[DRAFT RESOLUTION]:​

The Assembly​

CONSIDERING, the destruction and murder caused by fascist regimes of the past;​
WHEREAS, the Canadian Nationalist Party offers extraordinary and undeniable sympathies to the former German Nazi Party;​
WHEREAS, the Canadian Nationalist Party is believed to have achieved its majority in Canada by rigging what should have been a free and fair election;​
WHEREAS, the nations of the Free World have uniformly stood against fascism and governments that have supported ideas of racial supremacy;​
WHEREAS, the nations here assembled have not forgotten the sacrifice made by an estimated 80-million soldiers and common people, including over 45,000 Canadians;​
THEREFORE, this Assembly proclaims this "Emergency Resolution on The Canadian Situation" as binding and justified under international law.​

Have agreed as follows:​

ARTICLE 1 INTERNATIONAL EMBARGO
1. An International Embargo now exists between the other nations of the world and Canada.​
a. Member-states are forbidden from conducting any kind of trade or commerce with Canada, be it between governments, private businesses or organizations that operate within their influence, or citizens and residents.​
b. Member-states are forbidden from issuing loans to any level of the Canadian government, the Canadian armed forces, Canadian political entities, Canadian-owned businesses or organizations, and Canadian citizens.​
c. Member-states are forbidden from conducting business or any kind of transactions with Canadian businesses, organizations, or any part of its national apparatus.​
d. Member-states will immediately freeze and seize all Canadian assets in their respective countries.​
e. Member-states will not permit commercial vessels, aircraft, trains, and automobiles to dock in Canadian ports, land at Canadian airports, stop at Canadian train stations, or use Canadian roads.​
f. Member-states will not permit Canadian commercial vessels, aircraft, trains, and automobiles to dock in their ports, land at their airports, stop at their train stations, or use their roads.​
g. Member-states will treat all Canadian products and raw materials as contraband.​
h. Any mention of "member-states" includes all government entities, private and public organizations and companies under their jurisdiction, and citizens and residents.​
2. Any state which does not participate in this embargo will be added to the embargo.​
a. The Secretary General, or the Deputy Secretary General, will be ultimately responsible for adding other countries to the embargo if there is clear evidence that they are not in compliance with the International Embargo on Canada.​
b. The Secretary General, or the Deputy Secretary General, will be ultimately responsible for removing countries from the embargo when there is clear evidence that they are in compliance with the International Embargo on Canada.​
4. Member-states who are found to be in violation of any part of Article 1 are subject to a $500-million fine for each instance of non-compliance.​
a. Member-states who continuously violate Article 1 are subject to a $3-billion fine per month until they cease their violations.​
b. The Secretary General, or the Deputy Secretary General, will decide who is, and is not, in compliance.​


ARTICLE 2 CESSATION OF ALL GEOPOLITICAL SUPPORT TO CANADA
1. Member-states will close all of their Diplomatic Missions in Canada via the procedures outlined in the Resolution on International Diplomacy.​
2. Member-states will close all Canadian Diplomatic Missions in their respective countries via the procedures outlined in the Resolution on International Diplomacy.​
3. Member-states will cease any and all military and intelligence cooperation with Canada.​
a. Member-states may not participate in military exercises or share intelligence with the Canadian regime.​
4. Member-states will consider the Canadian passport void and will not allow anyone from Canada into their country.​
a. Any person fleeing prosecution, genocide, or other unreasonable punitive measures from the Canadian government is exempt from Section 4.​
b. Member-states may allow diplomats from the Canadian regime to enter their respective countries if permission is granted from the Secretary General or the Deputy Secretary General. These diplomats may only be allowed entry for a short period of time.​
c. The Kingdom of The Netherlands is permitted to allow a limited number of Canadians into The Netherlands so that they may participate in the Global Assembly, unless such a time comes where they are removed from the Global Assembly.​
5. Member-states who are found to be in violation of any part of Article 2 are subject to a $2.5-billion fine for each month they are not in compliance.​
a. The Secretary General will decide who is, and is not, in compliance.​


ARTICLE 3 PERIOD OF ENFORCEMENT
1. This Resolution will remain binding and in force until the Nationalist Party of Canada is removed from the Canadian government, declared illegal by the Canadian state (as well as any and all affiliated parties and successor parties), and the Canadian government permits observers from the Global Assembly to oversee a free and fair election in Canada for the federal government.​
a. Once these conditions are met, the Secretary General will permit a resolution to be submitted by any member-state, other than Canada, to nullify this Resolution.​

Jesper Nordheim, the Norwegian ambassador to the Global Assembly, arrived to the chamber and took his seat. He was wearing his nicest three-piece suit, along with a Norwegian-red tie. He took his seat, next to where his Swedish colleague would likely soon be sitting, and waited for other representatives to arrive.

