snow after all. As she walked towards him, another girl came from behind, turning him around, kissing him.

Yesom dropped her gimbap...still staring as she saw the girl with him. Snowflakes dropped around them, sticking out on his black jacket as they embraced each other. She slowly picked up the fallen gimbap, dusting off the gravel and staring downwards trying to avoid them as she continued downward. Passing them as he didn't bat an eye, she just went home, locking herself in the bathroom as she still processed what had happened. Her mom called for her to help with the kitchen, getting up and wiping her face, going to help.

The sun shined across the Peninsula piercing the gloomy tides that had engulfed the peninsula days earlier. Shining over the greener that encapsulated the area around the Oson Health and Technology Administration Complex. At the various junctures, ROK Army military police units were deployed as they stood attentively watching their surroundings. Inside the premise, the Korean National Police and police dogs roamed the facilities, and an extensive network of CCTV cameras covered every corner of the facilities. The facility standards review team had concluded the structural integrity, biosecurity, security, and other checks had been verified. Additional Bomb sniffing dogs were deployed ahead the opening ceremony and the Presidential Security Service would be the leading agency tasked with security. Coordinating the police, airport security, army, and facility security agents, the P.S.S. would ensure the safety of all visiting dignitaries and guests.

In Seoul, the P.S.S. would escort the Minister of Science & ICT, Minister of Health, Director of KCDA, Ambassadors from countries invited, and other persons deemed requiring security to the airport where a number of private aircrafts would take the VIPs to the airport in Cheongju. The Minister of Science & ICT would leave earlier than the rest, expected to welcome the Special Representative of the Secretary General. At the Cheongju Airport, airport security was relatively increased for the quiet city. Members of the P.S.S. were deployed in advance, while the airport's security provide supplemental assistance.

A charted flight from The Hague would arrive and be given priority landing. Landing at a private terminal, the Special Representative would exit from the aircraft on the tarmac where he would be greeted by Minister of Science & ICT, (Mrs) Roh Hyemin, the Governor of Cheongju (Mr.) Lee Sijong, and the President of Cheongju University (Mr.) Chung Sungbong. She would extend her hand as the two greeted each other and were escorted to a motorcade of two Hyundai Equus and one Cadillac Escalade were ready to move out. The Special Representative would provided 4 P.S.S. agents for his personal security while another 6 escorted them in the vehicles. Whilst in the vehicle, the two
would chat and discuss trivial matters while they drove to the Osong Facility.

At the Osong Complex, guests were screened and dignitaries escorted to their seating areas as they slowly tricked in. ROK Army MPs stood at the main entrance and would inspect the first lead vehicle of the motorcade before allowing them to pass through after confirming the passengers. Parking closer to the front of the podium, the rest of the street was closed off for the occasion and their motorcade would be the only vehicles outside of the security vehicles posted at various junctures. The Minister, Civil Servants, and Special Representative would walk towards the seating arrangements outside of the Korean Disease Control and Prevention Agency building. The interim-Director, (Mr.) Kim Cheongmin would be the first to speak, thanking the Mayor, Governor, local communities, and partner universities for supporting the OHTA complex. He would introduce the Mayor who likewise thanked the many partners and hoped that it would be a successful project in supporting the local economy, create jobs, and increase development for not only Korea and Humanity. He would welcome Minister Roh to the podium as he took his seat.

Roh Hyemin [Minister of Science & ICT]: "Thank you Mayor Han, Governor Lee, foreign dignitaries, respected guests, members of the community, and a special welcome to Special Representative of the GA, Mr. Schulze. In August, President Kim called me to join his cabinet. The intense political pressure in the aftermath of another challenging phase of our democracy was overcome through stern leadership, but uncompromising values of justice and progress. President Kim asked me to set about to reassert the intellectual prowess of the Korean people across the globe, to develop and nurture a health scientific community, and to advance Korea into the 21st century as a leader and pioneer. This is what started the idea of the Osong Health and Technology Administrative Center. The huge irony is that as we become more interconnected in trade, diplomacy, and defense, we seem to relegate sciences, technological research, and cooperation in the arts, culture, and heritage to secondary or none issues. Todays world prioritizes commerce, security, and diplomacy, and that President Kim sought to diverge against. This ambitious task did not begin with Osong, and it will not end with Osong. The Republic of Korea will pioneer in this field, raise global cooperation in the areas of science, arts, and technology. With our partners, we seek to create a strong and nurturing environment of cross-continental and cultural cooperation to advance humanity forward. As equals in the race for Humanities excellence, we can unite and prosper.

