OPERATION
PROSPER HORIZON
CATEGORY: OBJECTIVE AND DESCRIPTION IS PUBLIC. OPERATIONAL INFORMATION IS SECRET.
OBJECTIVE: Monitor and neutralize pirate activity in the Red Sea and Gulf of Aden. Provide assistance to merchant and civilian vessels transiting the area.
DESCRIPTION: The Ethiopian Navy will assign 3x Cyclone Class patrol Ships and 2x P-3C Orion MPA to operate on/over ethiopian territorial waters and international waters to achieve the operational objectives.
A public VHF frequency would be provided for all vessels operating in the area to contact the Ethiopian Navy in case of required assistance or to report suspicious activity.
OPERATIONAL INFORMATION:

ENF Tana (A100)
ENF Ziway (A101)
ENF Awasa (A102)

Assigned aircraft (Mekele Air Base)
2x P-3C Orion Maritime Patrol Aircraft
Area of operation: KL-KK-LK - Ethiopian territorial waters and EEZ, international waters.

Deployment:
Overlapping 28-day shifts would be programmed for the patrol ships, with 2 of the vessels always at sea, while a third would remain docked for resupply, repairs and rest of the crew. The 2 ships at sea would always operate independently, covering different sectors of the area of operation.

The Orion MPAs would conduct selected sorties, always one at the time, mantaining safe range and autonomy standards. They would fly, whenever possible at an 8,000ft using visual and radio devices to provide monitoring.
Rules of engagement would indicate that after identifying a potential threat and/or target of interest according tot he operation objective, radio/visual contact should be established with said target. Depending on the outcome, immediate contact with Asab Naval base will be established awaiting further instructions.

Deployments following the guidelines of Operation Prosper Horizon would continue after the assistance provided to the thai ships in the western indian ocean.

Taking note of the recent regional developments and international events, the Ethiopian Government would instruct the Navy to increase its patrol and monitoring hours in the Red Sea, extending from ethiopian territorial waters up to the southern limit of the egyptian territorial waters.

At no point would any ethiopian ship or aircraft enter any other nations territorial waters.

Details of the operation would remain confidential. The public VHF frequency would still be available.
