To Whomever it May Concern,

It is in the interests of the People of the Formosan Ascendancy that I, the Commissariat Officer of the Commissariat for the Commissary for Natural Resources Protection, acting on the Authority conferred me by the Consul of the Formosan Ascendancy, am issuing the attached declaration.

This declaration being in conformity with Directive 2177, handed by the Commissariat Assembly.

I, Lieutenant Colonel Wang Hui, Commissariat Officer of the Commissariat for Natural Resources Protection, acting on the authority conferred to me by the Constituent Officers of the Commissariat Assembly of the Formosan Ascendancy, and by the Consul of the Same, seeking the defense of natural resources and wonders, the protection of the Planet Earth, and the defense of our precious oceans, islands, and reefs, hereby declare the following: We hereby press our claim, inherited from the Republic of China, on the Spratly Islands. All countries currently garrisoning troops within the Spratly Islands have exactly 45 days (OOC) to vacate their military positions on the island or face diplomatic and economic sanctions, and the possibility of future military action. The Entirety of the Spratly Islands are hereby officially placed under the Kaohsiung Municipality and are to be administered from Taiping Island. The Spratly Islands are, hereafter, declared as the Nansha Islands Ecological Preserve and National Park. The Nansha Islands Ecological Preserve and National Park shall be administered by the Commissariat for Natural Resources Protection. Mineral Extraction and the processes immediately preceding, Fishing (Commercial or Personal, however light fishing for the purposes of conservation or research shall be exempt), unauthorized motorized boat travel in and around reefs and shoals, unauthorized hunting, and construction of artificial islands on reefs and shoals, is hereby prohibited within the confines of the Nansha Island Ecological Preserve and National Park. The Formosan Ascendancy Hereby Forms, under the joint auspices of the Formosan Expeditionary Protection Force and the Commissariat for Natural Resource Protection, the Nansha Islands Ecological Protection Force. This force, which will be given control of all operations on Taiping Island, shall be tasked with "Protecting the Nansha Islands Ecological Preserve and National Park from all exploitation, ecological damage and destruction, and industrial and commercial operations, as well as maintaining the island for posterity's enjoyment of the natural world." So be it declared this, the Third Day of February 2014.

China would publicly ignore Taiwan's claim and continue its effective sovereignty over the following territory;

Fiery Cross Reef · Yongshu Reef
Gaven Reefs · Nanxun Reef and Xinan Reef
Hughes Reef · Dongmen Reef
Johnson South Reef · Chigua Reef
Mischief Reef · Meiji Reef
Subi Reef · Zhubi Reef


If Taiwan wants to discuss the matter of this dispute, it can bring it to the table with China.

China would simply be warned that the destruction of these Reefs by the creation of artificial islands would be met with hostile actions.

China doesn't dictate over what other nations do on their sovereign territory, as such the United Republic of China will continue to do what it believes to be the best course of action on its own sovereign soil. Where Taiwan approves of it or not. However it would take note of the aggressiveness of the Taiwanese Government towards China and its bold claim.