Nowadays, the threats to humanity come in the most distinctive forms. Viruses so small that special lens are needed to see them, special tests to identity them, and special measures to combat them. Chemical compounds invisible to humanity that fill the air around us containing dangerous particles. Tsunamis, Typhoons, and other natural disasters that plague our region. To say the least, the challenges to humanity are no longer nuclear warheads launched by ideologically driven parties, but from the natural order of earth influenced by lifestyles. Scientists continue to innovate and develop new technologies to mitigate and combat these threats, and the Osong Facilities are another tool in their arsenal to rise to address new challenges. I do not believe science is exclusive from trade, diplomacy and defense. I believe they are all one of the same tree, and President Kim has driven this message in his foreign policy objectives and outreaches.

I hope that as an international community, we can agree to prioritize cooperation in these fields. It is without a doubt that without cooperating, we can not address the challenges to our societies in the future. Natural disasters risk displace hundreds of millions of people worldwide and threaten billions of dollars in economic activity, destroying homes and schools and parks, and putting entire cities at risk. Viruses continue to impair people's rights to a dignified life and efforts must be expedited to create affordable vaccines for all of humanity to benefit from. Addressing the impact of aerosols and its effect on Ozone depletion and the deteriorating effect on the polar ice caps and water temperatures and human health. The list goes on and on. However, I am reassured, we can overcome these difficulties together."

The Minister would return to her seat after her speech and the other Korean officials would in their turns give brief remarks and thanks to various partners. They would then move towards the KCDA building where the Minister, interim-Director of KDCA, and GA Special Representative would be invited to cut the ribbon opening the building. The Ambassadors and GA representative would be given a tour of the different facilities, the biosecurity labs were however off limits and armed guards stood at the entrances to the building and at every level of the biosecurity lab with special keys required to operate the elevators in those levels. They would see the vaccine bank, the labs conducting vaccine research, the university attached program, and a number of other buildings. When the tour was complete, the Ambassadors and Special representative would be taken to a luncheon before photos were taken and the ceremony completed. Throughout the luncheon, they would be able to interact with other Ambassadors, but also a number of scientists, local community leaders, and the civil servants from Cheongju. As the Ambassadors left at different times according to their situations, Special Representative Schulze would be invited to a cafe to talk with the Science Minister before their trip to Seoul for Mr. Schulze to meet Finance Minister Shin and Vice Minister Chae.

Kang Jiwoo sat on the edge of a cliff on the hills of Daegu as she looked outwards to where she imagined her small hometown in the North Gyeongsang Province would be. Picturing the warmth of her mothers cooking, the toasty pillows that were stacked upon each other where he mom would put her dads food because he was coming late that night, the feelings of running around in the small field outside their house all compounded her. The young artisan was no older than 22, but, to say the least life was tough. It had been her second year in university at Daegu Arts University, and the work was only piling up. Projects, pieces, ideas, all compounding the young artisan as she tried to merely get by. The Winter holidays which others enjoyed and relaxed was filled with unending assignments for her as she tried desperately to pass her classes. Even her lunar New Years was upended, trying her best to hold back the tears as she told her mom she wouldn't be coming home this New Years because of school. The troubling periods only continued past the New Years. As she looked out, the quivering feeling on her spine encompassed her like a snake, crippling her like frozen ice. She just wanted it all to end, the troubles, the expectations, and hardships...just to end it all. She sighed, kicking her feet against the cliff as she mentally began to decay and rot.