The Belgian delegation for the Global Assembly would arrive read to show its support for the boycott of Canada and opposition to fascism as an anti democratic force threatening the peace and liberty of human civilisation. The delegation would be head by foreign minister Kristopher Reensma. they would take their seats in a calm and collected manner.

Anne Anderson, the Irish ambassador to the Global Assembly, arrived and greeted the ambassadors from Norway and Belgium, before taking her seat.

One of Britain's Global Assembly Delegates, Benjamin Cave, had received the information that the assembly was in session to discuss the situation surrounding Canada.
Following this, he departed his accommodation nearby and attended, hosting a bottle of water in his hand with a notebook and pen to take notes as required, patiently taking his seat.

As the Canadian Ambassador to the Global Assembly was currently in the Antarctica Summit, Blake Cairns was named Special Ambassador to act as the Canadian Ambassador during this 'emergency resolution'. He would enter the room, reading the bullshit that was being proposed. Smiling to everyone except for the Norwegian Ambassador, he would take his seat and sip away at his black coffee.

The French Ambassador, who had been on the phone with the French Navy as they delivered Mugabe to the Channel, would perceive noticed that the Assembly was calling forth a session, and as such would make her way to the Assembly Chambers. However, she also received instruction from the French Government not to guarantee support or opposition to anything until receiving further orders from France.

The Polish delegate to the GA, Andrej Towpik, and his assistant arrived at the Assembly. Once the duo took the seats, the assistant placed two bottles of water in front of them as well as a pad of paper and several pens.

With Marc Kvet, Ambassador for Sweden to the Global Assembly, otherwise engaged the Deputy Ambassador would be sent to represent Sweden in this matter. Berth Sandberg would enter the chamber and take his respective seat - as remains tradition with Sweden in the Global Assembly the flag would only be raised when an Ambassador was seated in the chamber, thus he would take a small flag and position it in front of him beside the country name engraved on the desk.

After the Deputy Secretary General asked Ambassador Nordheim to make an opening statement in regard to his resolution, he stood up and adjusted his microphone so that he could be heard. He briefly looked over at his Swedish colleague, and raised his eyebrows as if he had a surprise in store.

"Mister Deputy Secretary General, thank you for allowing me to make an opening statement before debate on this resolution begins," the ambassador said. "You and I spoke before we adjourned today, and you gave me permission to yield my time to make an opening statement to another representative of Norway... Mister Deputy Secretary General," Jesper said, "I yield my time to His Majesty, King Oskar - the King of Norway," he said.

At this point, the main entrance to the assembly opened. Oskar, the King of Norway, ducked under the top of the door frame and then stood up straight. The 8-foot (2.4 meter) tall sovereign of Norway started walking towards the head of the chamber where he would make his statement - as was tradition for Heads of State and Government. Standing just behind the doors to the chamber were a few unarmed officers from the Royal Police Escort. The King was wearing a dark black suit, a snow-white cotton shirt, black pants, an equally dark vest, and a Norwegian-red tie. His vest had a gold pocket watch-chain hanging from a designated pocket on it. The 70-something year-old walked with a walking-cane that was over four feet tall on its own. While it wasn't public, it was believed that his need for a walking-cane was a combination of complications from the genetic disorder that made him so tall, as well as injuries he suffered as a soldier during World War Two. He slightly nodded in Jesper's direction as he easily made his way down the aisle. While he was permitted to wear a large number of awards that he had earned either in battle or from other monarchies throughout Europe, there was only one adorned on him today - the simple War Cross With Sword, Norway's highest military honor.

He gently set his cane against the podium and removed his speech which was printed on folded legal paper. He carefully put on his reading glasses, and looked up to the assembly of delegates from around the world.

"Mister Deputy Secretary General, honorable ambassadors, thank you for this opportunity to address the Global Assembly. I normally do not travel, or act on matters of foreign affairs, but this is an extraordinary situation that requires a definite statement from the Kingdom of Norway. I am speaking today with the blessing of the Prime Minister, the Council of State, and the Norwegian Storting at large. This situation has brought together even the most polarized individuals in Norway's government.

