Greetings to Secretary of State Warren Christopher,
In the early eighteenth-century, Ukrainian Cossacks drafted the Constitution of Pylyp Orlyk. This early document reflects many of the ideas present in the Constitution of the United States of America--including representative elections, separation of powers, and limited taxation. Unfortunately, history has presented many obstacles between Ukraine and any true implementation of freedom. Today, however, we are no longer beholden to the tyrannical will of tsars or communist strongmen. The death of the Soviet Union has ushered in a new era, one where Ukraine may choose her own path. We remain skeptical of powerful foreign countries and their intentions. However, as a budding state we are interested in cultivating ties with more experienced republics. Thus, we request a line of communication with the United States of America. As we enter a Post-Soviet era, Ukraine would like to better understand your country’s hopes for itself and its desired role on the world stage.
Awaiting your reply with interest,
Borys Tarasyuk
Minister of Foreign Affairs
The Republic of Ukraine
