Dear Secretary General Stone, I have the honor to extend to you the highest regards from Prime Minister Abiy Ahmed and myself, and would like to address a specific interest of our Federal Republic in regard of some of the legal framework created by the General Assembly.​ ​ As it is public knowledge, the Federal Democratic Republic of Ethiopia has opted to not be a part of the General Assembly and its subsidiary organizations and institutions. This has not to be interpreted as a disregard to international law and diplomacy from our nation, but rather as the interest to not be subject to potential foreign interests that might affect our economic development program.​ ​ As proof of this, and after profoundly reviewing the General Assembly's normative framework, we have decided to look into the possibility of voluntarily adhering to the Strategic Ordnance Prohibition Agreement, submitting to its provisions and stipulations, mantaining our status as a non-GA member nation.​ ​ Therefore, we would like to present a formal request to the GA to consider this petition. ​ Respectfully, Demeke Mekonnen Minister of Foreign Affairs and International Trade Federal Democratic Republic of Ethiopia Addis Ababa​

The Federal Democratic Republic of Ethiopia would express its concerns regarding the involvement of the General Assembly in current global affairs and a potential lack of response that could contribute to prevent the loss of life and negative economic impact deriving from both natural and man made incidents.

Although not a member of said Organization, Ethiopia wishes to work closely with it to help mantain international stability and economic progress, for which it encourages the GA and its member states to push for a more pro-active institution.

Finally, it would also remark that the Government in Addis Ababa is still waiting or a reply to the request to unilaterally adhere to certain Resolutions.
