OPERATION SUNRISE

Classified Information

Operation Background

After the private meeting with the President of the Arab Republic of Egypt and his cabinet, it was decided that an intervention in Sudan was required to stabilize the nation and guarantee the water-safety of Egypt. The nile river is essential to the egyptian economy and society and cannot be left under the control of warlords and dictators.

Before any military operation is launched, and in order to reduce civilian and military casualties to the lowest point possible, an intelligence operation will be carried out to identify prime military targets and take them out in a first, devastating, strike, shortening the fightings.

The National Intelligence Directoratewill be in charge of the operation, employing its best field agents to infiltrate Sudan and gather information of military value.

Logistical Details

The field agents would get to their assigned locations through a variety of means fo transportation, which would include commercial flights to Khartoum, overland buses and hired drivers from the egyptian-sudanese border.

They would enter the country with their forged identities and have secret ways of communication with the egyptian embassy in Khartoum, where a secret agent was dispatched under the disguise of an cultural attaché to handle them.

The agnets would communicate in arab with the local population.

With green light from the egyptian high command, the field agents would be given their precise instructions and prepared for their deployment into sudanese territory as part of the present SECRET mission.​
They would travel on different dates and pretexts, through commercial airlines, bus lines and in private vehicles. They would at all times use their prepared identities and backstory (which they would have studied and memorized until the point of perfection). This task would not be very difficult in general, as they would still be posing as egyptian citizens.​
Several thousands egyptians currently live and work in Sudan, it is not strange for the local population to coexist with them.​
Babel Asmudi, Husani Antar and Mero Bishara would all travel on the same EgyptAir flight from El Cairo to Kahrtoum International Airport. Athouman Amari and Kasiya Kanaan woudl do the same, but three days later. (They would travel separately and ignore each others presence)​
Sadiki Abadi and Mohammed Hajjar would rent a car in Aswan and cross the border on the connecting route.​
Medo Nader, Ossama Bazzi and Yasmin Shalhoub would take the bus. The latter two would travel together, while Nader would go alone, 2 two days later.​
All agents would have their papers in order (although they were forged identities, the documents were original and legal documentation handed out by the egyptian authorities) and would politely present themselves at the corresponding customs office, at the airport or at the border. They would have their personal belongings, such as clothes and smartphone (with encrypted communication lines and secret encrypted internal storage, both of them disguised and undetectable to the untrained eye), and the items previously stated.​
They would all have Khartoum as their destination. Some of them would then continue towards other cities or locations within Sudan.​

Abdul Baatin would be attending the customs at the Kahrtoum International Airport when the three Egyptian travelers would arrive. "Welcome to Kahrtoum International Airport," he would say in Arabic, "please place your items on the X-Ray machine here." The baggages would go through the machine and would be examined extremely carefully, but nothing more than clothing and other personal items would be found, nothing to sound any alarms. "You're good to go," he would tell them when their turns passed, "the Customs Office is to the left right down there." He would point to the sign hanging off the ceiling. "I expect all of your papers and documents to be prepared. We don't appreciate those who waste our time."

Once the three travelers that had come via EgyptAir would arrive to the Customs Office, Faiz would see them. "Papers and documentation, please." It would be expected that they would follow his orders. He would check the papers and documentation of Babel Asmudi first. "Exchange student..." he would say. "Which school are you attending and what course?"




Since the only land border that was open to tourists was the town of Wadi Halfa it would be assumed that Sadiki Abadi and Mohammed Hajjar would be crossing into Sudan through there. The only way to reach Wadi Halfa would be to take the weekly ferry from Aswan to the Port of Wadi Halfa a few kilometers from the town on the Lake of Nasser. Their vehicle would not be allowed on the ferry, instead it would need to take the barge that goes separately from the ferry and arrives in Wadi Halfa a couple of days after the ferry.

Once the duo would have reached the port, the custom and immigration office would be stationed there and a man named Zahir would be working the desk. "Good afternoon, welcome to Wadi Halfa." He would be cheerful. "Papers and documentations please." Zahir would read through the documentations and papers. "A photographer and a journalist... What are you planning on writing a story on? And your photography, Mr. Hajjar, what do you plan on taking pictures of?" While Zahir would be checking the paperwork and documentations, another worker would be going through their bags to assure that no prohibited items were entering the country, he would do it by hand as the customs office had no x-ray machine to do it for them.

