"The Prime Minister of Ethiopia, Mister Zenawi, comes out to the stage for a surprise announcement of a new plan for the struggling nation that he is trying to implement with congress. The initiative plans to drastically improve healthcare in the coming decades, and to heavily increase the life expectancy and standard of living in the nation over the next decade. He is coming on the stage now."

The prime minister walks on stage to the usual applause that the leader gets. People are proud of the leader for the many reforms to the restricting leadership of past administrations. However, the government is still under fire for not making the decisions in health and innovation that a lot of the population hoped for. The president stands to the podium and gets ready to speak.

"Welcome ladies and gentlemen. To this date in my term, I have made a lot of reforms that has increase the standard of living, and drastically lowered the human rights abuses of the previous administrations. We are extremely proud of what we have accomplished so far in such a short amount of time and we are proud of these amazing citizen for making this process such a breeze."

He pauses as light applause from the audience commences. The audience slow down as he begins to speak again.

"Thank you very much. However, we aren't a perfect administration and we know this. There are people still starving day in and day out, with people still dying young and not living the comfortable lives that they should be living. It's a terrible site to watch these amazing people suffer in such awful conditions. However, we at the Zenawi administration have cooked up a plan to increase the health care of the nation, with better equipment and longer, fresher lives. We call this the Better Medical Initiative. We are planing to drastically change the process of healthcare and health services. Healthcare should not be for the rich and privileged. It is a human right that every person not only in the nation, but in the world deserves."

He takes another pause to switch over his note cards and people start to clap. The light clapping slow downs and the Prime Minister begins to speak again.

"As apart of this plan, the health of the citizens will not be ignored no more! I am so happy and proud to announce that we will be opening a new ministry. The Ministry of Health will take real care of making sure that everyone in your family gets proper care. A lot of our budget and focus will be towards this initiative for the near future. Not only this, but the cost of healthcare will be based on income. Those who can barely afford proper healthcare don't deserve to spend the same amount as wealthy individuals with more privileges."

He waits for the cheer to slow as he begins to speak again. He looks around at the crowd as people stand and cheer. They seem to be more ecstatic than the previous 20 minutes.

"However, this new health plan will come at a heavy cost. Though we are going to increase tax a small amount, the true impact of the improvements will make your children comfortable your neighborhoods safer, and everyone will be living happy, disease free lives. I believe that you can sacrifice the will to spend a little more money for the betterment of this beautiful and historic nation. Thank you so much for listening to this potentially historic moment. God bless you all and this nation."

End.
