France is surging forward as a neutral nation, focusing on trade and commerce to better not just our citizens, but those of our continental neighbors as well as our international ones. Our "Open Policy" means less barriers and walls between nations.

President Le-Pen, several aides, four bodyguards carrying a concussion grenade each as well as loaded FN-P90's and two clips. Also in the entourage is Interior of the Ministry, Jaques Du Pont, and the CEO's of Citroen, Andre Citroen as well as the CEO of Renault, Theirry Renault. Together they all board a fully fueled Airbus A340-300 from Charles de Gaulle Airport for a 10 hour non-stop flight to Beijing Capital International Airport. On board they all busy themselves with their various presentations. Once the plane is about an hour from Chinese airspace it announces its arrival to the ATC tower in Beijing.

"Beijing, this FRANCE Zero-Eight-Nine. I repeat this is FRANCE Zero-Eight-Nine. We will be requesting permission to land in Beijing in about an hour. Request runway clearnace."

"France Zero-Eight-Nine," responded the operators of the main tower, "this is Beijing Capital International. Your landing has been granted, please touch down on runway two and make your way to hangar seven. A convoy will be waiting there to escort you from the airport."

The pilot informs the crew and passengers that they will soon be ready to land. He follows the ATC instructions and make a nice, soft touchdown on runway #2. He then proceeds to direct the plan towards hangar 7 where it finally comes to a stop. As is customary, President Le-Pen heads to the front of the plane and addresses both the crew and his delegation.

"My fellow Frenchmen I want to thank the pilots and crew for the extraordinary work on this trip. To the French delegation to Beijing. This is a momentous occasion. Together, let us do good for the people of France. Together, let us make history."

With that the President and his delegation depart the plane, President Le-Pen first, waving to the crowd that has gathered and the press corps.

Hu Jintao, the Paramount Leader of the People's Republic of China, would have arranged to pick up the President of France and his aides and Ministers via a small armored convoy. Three armored Leopaard Q6s would be parked by hangar seven as the French plane touched down and parked itself near the vehicles.

Once the President and his delegation exited the plane, Hu Jintao stepped forward and extended his hand to the President. "Welcome to China, President Le Pen. I hope the trip here wasn't too uncomfortable. Please, follow me to the convoy, they'll escort us to my estate."

With that said, he would escort them to the vehicles where they would then drive from the Beijing International Airport to Zhongnanhai in central Beijing. This would be a roughly forty minute ride and would therefore allow conversation between the Paramount Leader and the French President, if there was any.

Le-Pen greets the Chairman with a hearty, but polite handshake. "It is my pleasure. And I thank you for the impressive welcome. Along the way President Le-Pen looks at the window it sees lots of construction cranes and different buildings of different sizes going up. Pointing out the window he says, Lots of activity. It is the same in France. Growth at home means growth globally."

"China is forever growing, Mr. Le Pen." Hu Jintao would respond to his comment. "We have come a long way since the civil war forty-five years ago. Our nation was weak at the time, we were too busy killing each other that we could not see the true threat: Japan. But Japan is, thankfully, no longer a problem and China is in a position to never allow something like the Second Sino-Japanese War to ever happen again. As I am certain you know; China is among the greatest military powers in the world, and we aim at keeping it that way."

With that said, the convoy would have finally reached its destination: Zhongnanhai, the Central and Southern Seas.

Jintao would then be leading the French through the 'Gates of New China' and into the main compound of the estate. "This is what many would consider the 'White House' of China," he would tell the French President, "or in your case; the Élysée Palace. All the gears and cogs that keep the People's Republic running is all located within these very walls." The walk would be a few minutes long as they made their way via a small flowered and colorful path around the Southern Sea. Along the way, multiple governmental officials would pass them by, bowing to both their Paramount Leader and the President of France as they did.

After a few more moments, they would finally reach the Garden of Abundant Beneficence. There would already be a large table with many chair waiting for them when they arrived. "Please, you and your people make yourselves comfortable and let me know if there's anything I can get for you." With that said, Hu Jintao would sit at the table where Chi Haotian, the Minister of National Defense would already be seated.

Shortly after he would then add sharply as he turns to one of his aides.

"I am the Minister of Transportation and I am here to talk about two things; High Speed Rail and automobiles.

In France, we are using TGV technology, where we can already use existing tracks, or build conventional tracks employing trains of speeds with up to 220 kph. This will help build up trade and commerce to second-tier cities as well as make it easier to commute between Beijing and Shanghai. Here is a look at one of our Alstrom cars.," he says as he slides his laptop around so the Chinese leadership can view it.

"I see," Jintao would point out once the Minister DuPont had finished, "your timing is impeccable. My government and I were in the plans of beginning a China-wide high speed train rails. For Shanghai to Beijing, we were planning on using trains closer to a max speed of 300km/h. However, I believe we would be able to use the French trains for a Beijing to Tianjin rail at 220km/h. At least until we have our own Chinese-made trails and trains ready for mass production, that is.

What are your plans for these speed rails? Do your expect China to fund the entirety of the price?"

"This is good news. However the TGV technology I mentioned earlier is used only for existing tracks, so the proposed Beijing-Tianjin max capacity speed would be 220km an hour line. Our newest TGV Duplex cars have the capacity to reach speeds of 320km an hour, so using this new trainsets you would be able to reach the desired speeds you are looking for."

He then shows President Jintao a profile on his laptop computer the specs for the cars.

How much would these cars--" At this moment, a phone would begin ringing and President Le Pen would pull out a large cell phone from his pocket and answer it. Hu Jintao was reasonably angry that the French President would answer a phone call from someone else during their meeting. "By all means, President Le Pen, answer a phone call while I'm mid-sentence. Don't let this meeting of ours intrude on whatever it is you're discussing, after all; it must be quite important."

With that the Paramount Leader would wait for Le Pen to end his phone call.

"A Passenger train would be two million dollars each, with the two power trains 3 million each. So for your desired train capacity of five-hundred and eight passengers, so a train set of 10 would be twenty-two million dollars each.

Or, I am willing to offer sell you the technology for hundred and fifty million dollars and then you produce however many you like and use the technology later as you want.

The French side is also interested in purchasing some military hardware form China, in particular the JY-14 Radar system and additional Xian H-6 Strategic bombers which already have deployed."
