Recipient: Minister of Foreign Affairs

Hervé de Charette

From: Minister of Foreign Affairs,

Harry Tian,

"Dear President Sampaio,

Our histories and cultures are eternally woven together, from British Columbia to Quebec in the East. We believe we can strengthen and secure our good relations for decades more. We have much we wish to discuss from the economy, to defence procurement and joint working.

It would be our privilege to host President Chirac in Ottawa for talks between our Prime Minister Joshua Cox as well as a official reception from the Governor General Alice Henry. If this is suitable, please get back to us. We will be able to arrange security and transport from Ottawa Macdonald-cartier airport as well as accomodation for the President and his staff.

I look forward to hearing from you soon,

Yours,
Harry Tian
Minister of Foreign Affairs"

When the email was received, President Chirac agreed to go to Canada as soon as possible. An email was sent to the Canadians, and an Air France flight, callsign Cotam 001, was scheduled.

In preparation for President Chirac's visit, the RCMP mobilised many resources to Ottawa Mcdonald Cartier airport. A Motorcade consisting of 4 Unmarked Chevrolet Tahoes with 4 RCMP officers each, 1 minivan (2 officers, and room for the President's staff), 1 VIP Tahoe for the President driven by a RCMP driver and 6 Marked Motorcycle outriders. All officers carry their standard equipment of tazers, batons, pistols and have access to Carbines within their vehicles. A RCMP Helicopter is also hovering overhead to monitor the convoy.

A further 30 officers from the Ottawa Police Services' Airport Policing service are also patrolling around the perimeter and interior of the airport, armed with standard equipment and carbines. Canadian and invited French news networks are permitted to film the arrival of the aircraft from a advantage point.

At Rideau Hall, workers are putting the final preparations on the official welcome ceremony from the Governor General and the Prime Minister to the President.

French press would arrive first, usually from offices in Quebec. French officials from the embassy would drive to the airport around 30 minutes before the plane landed, while more arrived at Rideau Hall.

Cotam 001 would land at 13:04pm local time. French security officers and detectives would already be in the crowd of the welcoming committee.

On board the plane, Chirac made some final notes, as the plane touched down in Ottawa. He had a lot to get through- energy was top of the list. But the Canadians had talked about defence procurement. Given the situation back home about defence spending in the crisis, there was going to be a lot of compromising going around. He looked out of the window.

"Oh, damn, we're already here." he murmured, as he got up. An Air France attendant looked out of the window, then, as the plane stopped, opened the door.

As the President plane came into it's parking spot, the bank of Canadian photographers begun to illuminate the area with their camera flashes. Major Canadian news networks would be broadcasting live. At the bottom of the President's plane, air stairs would be attached to the President's plane and a red carpet rolled out. Minister of Foreign Affairs positioned at the bottom ready to greet the President.

"Welcome to Canada President Chirac, I hope you had a pleasant flight. We have a transport vehicle here to take you straight to your meeting with Prime Minister Cox and the Governor General"

Behind him, an officer opened the door of the vehicle ready for the President. The convoy will set off as soon as the French President and his entourage are safely inside.

"Thank you, Minister Tian." the President said warmly, shaking hands with the Minister. "My flight was wonderful, thank you." He strolled over to the car, followed by his staff.

Meanwhile, at the Embassy, briefings from the Presidential Office would be sent over, detailing briefs on negotiations and points to press with the Canadians.

With the President secured, the motorcade set off towards Rideu Hall. On lights and sirens, and with motorcycle outriders riding ahead to close off roads to incoming traffic, the 24 minute journey would be split in half to 12 minutes. With high precision, the police officers safely navigated the downtown Ottawa traffic.

The motorcade finally swept into the snow covered ground of Rideau Hall. The grand Regency style building standing out amongst the snow. As the convoy swept into the grand forecourt, Prime Minister and Governor General are stood outside ready to greet the President as he stepped out of the vehicle

"Monsieur le Président, a pleasure to meet you at last." Governor General Alice Henry says as she offers her hand out "Allow me to introduce our Prime Minister Joshua Cox"

The young Prime Minister in turn offers his handshake, "I hope your flight was comfortable Mr President"

Chirac, followed by his staff, stepped out of the convoy. The French Ambassador had joined them.

"Good afternoon, Your Excellency." Chirac said, shaking the hand of the Governor General. He then turned to the Prime Minister. "Good afternoon, Prime Minister. My flight was fine, thank you."

He turned to the Governor-General. "Shall we go in?"

With the 4 members of government together, a quick photo op on the steps was done. The 4 members surronded by the grand archietecture of the building, and flanked by Canadian and French flags. The Governor General would lead the Prime Minister and the French President inside into a conference room. A long table is set up, the two heads of government sat opposite each other with plenty of seats either side the Presient for any members of his team. The Prime Minister is joined by his chief of staff, Principle secretary and a note taker. Water, juice, tea and coffee would be available on the table, as well as a continental breakfast selection.

"I shall leave you to discuss with the Prime Minister" The Governor General said as she left "I hope you have productive talks"

The Prime Minister made himself comfortable on his fair "Shall we begin with the current energy crisis facing France?"

"Of course. France is facing shortages of energy due to the strike, and blackouts have already begun in Aquitaine. We would very much appreciate energy from Canada, especially LNG. We are prepared to spend as much as is necessary to get the energy we need."

"I would be willing to expand trade of LNG from the oil fields of Alberta. How many units are you looking to purchase?" The Prime Minister would lean back in his chair, interlocking his fingers. "We would also need to expand pipelines between Alberta and the East coast. Do you have LNG Tankers available to sale the LNG to France?"

"We do not currently, however, we can easily produce some if needed. This will take some time however..." Chirac turned to his briefings. "But that shouldn't be a problem. We are looking for between 25 and 40 million tons of LNG. How much can you provide?"

"We could provide the full 40 million tons you require for a total price of $560,000,000. We would require your assistance to ship this across to France however.

However, this would cause us some political headaches as we believe a new pipeline will need to be created. We believe we can handle this adequately but in return, we would like to request your support in equipping our Navy with some of your warship designs"

Chirac smiled. Yes, he could provide some warships.

"Yes, we have some ships for you. We could provide some Floreal-class frigates if you wish. They are relatively modern, and should meet all your needs. As for transporting the LNG, we should have some ships provided soon."

"Forgive me for misspeaking, We were hoping more to purchase the Triomphant-class submarine and Rubis-class submarine. Canada's own submarine fleet was previously diesel and cold war era, we desperately need an upgrade to the fleet. Is this something you could assist with?"

"Of course. The Triomphant-class submarines are too modern for us to give out, but we are fine with giving out some Rubis-class submarines at a 20% discount, for $ 450,978,342.64 each."

"In that case, we would like to purchase 6 of the Rubis Class submarine. We may struggle to pay the full price at present due to other defence expenditure, could I get email you once we are in a position to close the deal?"

An aide enters from outside, whispering into the Prime Ministers ear an update from the French news networks.

I also wish to ask you about the current situation in Paris? Do I need to consider evacuating Canadian citizens from the area?"

Chirac sighed. "You may need to, unfortunately. We are trying to clear the area, but we cannot be sure that it will be cleared quickly or without bloodshed." A uniformed officer entered and gave a briefing to the President. He glanced at it. "We have ordered a shoot-to-kill on the protestors, but many embassies are surrounded- the Canadian one is not, but it is probably going to be surrounded soon."