It would also be assumed that Medo Nader and Ossama Bazzi had also crossed with their bus through Lake Nasser at a similar time. In this case, they would have to wait for their turn at the customs office.

Babel Asmudi, Husani Antar and Mero Bishara, all separatedly, would go directly to the inmigration offices indicated by the sudanese official Abdul Baatin. They would have their passports and the proper paperwork in hand and their carry-on's and belongings. Once there, they would politely greet the inmigration officer in arabic and hand over all required papers and following the instructions given.

Babel Asmudi would be the first one in the row "I'm taking part in one of the egyptian embassy's in Khartoum sponsored courses on ethnic sudanese history, as part of my master degree in pan-african studies and the impact of monotheistic religions in the continent, its less than a formal semester, around two months, the course is to be held at the annex of the egyptian consulated itself, as far as they told me.".

The rest of the group (all mantaining their separation and grouping, accoridng to the original plan) would arrive at their different times and days of entry at Wadi Halfa, through the ferry.

Sadiki Abadi and Mohammed Hajjar would arrive and wait for their rented car, that was crossing the border on the barge. They would have the corresponding paperwork for the car to cross international borders. Once ready, they would present everything at the customs and immigration office, to Mr. Zahir.

"I'm writing a story about the sudanese refugees currently living in the south of Egypt, my idea is to write an essay on some elements of the sudanese culture and eventually present them to the egyptian authorities for them to be able to better attend to the cultural and customary needs of the sudanese people in Egypt." The second Sadiki finished its sentence, a younger Mohammed Hajjar would eagerly continue to explain his tasks, with evident passion and dedication about what he was doing: "I took online and faculty courses on photography and am currently working on a set of artistic images on the Nile, I though that my friend's here journalistic work was a splendid ocassion for me to visit your beautiful land and make some pictures of the Nile, up to the Kenian border."

Eventually, Medo Nader and Ossama Bazzi would arrive and wait in line for their turn. Same for Yasmin Shalhoub.

Athouman Amari and Kasiya Kanaan would also eventually depart and arrive at Khartoum International.

Faiz would listen to the supposed student's class and place of study. "Interesting concept," he would say in a monotone voice, not entirely believing it to be the entire story. He would then open the student's passport and flip to the necessary page, grabbing the stamp and pressing down on the page. 'DENIED' would now be marked in red and in Arabic on the paper. "Either way, no visa; no entry. Return to Egypt and get your student visa, make sure its for at least three months time. And I'll put your name in the system, we expect you to bring official papers from the embassy about this sponsored course as this is quite irregular considering we've only dealt with exchange students enrolled in official Sudanese colleges and universities. Thank you, have a great day!'

He would wait for the student to grab his papers and luggage and then call out. 'Next!'




When Amari and Kasiya Kanaan arrived at the Khartoum International, their luggage and other belongings would be placed in the x-ray machines, once they were cleared they would be directed to the customs office.




Zahir would listen to what the journalist and the photographer had intended to do in Sudan. "If you plan on going south then I expect you to have full knowledge that terrorists and terror groups operate in the southern and western provinces of the country and that you may be kidnapped, tortured, murdered, or extorted?" He would go through the journalist's and photographer's paperwork one last time. "Hmm... well I apologize, but without a visa I can't grant you entry to the nation." He would stamp both of their passports with a 'DENIED' and hand it back to them. 'The ferry is leaving to return to Aswan within a few minutes. I'll contact the barge and tell them to keep your vehicle there if it hasn't already departed. That way you won't have to wait so long for your vehicle."

Asmudi, Amari and Kanaan would receive the confirmation of their rejection and would not object, instead they would politely thank the respective officers and leave the customs and immigrations area back towards the departure hall (for Asmudi) and cross the border back to Egypt on the ferry/barge (Amari and Kanaan). The latter two, once back on egyptian soil, would quickly call to their handler on an encrypted line and inform of the new entry conditions for egyptian citizens in Sudan. Apparently there were no longer visas on arrival being issued for tourists, and the immigrations officers would have new directives to carefully inspect everything.

The other agents would continue to attempt cross the border and on rejection, would return to Egypt without causing any trouble.

After a quick revision, the operators for this operation back in Cairo would immediatly prepare 5 (Omar Salaam, Mohammed Kilan, Mahmut Suleiman, Omar Antoun and Nadir Ramadan) new field operatives.

