The Police of Russia (Russian: Полиция России, romanized: Politsiya Rossii) is the national law enforcement agency of Russia, operating under the Ministry of Internal Affairs from September 8, [O.S. 20] 1802. It was established on June 7, [O.S. 18] 1718 by decree of Peter the Great, and in 2001, it replaced the Militsiya, the former police service.

The Police of Russia operates according to the law “On police” (Закон "о полиции"),[3] as approved by the Federal Assembly, and subsequently signed into law on February 7, 2001, by the then President of the Russian Federation, Dmitry Medvedev.

What are terrorism threat levels?
Terrorism threat levels indicate the likelihood of a terrorist attack in the Russian Federation. There are two published threat levels.

There are 5 categories at which the threat levels could be set:

LOW - an attack is highly unlikely
MODERATE - an attack is possible, but not likely
SUBSTANTIAL - an attack is likely
SEVERE - an attack is highly likely
CRITICAL - an attack is highly likely in the near future

Members of the public should always remain alert to the danger of terrorism and report any suspicious activity to the police on using local phone number — 02, 102 and 112; using mobile phone (for all operators) — 102 and 112 or the anti-terrorist hotline: 7 (499) 449-99-99. If your information does not relate to an imminent threat, you can also contact Federal Criminal Police Office.

The Federal Protective Service (FSO) of Russia's Federal Criminal Police Office is the primary federal government agency concerned with the protection of members of constitutional institutions. The FSO personnel protects of the constitutional bodies of Russia and their foreign guests, e.g. the President of Russia, the Parliament of Russia, the Cabinet of Russia, the Federal Constitutional Court, and other institutions), the FSO also investigates major crimes against these institutions.

The FSO as the federal government agency concerned with the tasks related to the protection of several high-ranking state officials, mandated by the relevant law, including the President of Russia, as well as certain federal properties. It traces its origin to the USSR's Ninth Chief Directorate of the KGB and later the Presidential Security Service (SBP).

Since May 18, 2000, the agency has been headed by General Evgeny Murov. The FSO has roughly 50,000 uniformed personnel plus several thousand plain-clothed personnel. It controls the Cheget that can be used in the event of global strategic warfare. It also operates a secure communications system for senior government officials. The FSO is a powerful institution with a range of rights and powers, including the right to conduct searches and surveillance without warrants, make arrests, and give orders to other state agencies.

A more recent addition to the FSO infrastructure is the Special Communications Service of Russia (Spetsviaz) which was incorporated as a structural sub-unit on March 7, 2004.

The Protection Group protects the members of Russia's constitutional bodies and their foreign guests and is often the most visible part of the FSO. Specially selected and trained officers with special equipment and vehicles provide round-the-clock personal security to those they protect. However, the FSO includes the ceremonial Kremlin Regiment, unformed police officers, detectives, and even a lighthouse service.
