Secretary of State Linh Mach would answer the telephone, after ensuring that the line was clear. Three Department of State Security Officers would be listening in on the call and monitoring.

"Good afternoon. This is Secretary Mach of the Vietnamese Department of State."

"Secretary Mach, thank you for taking my call. I would like to extend you and your cabinet the warmest greetings from President of the Arab Republic of Egypt Mando Zafar. We have been monitoring multiple nations during the last months, and have seen that among those, Vietnam stands out as an active nation in terms of foreign policy and one interest in the construction of a healthy and safe transnational environment.

If we add to that the fact that your country is a relevant regional player and an important market, it is clear that it should be a priority for Egypt to maintain friendly relations between our countries and also to seek out potential areas of cooperation and exchange, I hope this assessment is shared by your Government.

You must know by now that Egypt follows a neutral foreign policy in relation to multilateral organizations, as we are rather unsure about the potential sovereignty-loosing implications joining one of such organizations might carry. Therefore, we prefer to build a strong network of bilateral relations, rather than committing ourselves to multilateral ties.
"
