I am writing to you as the Minister of Foreign Affairs for Finland on behalf of President Martii Ahtisaari. This message is regarding the current situation in Oslo. While we do not know much of what is happening, apart from there being an explosion which collapsed the Kapital Tower, we do know that there are currently search and rescue missions surrounding the tower and the radius of the damages. We would like you to know that, with your governments approval, Finland can send a number of its armed forces to help with the search and rescue. Within a day we can have three transport planes transporting seventy-three personnel, twelve stretchers worth of humanitarian supplies, and twenty-seven medical stretchers attended by four medics. Simply give me the approval and I will make the arrangements. But, if this is not possible, you only have to let me know how else Finland can help Norway in its time of need and I will do whatever is in my power to make it happen. Minister Halonen,

Thank you for your words of support, as well as your offer for support. The Norwegian people have been stunned by this serious crime committed against them, and their government is dedicated to finding the perpetrators. In order to quickly attend to the response of this disaster, the Prime Minister has mobilized elements of the Norwegian Royal Army and Royal Air Force to help respond along with police, firefighters, and medical teams. Your offer is greatly appreciated, but I think that we are now working in an efficient and more-organized manner.

I am very thankful for your message, and I will do my best to keep you informed on this situation. I only wish we could be speaking under better conditions.