She couldn't bring herself to tell her parents she wanted to leave school. After years of arguing with them to let her go to an art school, working hard in high school, suffering all the traumatic experiences entailed...how could she say she wanted to give up? Her older brother was off in Seoul at SNU and her young sister just got accepted into Yonsei...and here she was, stuck in Daegu and not even doing anything meaningful. Barely passing the national college entrance exam and was saved by the special talent screening. Yet, here she was, struggling in her basic classes. How could I be so dumb she thought. Lamenting over her professors words just hours ago...'your work is primitive...basic understanding...I can't pass you forward'...the tears began to roll down.

She tossed her small lunchbox off the cliff in frustration unable to stop the rush of emotions. Letting our a loud yell on the cliff alone, her only companions the eerie silence that surrounded her. She hated it all, everything...ALL OF IT. She got up and for a split second was ready to jump off the cliff. Who would care anyways she said, before taking the leap, she stopped. Her heart and mind paralyzed...she couldn't do it. She just fell backwards and began to sob intensively getting her clothes dirty with the grain like mud. She wouldn't know how long it had been, but, she finally mustered the energy to get up and make her way back to her dorm. Her hair messy and clothes dirty, she just plopped onto her bed as she took the time to sob silently. Just one more day thought, just one more day and I'll make it through...one more day. I'll get through it one day at a time.

Every weekend for now four months straight the Korean people had come out onto the streets demanding the impeachment and removal of President Yong. The corruption scandal crippling the President was growing everyday and the President's supporters looking for an exit. The December election was close by, and the politicians of the conservative grand national party had to consider the electability of their party. The liberal millennium Democratic Party led by Kim Daejung would lead the fight on the streets where the opposition (then liberals) would boycott the National Assembly and join the protesters. The disregard for public office and siphoning of state funds to buy American weapons and receive foreign loans had come with nothing to show. The Korean people were angered by the Governments deflection and scapegoating, expecting the high moral standards of office to be upheld. What had begun as an apparent mismanagement of funds after the government and purchased American weapons and they were never delivered, ended as one of Korea's biggest political scandals. Billions in government funds siphoned for domestic political campaigns, rallies, and payoffs. Like a house of cards, the Yong Administration began to collapse, and by the time the tide began to rest, numbers of civil servants would be charged with corruption by the prosecutors office, including the chief of the prosecution and his close aides.

South Koreans would continue their protesting movement until their demands were met, impeachment. They would not go home nor would they be silenced. Corruption and the golden spoons of society would be brought to the light and suffer the punishment of their crimes against the people. In the tumbling effect from what began as protests against mismanagement of funds and a perception of Korea as weak by foreign powers began a loud rallying cry against corruption. Impeachment, Impeachment, Impeachment, were the only words protestors would say as they blocked Seouls major roads. Fierce images between protestors and the police ordered by the President to disperse the peaceful protestors reminded the country what was at stake, the fabric of the democratic society Koreans had fought so hard to bring after years of state oppression and torture.

Protestors made it clear, the country was watching and legislators implicated felt the societal pressures that compelled them to resign or suffer the consequences. The political incapacitation would send shockwaves across the peninsula as the North could only watch as the South seemingly appeared to collapse on itself. Perhaps inspiring them to invade. The ROK Army itself had seen the violence and failure of the civilian government to act accordingly as a pretext to seize power and restore a sense of stability backed by state coercion and suppression. Both would see their ambitious overshadowed and swallowed under the will of the people. The protests would not be phased by the violence of the police and would continue every weekend, to assemble and repeat their demands. Impeachment. Impeachment. Impeachment.

On July 20th, President Yong would attempt to resign, before the National Assembly rejected his resignation, pursuing impeachment. The President would be impacted days later, as the National Assembly was in session, screams outside could be heard as the Korean people shouted in support and happiness of their accomplishment. As the gavel struck the session leader, it would be almost silent in the cheers of the people outside. Today, the Korean people had prevailed.

