Your Excellency,

In the interest of the growing friendship and relationship between our two nations, and your interest as a neighbouring friendly power, I have decided to extend a notification and an invitation to your office for an impending military operation by the French Armed Forces. As you are likely aware, the sudden disappearance of Russian forces in the Tartus Naval Base and Hmeimim airbase has created a sudden military and humanitarian threat. If these bases were to fall in the hands of extremists, it would pose a danger to all Syrian people.

Per Her Imperial Majesty's declaration, the Empire of France is committed to creating a free and democratic Syria where the government is formed by the will of its people, and in particular, each ethnic group is allowed self-determination. To add action to these words, the Task Force currently deployed off Syrian territorial waters will perform a landing at Tartus Naval Base and an Air Assault Division will land at Hmeimim Airbase. The goal of these operations is to secure and protect these vital facilities against incursion and hand them over to the eventual Syrian regime.

We invite Turkish forces to engage in these operations with us and place the base under joint control. If you agree you will be a full and equal partner in the operation. The exact date and time of this operation is still being prepared but if you agree we will be happy to coordinate this with you.

We extend our sincere appreciation for your communication and for the spirit of partnership demonstrated by the Empire of France in reaching out to the Republic of Türkiye regarding the evolving situation in Syria.

The Turkish Government and Armed Forces have been closely monitoring developments on the ground for some time. We recognize that the situation remains fluid and carries significant implications for regional security and the well-being of the Syrian people.

Türkiye firmly believes that any lasting solution in Syria must reflect the collective will of its working people. We do not support approaches grounded in revisionist ambitions or materialist nationalism, particularly those that risk deepening divisions or marginalizing the broader Syrian population. Our focus remains the dignity, rights, and security of all communities in Syria. Not to subordinate their future to the interests of elites at the expense of ordinary citizens. Our commitment is to a Syria in which the working people have the opportunity to define their destiny freely and democratically.

We welcome France’s initiative to consult and coordinate in this moment of uncertainty. In this spirit, I would like to extend an invitation for you or a designated technical delegation to visit the Turkish General Staff Headquarters in Ankara. There, your delegation will be received by senior Turkish defense officials to exchange assessments, align perspectives, and jointly explore the most effective strategy moving forward.

The Turkish Armed Forces are ready to cooperate with their French counterparts in pursuit of our shared objective: a Syria governed by the will of its people, free from extremist threats, and founded on principles of peace, justice, and the self-determination of the working-class.

We look forward to your response and to working in close coordination to support regional stability.

While admittedly Léa had been hoping for a bit more of an immediate commitment or rejection due to the time sensitivity, there was still enough time left before the operation was ready that they could afford to engage in the more general discussion first. While the Commander Middle East, Admiral Emile Rose was the most suitable candidate due to his operational knowledge of the specific preparations and on the ground situation and the rank and position to represent France. The reality was that this close to France's first offensive combat action in years meant his presence was needed at the Hexagone Balard to coordinate the preparations and lead the eventual operation. In his command however he had a young up and coming Officer with the exact same knowledge as him and charisma to make up for her not being a Flag Officer.

I am pleased to hear of your objectives as well as your acceptance of taking a role in our planned operation. I gladly accept your invitation and have instructed Captain Amélie Duchamp along with Officers from the Army, and Air and Space Force to travel to Türkiye immediately. Captain Duchamp works directly under the Commander Middle East Admiral Rose and has been intimately involved in the preparations for Opération Michael, and can thus discuss both the larger plans as well as the operational details with your General Staff. She enjoys both my and Admiral Rose's confidence. Admiral Rose would have liked to go himself but must remain at the Hexagone Balard to finish the preparations on our side.

To allow for a faster deployment once we have discussed the details, I would like to ask your permission to temporarily station a Company from the 1st Marine Infantry Parachute Regiment and the 3rd Combat Helicopter Regiment in your territory near the Syrian borders. The total of this force would consist of 2,500 Marines, 25 Tiger Helicopter and 25 NH90 Helicopters. Of course we will cover any expenses for their stay and they will observe any local regulations.

As soon as the message was sent Captain Duchamp received her orders. She would soon find herself at Paris Air Base along with Major Patrick Gagneux from the Army and Captain Sidonie Courtois from the Air and Space Force. An Air and Space Force Dassault Falcon 7X would take them to Ankara in style.

Once they were in the air, the three Officers mostly read through briefings and other related documents relevant to both the operation and the Franco-Turkish relationship. Just to refresh themselves.

Amélie looked outside the window as she saw the Mediterranean move rapidly below her. At 32 years she was the youngest Captain in the Imperial Navy, her career had been nothing but spectacular. She had worked hard to get here and depending on how she handled the upcoming conversations it could either skyrocket her career or crash it. Admiral Rose had made it very clear that friendly relations with Türkiye was considered a top priority, and earlier the stability of Syria had already become one, so she had quite the responsibility on her shoulders to meet both those interests.

"Everything alright, Captain?" Sidonie asked as she noticed Amélie staring out the window.

The question immediately pushed her out of her thoughts and returned her to the present. "Eh yes... Sorry Captain. I was just thinking about the importance of this exchange."

"You and me both, I am still surprised we even let them in on our plans in the first place. Don't get me wrong, I love that we're rebuilding relations with them but as far as I know we haven't even told Thailand yet about the specifics of Michael. Let alone a country that we only just reset relations with" Sidonie replied, as she sat down in the seat opposite Amélie's.

"Türkiye neighbours Syria. We can't exactly bomb Syria and land soldiers on the ground without notifying them and expect them to still be interested in being allies." Patrick said from a distance, still focused on his documents and only half-listening to the conversation.

"Major Gagneux is correct, and additionally right now Türkiye is the most stable state in the Middle East with a popular government. Having them as an ally in that region is considered a national security priority. Especially with the war on terror. If this goes well and we convince the Turks to work with us on these operations, it is possible we can work with them on future operations as well" Amélie finally added.

For the rest of the flight the three would continue speaking. As soon as they approached Turkish territorial waters the pilot of the plane would contact Turkish authorities for landing instructions. Once those were granted the plane would land in Ankara. All three officers stepped out of the plane and walked to whomever was sent to welcome them. All three wore their dress uniforms.