At the same time, privately, the intelligence agency would contact the egyptian embassy in Khartoum over an encrypted line, and speak directly to the intelligence officer psoted there. He would be instructed to gather information on sudanese air fields and main military ports. Jaffar Zayed, would begin preparing his duties and planning his routes.

Upon the visa applications being received by the Sudanese embassy in Cairo, all information would be double checked. Once everything seemed in order, the Sudanese government would accept the applications and within 24hours, new visas would have been made and given to all those that applied. The Sudanese border would be notified that new Egyptian tourists would likely be arriving soon to enter the country.




Meanwhile, back in Sudan, while what Jaffar Zayed was currently planning was unknown to the Sudanese government and armed forces. It was assumed that Zayed was prepared to have to be under extreme watch outside of the capital region due to high terrorism, guerrilla warfare, and other criminal affairs including human trafficking and weapon smuggling in the outside regions of Sudan.

All five covert egyptian agents would prepare themselves, carrying their personal belongings, a quoran with encryption codes, a varying amount of sudanese dinars worth between 400 and 600 USD each and their travel documents, including visa and all required health certificates and other paperwork that could be requested by the sudanese customs and immigration officials. They would all travel with their egyptian passports under their operation names. Of course, the nature of their background would be secret to all sudanese authorities and only high officials at the egyptian government and intelligence agency would be aware of this.

The agents would board the EgyptAir from Cairo to Khartoum. First would fly only Rafiki Balus, 48hs later Mohammed Paserin and Asis Al-Saman, 24hs later Omar Yasidi and finally 72hs later Anaya Shilam.

Rafiki Balus would arrive on board the EgyptAir flight.

In the meantime, egyptian diplomatic agent Jaffar Zayed, stationed in Khartoum, would request the sudanese authorities permission and possibly an armed escort in order to travel over land to visit Port Sudan, informing that it was an important commercial hub and that he would like to have meetings with local businessmen and port authorities to gather information for potential egyptian investments, as well as to check out egyptian citizens in the area.

All Egyptians would go passed immigration and the other various government checkpoints, all of their papers would be checked to assure that they were up to date and valid, along with their luggage being searched. After going through all of this, they would be allowed into the country for up to six months before after to re-new their visas.




The Sudanese government would issue a permit to Jaffar Zayed to travel outside of the Sudanese capital city. They would offer six armed personnel of the Sudanese army to the diplomat along with two Walid APCs to travel from the capital to Port of Sudan. Due to the threats outside the capital region and the southern provinces, this is the only way that they Sudanese government would allow Mr. Zayed to travel to the Port of Sudan.

Once Mr. Zayed would confirm the escort they would depart at his own time.

The five egyptian covert agents would separatedly arrive to their booked hotels and rest for 1 or 2 days, carrying out normal routines such as leaving the room to have breakfust, lunch etc. or going out to get the newspaper etc. SOme would approach the reception and ask for places worth to visit in the old city of Khartoum, like old markets. One of them, Rafiki Balus, expressed to be an old airliner enthuasist and asked to hire a cab for the day to visit the outisde of the airport of Khartoum where he heard they had some old de-commisioned piston-engined airliners which he whised to take some photos of.

Elsewhere, Zeyed would depart from the capital in the 2 vehicle convoy, together with the 6 sudanese soldiers and one personal aide form the embassy. The aid would bring some refreshments to offer the soldiers. Zeyed would be very friendly and talk to the soldiers and drivers whenever possible.

While the Sudanese authorities watched all foreigners with distrust, nothing out of the ordinary would be noticed, it would seem that the Egyptians were in fact simply visiting the nation for whatever purpose. While watchful eyes would remain on them, it would be loosened. A cab would be called for Rafiki Balus to bring him to the airport of Khartoum, despite the Egyptian's reasoning for going to the airport, the government personnel would be keeping a very close eye on him.




Meanwhile, the Sudanese soldiers would escort Zeyed via Walid APCs from the capital to the Port of Sudan. All personnel, save for the drivers, would accept the refreshments. After roughly four and a half hours of driving, the two APCs would make a stop at Atbara to refuel, they still had a six hour drive ahead of them before reaching the Port of Sudan. The troops would keep a close eye on Zeyed before departing once more.