The President would be impeached, where Acting-President Lee Soosung would within the constitutional mandate of governing for 60 days prepare the process for a successful election. The special elections and presidential elections would see the Liberals take power for the first time since the country gained its independence in the 1940s, and since it democratized in the 1980s. The street would illuminate with cheers in a brief moment of hope. The different political parties scrambling to present their candidates and win the highly contestable election with one of the main parties suffering from its corruption scandal.

The night of the elections, as it became clear that President Kim Daejung had won, the streets would erupt into a flurry of cheers. Cars raced down the streets in Seoul where days prior the people had called for accountability. The mode not only in Seoul but across Korea was ecstatic. As if a tide of light from the sea of darkness began to sweep across the country. As the night raged on, the streets were anything but dark. The people celebrated this historic moment in their countries history. The Korean people had shown the globe, how Democracy works. They toppled their corrupt leaders through peaceful protests, and held an election where the people's will would be upheld.

The country had put to rest the view South Korea was on the verge of internal collapse. The North and the Army would be pushed back, and in a furry tide of success, the Korean Peninsula would not be quite in a series of celebrations across the country. From the imperial era of colonialism, the Korean people had been deprived their right for a state, their leaders shunned from the League of Nations, and casted to oppression from raping and forced enslavement of its people, cultural cleansing of Korean identity, and horrendous other crimes by the Japanese. Yet, the Korean people prevailed in standing up to Japanese in the 1919.03.01 movement while their people were massacred for demanding basic rights for self-determination and statehood. Again in the face of military rule, the Korean people stood up in Gwangju. Again and again, the Korean people stood up. Today, was another victory, another battle won.

My fellow citizens and compatriots, it gives me profound honor and joy to be elected the President of this prestigious and distinguished country, the country of the Korean people, on this occasion, the efforts of three million Koreans who came to the streets, echoes to me the sentiment of "Give me liberty or give me death". As a Korean, who had fought with his life, living by those immortal words, "Give me liberty or give me death", I stand before you as the part of a community of Koreans who this year have fought with all our might and power, to ensure a democratic government as our grandparents who rose up on 1919 March 1 independence movement against the Japanese did. Last year, The honor is all too great to represent this beautiful country. In my long suffering for freedom and democracy, the Korean people gave me infinite support and inspiration. Twice, just before death, my life was spared. Yet the aspiration of the Korean people to free themselves from dictatorship, and the values of liberty and human dignity that this great nation embodies carried my spirits, for this, I thank you, I thank you all.

Thus, the honor today is a tribute to the Korean people and their love for liberty, and a triumph for the people who for months in the rain and cold stood in the face of an unprecedented scandal of corruption. I am truly grateful. I share this election with all the people in this country who cherish true freedom and have dedicated themselves to its growth. I have had a life-long pilgrimage toward freedom. Along the journey, certain forces have sustained me. The first is the Christ that I believe in. He gave his life upon the Holy Cross for the rights of the oppressed people of humanity. He taught us how to be free in spirit. He also told us to follow him bearing the cross as he had, if we willed to be his disciples. The cross was my training toward freedom.

The second is my understanding of history. Throughout history, wherever in the world, those who fought for liberty and justice ultimately prevailed. Too many times, the reality was grim. But I was always certain that history would make me a winner. The third is my view of life. I have believed that success and happiness in life lies not in what one becomes, but in how one lives. I believe in living forthright by my conscience. "Conscience in action" is my motto in life.

The third has been the support of my wife and children. They have been my companions in the pilgrimage toward freedom. I still remember the experience in 1980. I had been sentenced to death. I was waiting for execution day in the army prison. My wife and children came to visit me. We all prayed to God in tears. We cried together. But no one in my family told me to compromise with the military dictatorship. They all encouraged me to keep my faith in God, and in freedom. The military government tried to justify the forged trial by painting me as a pro-communist. But I have always been against communism. I have firmly believed that the only way to prevail over communism is to promote freedom. For I have always known that by going against human freedom, communism was going against the tide of history.

