The ethiopian Minister of Defence, Abraham Belay, would request a private videoconference with the Secretary of State of Defence of the United Kingdom.

The conveyed agenda would reflect the ethiopian interest in the acquisition of infantry fighting vehicles from british providers to contribute to the efforts of the national government to modernize the Ethiopian Amred Forces to fit the current national security interests and the new upcoming reform. The refered equipment would be the IFV – Bradley M2A2.

The request would be private.

Due to other engagements, the private request to the Secretary of Defence, Jason Green, would be diverted automatically to his secretary. They first discussed the conversation topic with a colleague and after some internal discussions, a brief response was sent to the Ethiopian Minister advising that his request for a video conference had been sent to the business team at Nexus Defence; the manufacturer and seller of the Bradley M2A2. A few hours later, Business Consultant Alison W. would attempt to initiate a call with the Ethipian Minister, Abraham Belay, to discuss further. Naturally, the call would be encrypted if an answer was received.

The personal secretary of Minister of Defence Belay would inform him of the new contact and arrange the secure videoconference between the ethiopian ministry of defence and Business Consultant Alison W. from Nexus Defence.

"Good morning, thank you for accepting this videoconference. My name is Abraham Belay, Minister of Defence of the Federal Democratic Republic of Ethiopia. I'm here with my colleagues from the Department of Military Equipment Procurement and Strategic Planning. As you might have been informed, we are interested in acquiring some of your products.

We had first contacte the US on this regard, but they kindly informed us that the United Kingdom and nexus Defence had the exclusive production rights.

"Pleasure to speak to you, Minister" smiled Alison on the opposite end of the video conference, before introducing herself "My name is Alison, I'm one of the Business Consultants here at Nexus to discuss any procurement and write up any contracts as required. I can certainly look into setting up a procurement deal to support your modernization efforts." she paused, writing up some information on her laptop which initially includes receiving a unique identifier for her talks with the Ethiopian Government. "Initial interest is the Bradley M2A2, is that the main product you're looking to purchase or are there any others?

Naturally, I'll provide you with the best deal financially and if it is still deemed steep, we can look into financial plans depending on your budget requirements. If it's just the M2A2 Bradley you're looking to invest in, how many and are there any specific variants you're looking for please?"

"Yes, that is correct. At the moment we are interested in acquiring 320 units of the 1988 Bradley M2A2 for our ground forces. The idea is to equip multiple units with this polyfuncional infantry fighting vehicle. Obviously due to budged restraints we would be doing this in different stages, being these 320 the first one. We expect to be able to acquire a second lot of the same amount by the end of this fiscal year, according to our current modernization and reconfiguration plan.

Does Nexus provide any type of financing? While our plan is to pay the full amount in a single transfer, it is never a bad idea to consider potential alternatives."

"We can discuss any type of finance plan that works for you, we don't have any set offers but work one-on-one to determine the best option that supports you financially, all based on your budget and requirements. I'll start running a quotation up but in the meantime, a few questions for the paperwork:

Are you looking to acquire a Maintenance Licence for the M2A2 Bradley? This would give you a full supply of spare parts and technical specifications to maintain the 320 Bradleys yourself, rather than using Nexus to carry out repairs in the UK. It's a one-time payment and is will take twenty-percent from the overall subtotal as the licence fee.

Is there a specific project name, e.g. 'Ethiopian Modernisation - M2A2 Bradley' you would like listed?

Additionally, do you have a reference that you have that you would like listed on the paperwork? Our reference, if you require, is #47CDA25F."

"Thank you for the provided information. For this first case we would like to pay upfront and in one single installment. We will use this first lot to conduct several operational and technical tests and afterwards consider the convenience or not of performing major maintenance here in Ethiopia or having to hire Nexus personnel to do it for us.

We do not require any specific project name and are fine with its ordinary production denomination. Please, let us know when possible how much this first group of vehicle would cost.

There were a few moments of silence as Alison focused on crunching some numbers. Sometimes she'd like to just run a number generator and let the internet give her a random price but following a string of incidents internally, she opted to do her job properly. Especially for prospectively long-term clients. A few moments later, she begun to speak:

"To give you a full breakdown,

For the purchase of 320 M2A2 Bradley Infantry Fighting Vehicles we'd be looking at a subtotal of 1,066,815,360.00.
VAT Amount is 20% for the United Kingdom, this amounts to 213,363,072.00.
No Maintenance Licence, meaning Ethiopia would be able to carry out any repairs, gather spare parts, etc, for the 320. For your record, now we have a price, the Maintenance licence would cost 213,363,072.00 - mirroring the VAT.
The Gross Amount would be 1,493,541,504.00

Now ...

If you are happy with this, I can set up a contract of sale.

However, as there are already discussions of a second batch, I could save you some money. If you were to commit to a 2nd batch, I would put it down on the same contract and implement it as a finance plan. In that, you would pay the 1 time payment for batch 1 and in, x period of time, pay the outstanding balance to receive the 2nd batch. If you then include a Maintenance Licence in this, I can offer a 15% discount of the total order.

To give you an idea of how this would look, rather than been 2,987,083,008 for two separate batches and two conversations. It would cost 2,667,038,400.00 for two batches as part of a finance plan which would include the maintenance licence and the discount applied. As mentioned, the second batch doesn't necessarily have to be anytime soon but it demonstrates your commitment to buying more."

After hearing the british counteroffer and putting the videconference on hold for a few minutes for consulting, the Minsiter of Defence would get back.

"The proposal is indeed very appealing and we can see the benefit of getting into a longer term commitment with british providers. This will also help sustaing our nations current rate of infrastructure and public services investments while simultaneously modernizing and equipping our armed forces.

With this said, if you can confirm us the exact amount to be transfered under your new proposal, we will do it as soon as possible as to have this roder going.

"Certainly, I've put together an initial draft of the contract and have put in a placeholder date for section 2.4 but this can be amended as seen fit. This covers the payments and general terms if you'd like to review and let me know your thoughts?
I hope, providing you're happy with this, that it would lead to more Nexus-Ethiopian deals as we would love the opportunity to work with you more and if possible, become a preferred supplier of your armed forces."

"Perfect, thank you very much for your business and we hope to work together closer in future. I'll process this internally and get the first batch commenced and we can work from there. Unless you have anything else to discuss or have any questions, I believe that would conclude the call?" she asked with a generally happy tone of voice. Unless anything else was added, the call could end naturally on good terms.

Re: Bradley weapons system acquisition - batch #2
Consultant Alison W,
In relation to our previous exchange of communications, we would like to resume the acquisition of british military equipment, specifically the M2A2 Bradley Infantry Fighting Vehicle.

At this point we would like to acquire further 448 units of said system, which would slightly modify the previously agreed prices, which were meant for a batch of 360.

Considering this, we would highly appreciate if you could provide us with the updated and final cost to be paid to Nexus Defence by the Government of Ethiopia to acquire the previously mendioned vehicles.

Respectfully,

Abraham Belay
Minister of Defense