Rafiki Balus would board tha taxi and with his best tourist face and appearence, annoy the taxi driver with some small talk about planes. Once arrive at one of the outer perimeter gates of the airport, he would tell the drive to park on the side of the road. Camara in hand he would leave the yellow cab and walk towards the wence, were he would begin taking pictures of the parked civilian commercial aircraft, the hangar, runways and layout of the airport. On the far side he would notice the military sector of the airport, oeprated by the Sudanese Airport, he would capture that as well with his camera. He would tak mental notes, and write them down once he was back in the car. He did not want to raise more suspicions. It was enough with being an aircraft aficionado in one of the poorest nations of Africa... With all this data and information he would come back to the taxi, and ask the dricer to get them to a nice place to have lunch.

In the west, Zeyed would still be en route to Port Sudan, but luckily the long journey was coming to an end, since they were only 2 or 3 hours away from Sudan's main portuary city. Just before arriving he would tell the soldiers his meeting schedule. He was first to go to the port and meet with some local depot owners at the docks. Afterwards, he had some encounters scheduled with the local airport authorities.

At the same time, in northern Khartoum, Asis Al-Saman and Omar Yasidi would board a local bus and slowly make their way out of the city, towards Omdurman. This separate city from Khartoum had its own historical points of interest, such as the famous Al-Nilin Mosque. Al-Sama and Yasidi, 2 religious arabs, visited the temple. Afterwards they would "get lost" and end up near the perimeter fence of the Wadi Sayyidna Air Base. They would look around, take mental notes about the layout of the airport and local features and after some minutes, ask a local stree vendor where to get a taxti back to Khartoum.

As the government would be keeping a close eye on the Refiki Balus tourist a Sudanese member of the National Intelligence and Security Service (NISS) would have been in charge of assuring he did not do anything against the Sudanese government. He was disguised as a simple citizen, watching the Egyptian secretly from afar with binoculars. Nothing seemed out of the ordinary from his pictures until he began taking some of the airport itself, perhaps he simply enjoyed the infrastructure... but then came the pictures of the military region of the airport. The agent, Owuor Omuga (aka OO) would notify his superiors through an encrypted phone line of this notice and would begin trailing him from afar in his own vehicle.

Meanwhile, the taxi driver at the request of the tourist would bring him to the nicest place he could think of in the city: Al Housh restaurant in the Omdurman region of the capital city.




The troops would be irritated not by the tourist they were escorting but by the long journey they had to take to do so. They would agree to Zeyed's schedule but were nowhere as enthusiastic as he was. After refueling and resupplying and three more hours of driving, they would finally arrive in the Port of Sudan where they would drop him off at the port. One of the soldiers would offer to escort him to the main entrance of the depot.




Back at the Wadi Sayyidna Air Base, the military personnel of the Sudanese Armed Forces would be doing patrols around the air base. The troops that would notice the two tourists near the perimeter of the base would approach them via a BTR-152 armored personnel carrier. The soldiers would contact their superiors, notifying them that two unknown individuals were marching around the perimeter of the Air Base, which was located 25 kilometres away from Omdurman and in the middle of the desert. They would catch the Egyptians and exit the vehicle. Speaking in Arabic they would approach the Egyptians.

"Halt! Identification papers, now!"

Belus would enter the restaurant, with the taxi driver whom he invited to joim him for a good meal at Al Housh restaurant. After few dishes and a local dessert made out of sweets, clearly arabic influence, he would ask the drive to quickly stop by the egyptian consulate, before heading to his hotel.

Zeyed would descent from the car and strech his legs while taking some fresh red sea air in his face. It had been long since he was on the shores of this strategic waterway. He would accept being accompanied by one of the guards. He would meet the depot owners at the gates of the old wooden warehouses. He would use this walking around through the port to take mental notes and look for details in the layout of Sudan's main port. He would talk about tariffs, cargo space and depot dimensions with the local owners and agree on continuing the negotiation of a potential long term lease over the phone.

He would then return with his escort to the vehicles and head to the airport.

When Al-Saman and Yasidi were about to board the taxi, they saw the sudanese BTR-152 approaching, although they remained the whole time outside the perimeter of the base, it would not surprise them to be approached.

Al-Saman would take a step forward and greet them handing over his egyptian passport and visa. Yasidi would follow. Both men would comply with the sudaneses military personnel.