I also knew that freedom leads to greater freedom when it goes together with tolerance. And so, in becoming President, I forgave all the past rulers who had persecuted me and sentenced me to death. I can not however, forgive the crimes against the people of this country, whether treason, corruption, and the people shall be given their justice to the full extent of the law.

With North Korea, I still oppose communism. But in the spirit of brotherhood, I am promoting reconciliation and cooperation with the North so as to free ourselves from the threat of war, and open a new era where Koreans of both sides can together pursue prosperity and wellbeing in the safety of peaceful coexistence. We shall do so, so that our children will never know the horrors of war. That our children will sleep at night without the fear of bombs and planes falling over them.

For a time, the argument that democracy did not suit Asia made the rounds. However, it was only the self-justification of dictatorship or the result of insufficient scholarship. Human dignity and the spirit of freedom, the substance of democracy, has a long and rich tradition in Asia. Now, the majority of the countries in Asia have turned to democracy. The recent elections in Indonesia, I believe, represents another important advance for democracy in Asia. In Africa, too, democracy is growing. In President Nelson Mandela, the continent has given us a great leader of democracy. Liberty is spreading around the world. The tide of history has shown, democracy shall prevail, not because it is better or efficient, but for it ensures the liberty and rights for all. Regardless of when, regardless of where, liberty is the very value that makes human beings most human. Democracy's respect for the freedom and initiative of private citizens is also indispensable for sound economic development. Where there is no democracy, there is no market economy. Where there is no market economy, there is no competitive economic growth. Korea attained rapid economic growth since the 1970s, but it failed to achieve healthy economic expansion because successive dictatorships denied the people genuine democracy. Politics and business collusion, government control over the financial sector, irregularities and corruption led to the loss of economic competitiveness. Exports slowed down, foreign investors turned away, and foreign debts piled up. This was the country on the verge of bankruptcy that I inherited as President. I have sworn to weed out corruption, and I shall ensure the independence of the prosecution and hand them a mandate to clean this country. With such belief, I have promoted bold reforms in the financial, corporate, public, and labor sectors of the country. The world is amazed at Korea's economic come-back. However, this is no miracle. It is the result of the Korean people and government working together, to put into practice our belief that the strengthening of political and economic rights is the best way to overcome the greatest crisis the country has known since the Korean War. The greatest contributor in our overcoming the economic crisis was the Korean people

I humbly accept the honor to be your President, and it is a solemn request and encouragement for me to rededicate my all to the further betterment of our country and people across the in many corners of the world. A new millennium is about to dawn upon us. What can be our dream for the new millennium? First and foremost, the dignity and human rights, the prosperity of all the 5.8 billion people of the world must be secured. Second, economic freedom of all nations and peoples must be expanded. The intervention and control of political power over economic activities should be done away with. Third, social freedom must be guaranteed. Discrimination of race, gender and of all other kinds has to come to an end, and all must be guaranteed the basic conditions for living. I will dedicate myself to firmly establishing these three freedoms, first in my homeland of Korea. I will continue to strive to spread the spirit of liberty to our brethren in the North and to all other dark corners of the world. The reunification of the Korean people will be achieved, and we will no longer have the scar that seeps our blood slowly. When we side with liberty, we are with God who implanted the love of liberty in all of us. When we side with liberty, we enhance our own dignity.

I pray for the success of the Korean people, I pray of the prosperity of humanity, I pray for us all, let us as one, unite as we did on the streets, and lead this country forward.

President Yong would sit in his private study in his small house outside the city where his former Deputy Cheif of Staff, Chief of Staff, and some other friends would be watching discussing. The investigation was ongoing, but it was clear where things were going. The SPO had already brought in the Opposition Leader, and a bunch of close associates. It was clear that the noose was slowly tightening and everyone involved was finding a way to scramble out.

