Dear Acting-Secretary of State,

I hope this message finds you well.

Iwish to inform you of a recent inquiry from the Portuguese Government regarding the potential acquisition of Borei-class submarines, including their intercontinental ballistic missile (ICBM) capabilities. After careful consideration, we have decided to deny this request, primarily in the interest of maintaining the integrity of our ongoing discussions under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

In addition, President Nemtsov ordered this sale be rejected due to the tentative talks to renew or create a new non-proliferation regime. The sale of conventional intercontinental ballistic missiles we felt would undermine those talks.

We further believe that any transfer of advanced military technology, especially ICBM systems, would undermine our collective efforts to promote global stability and disarmament. In this context, we trust that the United States will also be mindful of similar requests and continue to uphold its commitments to non-proliferation. Whether they be Portugal or other allies of the United States.

Furthermore, we encourage the U.S. to consider its own aspirations regarding ICBM capabilities, ensuring that all actions taken align with our shared objectives of promoting peace and security.

This notice was a courtesy and should not be interpreted as creating an obligation on the part of the Russian Federation to inform the United States of defense sales or discussions on missile technology. We nevertheless hope that the United States will reciprocate and inform the Russian Federation if it has intelligence or is aware of other nations attempting to acquire ICBM or missile technology.

We look forward to your continued cooperation on these vital matters and remain committed to fostering a dialogue that enhances mutual security.
