Re: Inquiry on german civilian transport equipment

Dear Minister Brandt,
I would like to commence by extending the warmest regards from the Government of the Federal Republic of Ethiopia and from our Prime Minister, Abyi Ahmed himself and would like to refer to a potential acquisition of german civilian equipment.
The Eco-Tourism National Park Program is a project that falls currently under my Ministry and that aims, among other things, to significantly boost the tourism industry in our country, by providing better infraestructure and experiences to both national and international visitors. As part of it, a big investment is being made in modernizing and expanding existing facilities, but also improving the tools and equipment with which our staff and rangers work. Their tasks include the safeguard of visitors and the enforcement of law within the National Parks as well as the conservation of flora and fauna.
It is due to that reason that we would like to inquire about the possibility of acquiring a different types of civilian transport vehicles from different german manufacturers. The german industry is well known for the quality of its products and would perfectly cover our current needs for the National Park Service.
This obviously could mean the start of a prosperous relationship between our countries, that might develop in the future into additional deals.

Thank you for your quick reply, it is good to see that Germany is once more an active global player, we look forward what your great country may bring to the international concert of nations.
Among the vast offer of german vehicles and products, this first batch would be destined to cover operational needs of the National Parks Service, specifically we have singled out two logistics vehicles produced by Mercedes-Benz and Volkswagen, and also a helicopter offered by Messerschmitt-Bölkow-Blohm (MBB).
We would gladly accept your invitation to see the products offered in person. I might also be accompanied, if accepted, by people from the ethiopian embassy in Berlin.

We have been arranging the meeting internally and have allocated you and your staff our guest facilities at Mannheim Palace, where we shall use the large, picturesque courtyard to display the equipment, as well as host meetings with the key individuals involved in the vehicle negotiations. We shall make the necessary arrangements in regards to the vehicles with Mercedes-Benz and Volkswagen, as well as the Messerschmitt-Bölkow-Blohm group. Please let me know when you are available to attend and we shall endeavor to do the rest.

Dear Minister,
Thank you for the confirmation of the agenda and details. I will be leading the Delegation, which will composed of personnel from the National Parks Department and the Ministry of Transportation of Ethiopia.


Regarding the latter, said Ministry requested to have a specific meeting with the person in charge of aerial traffic and airports from your Ministry, if posible.

We will be arriving next thursday on a commercia flight and follow the given indications.

With the date of the planned state visit having arrived, the ethiopian delegation led by the Minister for the Environment would board a commercial airliner together with the rest of the delegation and travel north to Germany in order to condcut the series of visits to german vehicle manufacturers and with the secondary objective of initiate talks to establish a direct flight between Addis Ababa and Berlin through Ethiopian Airlines.

All logistical information for the trip would have been previously informed through confidential communications to the german authorities in order to guarantee a seamless visit and secure the necesary vehicles for the National Parks Services. This would also be a great opporutnity to fosger german-ethiopian bilateral relations.