President Yong just stared blankly while a junior aid to the Chief of Staff, stood behind the former high ranking officials. The junior aide Han Myeonsoo watched as the President just smiled as he handed his friends a small glass, and while the others objected, trying to all pour the drink for him, would pour a glass of soju for each of them. Coming up to the junior aide, also giving him a cup and pouring the bottle for him. In that fleeting moment, Myeonsoo looked into the eyes of the former President, clear as could be, before realizing what he was doing and staring back down, before the President could notice. The President would smile as he grasped the junior aides shoulders and walked back to his seat.


"Whatever happens, don't let it stop you all from doing what you want. We achieved a lot, even if it seems like we did nothing. People will never understand, what we did was for the nation. The national defense. The national spirit. The national integrity. Stopping, and drinking from the cup, as his friends and assembled people did the same. "To our republic, for which we fought so bitterly to hold." Raising their glasses a second time and taking another drink. "We did our best...we did our best...They will never understand we did what we had to, for the sake of the country. To develop and progress, requires this sacrifice. The unknown statues go to you guys now...Let us hold our heads high, don't plead for anything, don't give them that satisfaction.

Myeonsoo looked with a sense of anger the betrayal of such a man of stature. They would finish up their conversation, before President Yong led them out, thanking them each individually for all their hard work over the past. He even stopped Myeonsoo, encouraging to work hard and do what was necessary to keep the country on the right path. Joking, that Myeonsoo was the only one who could make sure that the rest of them did not go to jail in vain. That evening, the Police would come knocking and arrest President Yong in his private residence for his crimes against the state. Myeonsoo, angered, and determined, to not let these men who dedicated their lives, go away in vain. President Yong would be arrested, and charged with corruption. His case laid out, and eventually put into jail, joining former Presidents Chun and Roh. While in his own world, thinking he had done what was necessary, the law proved, no one was above the law. His close associates would one by one be sentenced to jail and begin to serve their sentencing. Even members of the ruling government would find themselves with no ally in the Blue House. Sentenced to jail, there would be no cherry picking of the law under President Kim. The era of acceptable corruption was being quashed, but how truly was it being erased. Only time would tell.

The Korean P.S.S. held a meeting to discuss the visit by the Turkish Prime Minister to Seoul to visit the Republic of Korea. The meeting would include the directors of the various agencies within the PSS and coordination from the PSS and Prime Minister's detail.

Chief of P.S.S. “Gentlemen, we have confirmation of the Turkish Prime Minister's visit to Seoul. Our first order of business will be threat assessment. Director Kim Yumin. Please being by updating us on possible threats to the Prime Minister's safety and wellbeing."

Director Kim Yumin: “Our intelligence on domestic threats is ongoing. We have been monitoring the situation of a number of local residents and visitors with regards to anti-Turkey statements in the past. Uncertain remains over recent political actions by Turkey. At the moment the threat level to the Prime Minister is minimal, but we will continue to brief the action teams on persons of interest. We are in contact with Seoul Metropolitan Police to ensure they do not interfere with our surveillance of persons of interest."

Chief of the P.S.S.: "What type of attacks could we expect if any where to be launched?"

Director Kim Yumin: "Based off of previous case studies, and number of assassinations by Armenian terrorist groups, Kurdish independence fighters, and Syrian rebels, it is likely a shooting through motorbike or timed explosive would be used. Mostly remote controlled, locked in a briefcase or other handheld device. Often pre-placed, however, number of case had them near the attack. The Counter Assault Teams continue to plan for these situations and are capable to repulse them. The current itinerary includes a proposed visit to Busan, additional measures to secure the air route and provide a cordon for the UN War Memorial will be made."

Chief of the P.S.S: "Director Kim Seojeong. Please."

