Your Excellency,

I believe it would not be an overstatement to say that Franco-German relations are currently far from ideal. While the Empire of France remains concerned about events in Germany, at this state in time the greater security challenges faced by Europe are of a greater concern to us and as such we are willing to move beyond the former.

To determine whether there remains enough potential for productive relations and what such relations might look like I would like to propose a summit between our two departments at the Palais du Rhin in Strasbourg. The topics to be discussed here would include the core of Franco-German disputes, the removal of economic measures, the restoration of diplomatic ties and goals as well as outlooks for greater European cooperation.

Should you agree to this summit I will task the Imperial administration with the required preparations.

Dear Your Excellency, Your letter has been well received here in Berlin. It is the Chancellor's hope that a breakthrough with the full elimination of France's illegal sanctions on Germany, the return of diplomatic officers, and an end to France's interference in Germany's affairs may be achieved. In the hopes of achieving European peace and stability the Chancellor is prepared to meet with you unconditionally in a neutral location. The office has received offers for mediation by other parties and we are comfortable with a pursuing secret negotiations in Portugal. We will however request travel restrictions against the Chancellor and her delegation be lifted to allow her to safely travel over French Airspace to Portugal. Additionally we ask that clearance be given so that aircrafts from the Luftwaffe may escort her aircraft to Portugal. Should these conditions be met we can arrange with our Portuguese counterparts a secret meeting in a location of their choosing to facilitate a potential normalization agreement. As a gesture of goodwill the Federal Republic will not submit its legal brief to the ICJ and will await the outcome of the talks in Portugal. We would be amenable to negotiations in a neutral location such as Portugal. Likewise, an exemption will be granted to travel restrictions. To properly relay this exemption to all relevant agencies we request a list of names to be submitted to the Ministry of Europe and Foreign Affairs at least 24 hours prior to travel so miscommunication and accidents can be avoided. We likewise can grant permission for up to two Luftwaffe aircraft to have access through French airspace provided their details are sent to the Ministry of the Armed Forces at least 24 hours prior.