"In 1940, I was an officer in the King's Guard. I was a soldier as Norway was being invaded by the most powerful armed force in Europe which sadly had power over one of Europe's greatest states: Germany. I saw the beginnings of the invasion of Norway with my own eyes, along with the deaths of many of my friends, family, and brothers-in-arms. I was shot, several times, and nearly died in a ditch at the Battle of Midtskogen as we fought to buy time for King Haakon and the government to escape. He had defied the Nazis, and threatened to abdicate the throne if his government decided to capitulate. Two other soldiers from the King's Guard 1st Company, and a nearby farmer, drug me half a mile to a Army Field Hospital... they saved my life. I was able to get back on my feet in time to rejoin the fight to make sure that the King made it out of Norway without being captured... My countrymen and I were not just fighting soldiers from a foreign army, we were fighting an ideology - we were fighting fascism.

"Fascist societies are cancerous. Their Orwellian ultranationalism and their natural need to suppress anyone in the opposition means that the invasion of weaker states and the destruction of different societies is virtually inevitable. This ideology also naturally leads to ideas of racial or ethnic supremacy which, if left unchecked, will lead to segregation, displacement, forced castration and sexual mutilation, and then finally genocide. While I understand that the people of the world are different, and so are their systems of government, I urge the Global Assembly would hold a policy of zero-tolerance for fascism.

"Perhaps some of you honorable ambassadors are concerned with trampling on the sovereignty of another nation, and you're asking yourself 'But what evidence is there that the Fascist Canadians are ill-willed or doing harm?' To that point, I can only remind you of what happened historically, of what I went through. Openly-fascist states are not to be trusted, they will build up their armies and weapons and coordinate with the other malicious powers of the world so that they can spread what they consider to be absolute order - I hold that to be an axiom. There is also clear evidence that the Canadian Nationalist Party is anti-democratic, racist, and at best xenophobic...



"Norway is proposing this resolution not to go against the Canadian people, but against the fascist regime that has managed to illegally grab hold of the Canadian state. Canada has been a prospering liberal society for over a century, and has seen unprecedented growth and progress in the past ten years. It makes no sense that the Nationalist Party would suddenly appear out of thin air and manage to grab a controlling interest of the government. My mind flashes back to October when supporters and members of the Canadian Nationalist Party were burning swastikas and giving the Nazi-salute in celebration of their party's questionable victory...

"Right now, and I imagine in the weeks to come, the regime that has taken control of Canada will attempt to do everything they can to make them look like an open and even charitable organization. I remind you of their publicly issued, racist, xenophobic, and anti-democratic party-platform. I remind you of the propaganda of past evil regimes, and how they try to use the media to manipulate the world at large into appearing them. If anything else," he said, "I remind you of your fathers, your uncles, your grandparents who I met, and who I fought alongside with, to make sure that this kind of evil never takes hold on our planet again!" he said, slamming his fist on the podium.

"I'll never forget the incredible sacrifices made by the the Russians, who helped liberate Norway, or the Americans, British, Canadians, and Australians who suffered unbelievable losses on D-Day... I'll never forget what fascists did to my generation, of the hundreds of millions of people they helped kill in World War Two.

"As the King of Norway, as a statesman... as a fellow man, I urge all of you to vote in favor of this resolution. A quarantine of Canada now will mean that a bloody war with the country wont be necessary in just a few months or years... Thank you for your time," he said before removing his reading glasses, folding his speech back in his pocket, and grabbing his walking-cane. The giant of a man walked back to the doors wince he had come from and exited the chamber so that debate on the resolution could begin.

Blake Cairns would give a small and soft clap once the Norwegian King had finished his little rant. “That was an interesting life story,” the Ambassador would stand and take a sip of his coffee, “truly - remarkable.” Don’t care, didn’t ask came to mind through the whole thing. The Ambassador took his place in front of the chamber. “If it’s alright with you, fellow Ambassadors, I shall deflect these baseless accusations.”

“First and foremost, I must say that this resolution is not only insulting to the Canadian people but democracy as a whole. This foreign King attempts to mingle within another nation’s politics by saying that my party has no possibility of being able to have gained power so quickly yet it was the people of Canada who have voted for the Nationalist Party of Canada to enter the majority within the House of Commons and become the leading government of Canada. This election, which happened no more than two weeks ago as of right now, which also brought upon majority for the Nationalist Party of Canada was run just as any other Canadian election - fair and free and my nation would gladly welcome any specialist that the Global Assembly wishes to send to investigate this recent election and verify that my statement regarding it is just and true. The fact that the Norwegian government wrote up this entire resolution to punish the Canadian people and the government that they voted for simply because they used their democratic rights is nothing more than absolutely repulsive, especially coming from someone who is attempting to title themselves as a democratic.