Director Kim Seojeong: "Sir. The CAT teams are prepared to deal with all the listed scenarios. We believe the threat to the Blue House is very minimal if not absurd. The Korean Army detachment have been notified to wear combat uniforms as a precaution at the gate. CAT personnel will be deployed to patrol the premises of the Blue House, Prime Ministers residence, and other government office. The CAT EOD squadrons will be deployed 15 and 5 minutes before the event to do full sweeps of the premises to ensure no pre-planned IED threats exist. The Metropolitan Police will deploy patrol boats on the bridge connecting Incheon international airport to the Mainland and do continual sweeps to ensure no IEDs are laced on the bridge. Alternatively, the Turkish Prime Minister may be flown via helicopter instead. We have prepared 8 armored Tahoe vehicles to escort the Prime Minister to and from the airport with an escort of eight police vehicles, one signal jamming vehicle. Two CAT teams will be deployed on Tahoes alongside the P.S.S agents.

Chief to the P.S.S.: "Planning wise we seem to be in good order. The Ministry will take a list of the full delegation, proposed meeting venues and visits. From there we can take further steps to secure and offer better protection for the delegations. We do not know if the President will go to Busan correct? Director Kim nodded Continue with the background checks and surveillance of those who will be in attendance as well as other visitors. We can't be too sure who will be visiting with the Prime Minister. So, let's do our best to screen them beforehand. This will be our first home game, let's not embarrass ourselves. We are taking full protection measures with the principle. I will get into contact with my Turkish counterparts so we can discuss the arrangement for security in Seoul. Let's move onto the route.

Director Park Mintak: "Based off of previous routes. We have the following designation of primary, alternative, emergency, and secondary emergency routes. He handed everyone a document titled security route. The main bridge as Director Kim outlined will be monitored as it is the fundamental of all the routes.

Chief of the P.S.S.: "Understood. Director Kim (Seojeong), please hand these out to the CAT teams and P.S.S. drivers so they're fully aware. Director Kim (Yumin) have the advance teams do some reconnaissance on the routes listed, just to get a feel on possible chock points and areas to avoid. Just as we did with the Ukrainians and German plans."

Director Kim Yumin: "Yes Sir. We will have the advance teams do some scouting. We already have data on the primary routes taken by government ministers and the President. But, for safe measures we'll do another check.

Chief of the P.S.S: "I'll go deal with the bureaucracy. You guys go brief your teams and get ready for a meeting with the Prime Minister tomorrow afternoon."

Captain Song Joongki [Counter Assault Team Leader] “Sir. Gentlemen. As Director Kim Seojeong outlined. We are going to be possibly operating on four different routes based on the situation. Intelligence has us better understanding of these possible threat actions we could encounter. Keep an eye out for Caucasian males, those speaking non-english or with a European accent. Motorcycles are vehicles of interest to watch. Nothing should get close to the motorcade, but if something comes nearby, keep an eye. We'll be stationing CAT units at the Blue House and Prime Ministers office. Additionally, we will be supporting the P.S.S. in patrolling and surveillance around the areas of possible importance. The Blue House has indicated they want to take the Turkish Prime Minister to the Seoul Opera House, Gwangjang Market, and the former DMZ Joint Security Area. The Prime Minister and his Turkish Counterpart will visit Busan to lay wreathes at the United Nations Memorial Cemetery.

Director Kim Seojeong: "Thank you Captain. As always guys be vigilant, be aware, and let's do this like we've always done. The intelligence has low relative threat from groups here. "Hwaiting"

Captain Song Joongki: "Thank you sir. We will be prepared."

The reconnaissance teams updated their areas of concern and met with the drivers to let them know possible chokepoints and avoiding them on their paths. In line with previous security service concerns and the P.S.S.'s concerns with the President's transportation. They noted new high-rise buildings, areas of possible man-pad launched missiles against a helicopter, and streets no longer feasible based on previous secret service desired paths. All in all, they completed their mission accordingly.

The Intelligence team continued to survey the Armenian and Syrians of interest. The Korean agents also walked around the area, hoping to gather any intelligence, but for the most part, it appeared as if they were tourists or regular students. The Korean agents would alternate their shifts, as they continued their monitoring of these men and women. They too did not pose any significant red flags, but due diligence was preferred.

