1. Contracts covered by this Chapter
(1)This Chapter applies to a two-year contract on asked for by the Christian Social Union of Bavaria Party for Federal involvement in the cleanup of damages caused by the Ingolstadt Meteor Event, in conjunction with state-funded cleanup operations associated with the local Bavarian Government.
(2)It applies only if the contract is one of these (defined for the purposes of this Part in sections 5 to 8)—
(a)Federal aid to survivors;
(b)Funding for other countries' voluntary involvement in any cleanup processes;
(c)Increase in the general tax rate if the interest is ONLY in assistance of Ingolstadt;
(d)Demolishing & reconstruction projects funded by the Federal Government.
(3)It does not apply—
(a)To a contract applied by only a single member or party of the Federal Government;
(b)To a contract applied for by other state governments specifically for the purposes of cleaning up Ingolstadt;
(c)To a contract intended to operate as a mortgage, pledge, charge, or other security in order to profit off of federal or state-based aid to survivors in need of relocation;
(d)In relation to charity drives/work done in service to the Bavarian State;
(e)In relation to countries "expected" to assist due to "common human decency".
(4)A contract to which this Chapter applies is referred to in this Part as a “contract to supply aid to Bavaria”.
(5)Subsection (1) is subject to any provision of this Chapter that applies a section or part of a section to only some of the kinds of contracts listed in subsection (2).
2. Charity from Secondary Sources
(1)This Chapter applies to Secondary Sources of income for the purposes of dealing in varying stages of the process of rebuilding Ingolstadt.
(2)For the time when reconstruction of Ingolstadt begins, charity must be accepted by the Federal Government & given to the Bavarian State government in order to be utilized for reconstruction efforts—
3. Requirement of Acceptable Charities
(1)Charities are required to be:
(a)Of satisfactory compensation for pain & suffering or to rebuild/demolish at least one district of the city;
(b)Given only to the Federal Government for use in Bavaria;
(c)Leftover funds either used to improve German quality of life or returned to donors if not required.
