Dear Whom It May Concern, I am writing to bring to your immediate attention the matter of the outstanding compensation payment of $2 billion owed by Thailand to the Russian Federation. As you are aware, Thailand has previously issued an apology and committed to compensating the Russian Federation for the illegal reselling of Russian military hardware. In response to this commitment, the Russian Federation agreed to halt its legal actions, based on the assurance of a full apology and the agreed compensation. However, despite these assurances, the Ministry of Finance of Thailand has failed to fulfill its obligation to complete the payment. This delay undermines Thailand's commitment to justly recompensate the Russian Federation and jeopardizes the previously agreed resolution. To date, Thailand has failed to submit the remaining four payments, over the remaining four moments. Please be advised that if the remaining $2 billion is not promptly remitted, the Russian Federation will have no choice but to proceed with its complaint before the International Court of Justice. Additionally, a moratorium on Thailand's access to Rosoboronexport services will be reinstated. The Russian Federation is committed to resolving this issue amicably and appreciates Thailand's cooperation in addressing this matter swiftly. My Government strongly urge you to take immediate action to rectify this situation and fulfill the compensation commitment without further delay.
