Your Excellency,

First of all, please allow me to congratulate you on the establishment of your new government. The Ukrainian state and its historical commitment to independence and a free democratic way of life has always been admirable. While France and Ukraine have not had relations for too long, in our view the ones we have always had were friendly, and the Empire is highly committed to the continued prosperity and independence of the Ukrainian state.

In line with this, I would like to propose the establishment of formal relations between the French and Ukrainian states, as well as a meeting between ourselves to discuss how those relations may look going into the future.

I look forward to hearing from you, regardless of your answer to the previous proposal.
