Your Excellency,

In the past as part of an effort to re-arm the Israeli nation the Empire of France initiated a program where it would fund a total of 4 billion in military hardware, 2 billion of which was to be a loan to be repaid in the future.

We have become aware of the current predicament in which the State of Israel finds itself. As we believe adding anothe debt to the existing deficit would be an undue burden we would like to extend an offer. The Empire of France is willing to forgive the loan and turn it into a gift. In return we would like to request the right to produce the Eitan UAV, AEW&C, and satellite technology from Israeli Aerospace Industries in perpetuity. We believe this would be an appropriate exchange of value and look forward to your reply.

Your Grace,

Thank you for reaching out and your kind offer. After evaluating and discussing your proposal internally as well as with IAI executives we have come to an agreement. In return for the 2 billion dollar debt to be rescinded we will give the Empire of France the indefinite right to produce the Eitan UAV, AEW&C, and satellite technology. The designs will be transferred from IAI records to the French Ministry of the Armed Forces, though we personally recommend subcontracting either Dassault or Airbus for the production.

This license will not allow the Empire of France to sell or transfer the equipment to any other state without prior permission from my Ministry.
