Dear whom it may concern,

Over the course of the last night the French Imperial Government understood a sanctions regime against the Federal Republic of Germany in a direct bid to economically coerce the German people, its Government, and its democratically elected leadership. Its intentions both clear and directly expressed are to overthrow the democratically elected government of Germany. In its statement the French Foreign Ministry said "As one of the signatories on the Treaty of Final Settlement with Respect to Germany, the French state has a direct role on German governance." It added that "The Ministry hopes that this measure... [will] also pose as a rallying point for the German people to overthrow their government."

France's intended goals are clear with its economic sanctions package which consists of targeted economic blocks against the German government and its defense sector but also untargted attacks including limiting exports to Germany including civilian companies using dual-use goods, encouraging divestment from Germany, and a handful of other measures. We believe that these measures are illegal in international law. We shall be taking this matter to the ICJ to request relief.
The Federal Republic is looking to the other original signatories with regards to the Treaty of Final Settlement to affirm that France, and none of the other parties, retain the occupational powers to have any role in German governance or affairs. We ask that your governments condemn France's wanton violation of international law in using thee treaty to justify its economic coercion. Lastly we ask if you may review the following statement and if appropriate to endorse it for public consumption. Additionally it may be used in our legal case at the ICJ.

The statement reads as follows:

We, the undersigned representatives of Germany, Russia, the United States, and the United Kingdom, hereby issue this joint statement to express our collective rejection of France's invocation of the Treaty of Final Settlement with Respect to Germany as justification for its recent actions. We align ourselves with Germany's position that the powers of the occupational authorities ceased with the signing of the treaty.

The Treaty of Final Settlements with Respect to Germany, negotiated between the Federal Republic of Germany and the Occupational Powers, marked a crucial step in the recognition of the sovereignty of the unified German states. We affirm Germany's interpretation that the Final Settlement Treaty constitutes a landmark moment, extinguishing the authority of occupational powers and ushering in a new era of German autonomy.

Furthermore, we categorically assert that no party possesses the right to interfere in the internal affairs of Germany, and by extension, no entity should exploit its powers to enforce economic coercion for the purpose of influencing governmental change. Germany's sovereignty, as enshrined in international law, is inviolable, and any attempts to undermine it through economic measures are deemed unacceptable.

In endorsing Germany's stance on the illegality of economic coercion, we collectively emphasize the importance of upholding the principles of international law, non-intervention, and respect for the sovereignty of nations. We call for a diplomatic resolution to address any disputes and encourage all parties involved to engage in dialogue to promote mutual understanding and cooperation.

We stand united in safeguarding the principles that underpin a stable and peaceful international order, where the rights of nations are respected, and sovereign equality prevails.