Sejong City, Republic of Korea
Director Suh arrived in Sejong City taking the KTX train from Seoul to the city. Upon arriving with his Deputy Director, Kim Kye Kwan. The NIS Chief and his acting deputy would come after the urgent request of the Prime Ministers Office. The two men would leave their office in Seoul as they arrived in the administrative hub, entering the Prime Minister's office. The two men greeted the Prime Minister before taking a seat. The Prime Minister would put down the phone as he rubbed his temples, looking at the two men and then having the P.S.S. Chief phoning in. It would not be long before a man in a uniform joined them, Colonel Kim Hyuk would entered with a brief case of files as they sat down. The Prime Minister getting up and sitting with the three men and speaker on.

Prime Minister Jo: "Thank you for coming." The Prime Minister handed them a transcript of the call he had just had with the Bangladeshi Prime Minister to the Director. As the Director read it he let the Deputy Director lean in to also read the transcripts. After he had read enough, the prime minister continued. "It is serious in Dhaka."

Director Suh: "Our preliminary analysis of the situation was, that, the security services are apart of the plot to overthrow the Government." He handed them photos that were taken by Korean Special Forces. "Their equipment and tactics weren't insurgents. They were trained operatives to our understanding. Perhaps ex-military. They had information on police responses, response times, and positions. They planned this operation for a while."

Prime Minister Jo: "Do you think they're planning a coup Director?"

Director Suh: "Anyone can guess Prime Minister Jo. Our job is to collect intelligence and make decisions on that. Our team is still interrogating the four insurgents. We've. Unfortunately had little success in getting them to talk. We have, he handed him a paper made a preliminary analysis on the attackers. Their English indicates some education within a British curriculum or foreign experiences. We would like to share their photos with the British Government to ask if they have any records on their databases. Whether the British trained their unit, they took classes in England, or were visiting the country."

Director Suh: "The British are good at their job sir. We have confidence we can keep this as closely wrapped as needed. Our Intelligence Chief in London can talk with the MI6 within the hour."

Prime Minister Jo: "Well then. Let's speak with the President. Get his approval. While we are all here. I wanted to discuss the Prime Minister's safety. It is likely that the Embassy here or others may be apart of the plot if it exists. I want the P.S.S. to provide her security from Incheon to Sejong and throughout her duration here."

Vice Minister Yoo: "Sir. We can attach a permeant detail of twenty agents. Ten female agents and ten male agents. As well as a non-permeant detail of drivers and other assistants. We would prefer to limit her movements if that is okay. This is a fluid situation and we have no knowledge on the threat she faces. We will coordinate with the Customs Services to monitor the traffic of individuals from Dhaka. However. Keeping her inside secure government complexes is the best course of action for us. For now. Let us

Director Suh: "We can have our agents work with the P.S.S. to monitor the movement of foreign nationals. As you know. They could be spies as well. We'll double our efforts on the integration."

Deputy Director Kim: "Should we consider withdrawing our personnel. They could be at risk while deployed in the government buildings for the interrogations. Even with 22 tactical officers, what will they do against a thousand possible hostile agents?"

Director Suh: "A hostage situation would be bad. However. We can't let this intelligence go. They have their orders. They will engage any hostile agents if needed. We have the Navy Special Forces in New Delhi correct?"

Colonel Kim: "Yes Sir. We currently have them in New Delhi, alongside 12 specialists from the Air Force heading to Dhaka. We also have the Army Diplomatic Guard Service in our Embassy. The complex is also near the U.S. Embassy, German Embassy, Franco-German complex, and a number of other missions. It would be a secure location to wait out the situation if things get tense."

Director Suh: "Let's ask the mission command to detach the Special Forces to Dhaka on their arrival to pick up the Prime Minister."

Prime Minister Jo: "Let's get moving along then. Director, you can use the secure facilities here. I think it is best if we centralize our discussions here. I will speak with President Kim now."