As for these accusations of ‘anti-democracy, racism, and xenophobia’. Neo-nazis are extreme and disgusting people, like leeches they grab on to anything that identifies itself as nationalism and use it to their advantage until there is nothing left and like rats they then scurry off into hiding until another such event arises. Sadly, the Party cannot control who supports us and we certainly cannot control what their beliefs are. The fact that these Neo-nazis have failed to understand the Party fully, believing that our Canadian nationalism stood as ‘white pride’ is no one’s fault but their own.

Let me make it clear for all those within the chamber, the true beliefs of the Party before they are buried under more false allegations. The Nationalist Party of Canada is not antisemitic, it is not racist, nor is it anywhere close to white nationalist. The Nationalist Party of Canada supports Canadian nationalism and culture. Whatever the race, the gender, the status, and heritage - if they are Canadian then the party supports them. We also support socialist economics which aid the working class of our nation and hope to one day allow Canadians of all backgrounds and economic status to have the same benefits and possibilities in life as any other Canadian.

The government has already passed a new Act to aid the nation’s biggest sufferers towards better education, employment, standard of living, and life - the Native Americans. A six month project to build hospitals, schools, and police departments run by Native Americans. Paid education and law teams. Paid rehab, paid medical staff and equipment and medicine. We’ve also begun hiring more Native Americans into the military and government occupations.


It is clear that Norway is not fond of the election results but hurt feelings is no reason to sanction a nation. If this resolution passes - which mind you will not only hurt Canada and the innocent civilians that call the nation home, but it will hurt all of you - economically and internally. If this resolution passes then who is next? Cuba because they’re communists? Japan because their ancestors committed grotesque massacres in China? The United Kingdom and the United States because they murdered tribes centuries ago? Who will be brought in next because of their election? Because of their internal governance?

I will state one last time, fellow Ambassadors. The Party has never shown any support for Nazism, never shown any support for Hitler, and never have we - nor ever will we - show support for the extreme and disgusting racism that Hitler and his government had promoted to the point of a genocide. The Party has never shown beliefs of racism and xenophobia, nor has it ever shown to be anti-democratic. But please, I ask the Norwegian government to bring forth the evidence that they have collected against the Party and my government - after all, they wouldn’t bring us all here to sanction an entire nation and make its people suffer simply because they didn’t like the results of an election… right?”

"Unless there is any solid evidence of wrongdoing by Canada, then this body does not have the ability to prosecute or sanction Canada pre-emptively. Until Canada does something that is abhorrent and against the morale of this body then we can reconvene on this matter. If we accuse other nations of doing something before they do it then I'm afraid this body will lose its legitimacy and nations around the world will band together against it or not join in the first place. If we lose our members then there's no point to the assembly existing as its reach will be minimal. We must think carefully about where we are treading with this one."

Embarrassingly late as usual, Ostap Antonovych Ilchuk would enter the chamber. Under his arm he carried his usual leather binder with the resolution inside. In each hand he carried a coffee, a new addition to his morning routine. He would leave one on the Russian representative’s desk as he walked by. Slipped discreetly between the to-go cup and the cardboard insulator was a post-it sized note folded in half twice. It was written in Russian.

Disclosure: started producing def. orders before current govmt, but did ship 140 MBTs to them yesterday. Remaining logist. orders will be slowed. Also receiving funding for joint R&D from them. Our leadership plans to divert it to non-joint project. Continue since govmt has not yet committed any infractions, or address now w/ sanction vote? Our opinion: their ideology makes conflict inevitable, question is when. Drink coffee=our rep. votes “approve” set coffee to left= our rep. votes “decline” set coffee right= “abstain”

Anne Anderson would stand "Ireland agrees with the gentleman from Australia!" She would abruptly say. "There is no evidence of these accusations, this is all hearsay. Without proper evidence the Republic of Ireland will not and can not agree with this resolution. Ireland may not agree with Fascism, but were is the evidence of wrongdoing." She would then take her seat.

Sergey Lavrov glanced up at the Ukrainian representative as they left a coffee and note at his desk. Discreetly he unfolded it and began to read. Occasionally glancing back up towards Ostap Antonovych Ilchuk. After a few moments Sergey would with purpose reach a hand towards the coffee, make eye contact, and drink the coffee. The message was clear. Folding up the note he would set it aside.
