I have the honour to write on behalf of Empire of Myanmar regarding our efforts to modernize the defence of the nation. In like with this objective, we wish to formally express our interest in the procurement of domestic production licenses for the CASC Rainbow CH-3 and CASC Rainbow CH-4 unmanned aerial vehicles, to be manufactured in our currently under-construction factory in Thilawa's special economic zone with the help of modern Polish manufacturing equipment.
If the Celestial Empire is open to such an offer we would be willing to sign a proper, legally-binding, document to assure that none of the technology of these vehicles fall into third-party hands—including Poland. Furthermore, rather than one lump sum payment for the license, we would be interested instead in sending a sum of 75% of the value of each UAV upon being constructed. Thus, for example, if we build 30 CH-4 UAVs, we would transfer a total of $77,580,000.00 to your nation's treasury.
If that is appealing, we can begin preparing such a document. If it is not, we are open to a counter-offer.
