THE ASSEMBLY

[TOPIC OF DISCUSSION]: Resolution on Peacekeeping


[DRAFT RESOLUTION]:

The Assembly,

STRESSING, the need for a legal basis upon which to operate peacekeeping operations,

REAFFIRMING, the mandate of the Global Assembly in maintaining global peace and stability,

RECOGNISING, the essential role the Global Assembly can perform at conflict resolution and peacekeeping;

THEREFORE, the Assembly proclaims this "Resolution on Peacekeeping" as a standard for peacekeeping operations mandated by the Assembly. With the Organisation striving to maintain the highest standards of security, policing and peacekeeping operations,

Have agreed as follows:

Article I:
1. 1. The Assembly recognises the important role peacekeeping operations have in maintaining peace and stability.

Article II:
1. This resolution aims to establish the peacekeeping mandate of the Organisation:
a. The Assembly is responsible for issuing mandates for peacekeeping and the building of the rule of law and security institutions, such as:​
i. policing;​
ii. mine action;​
iii. disarmament, demobilisation and reintegration.​
b. The Secretariat is responsible for organisation and maintenance of peacekeeping operations and rule of law operations, which have been authorised by the Assembly.​
c. These operations will include personnel from Armed Forces and Police Services from the Organisation's Member States and civilian volunteers.​

Article III:
1. The Assembly must pass a peacekeeping resolution defining the mandate of the Peacekeeping forces before any Peacekeepers may be deployed under this Resolution.
2. For the assembly to pass a peacekeeping resolution, one of the following triggering conditions must be met:
a. A super majority of delegates vote in favor of the resolution.​
i. A super majority is defined as 70% or greater of the voting delegates.​
b. A state involved in the conflict requests peacekeeping forces and the conflict is between the state and non-state actors.​
c. All states in conflict against one another request peacekeeping forces and:​
i. All state actors have negotiated and ratified an agreement with all parties to ensure the neutrality of the peacekeeping operation.​
ii. The Assembly has obtained the necessary permissions from the state(s) to which a peacekeeping force is being deployed.​

Article IV:
1. Once an operation has been mandated, the Secretariat is responsible for seeking suitable personnel for participation in operations.
a. Member States must have volunteered their participation, nations cannot be forced to partake in peacekeeping operations.​
2. The Secretariat has the right to assign nations and their militaries the mandate of operating under the Organisation.
3. Armed Forces, police and volunteers operating under a GA mandate must adhere to international law as well as GA regulations.

Article V:
1. Deployed units must bear the colour and symbols of the Organisation.

Article VI:
1. The Secretary General and the Undersecretary for Security & Peace Operation are responsible for the strategical command of GA Peacekeeping Operations. The Undersecretary General for Security & Peace Operations is responsible for:
a. Ensuring that operations have the necessary personnel and equipment in order to conduct the operation.​
b. Issuing the Assembly's mandate to participating forces.​
c. Maintaining constant communications with all parties.​
2. Force Commanders are responsible for the tactical management of GA Operations, the Force Commander is appointed by, answers and reports to the Undersecretary for Security & Peace Operations. The Force Commander is responsible for:
a. Operational planning and deployment of participating units.​
b. providing reports to the Undersecretary of Security & Peace Operations in regards to the status of the operation.​
3. Unit Commanders are responsible for the operational management of GA Operations and are appointed by the Participating State to lead their unit deployment. Unit Commanders answer to the Force Commander. Unit Commanders are responsible for:
a. carrying out operations assigned to their unit by the Force Commander.​

Article VII:
1. Peacekeepers deployed under a mandate stemming from this resolution are limited in their capacity to act in the conflict in the following ways:
a. Peacekeeping forces are deployed strictly to protect innocent lives from being lost in war. They are not to take a side in the conflict. The outcome of the conflict is not the concern of Peacekeepers.​
b. Peacekeepers will designate "Safe Zones" under their protection where civilians may live without fear of military attack. Peacekeepers are not to leave the Safe Zones unless it is to move to another Safe Zone or take an otherwise authorized action.​
c. Peacekeepers may only use lethal force if the Peacekeepers, civilians under their protection, or the Safe Zones are under direct attack from outside forces.​
d. If an actor involved in a conflict is deemed to be directly and intentionally targeting civilians, Peacekeepers are authorized to take lethal actions against the actor to prevent further targeting of civilians lives.​
e. Peacekeepers are authorized to rescue and escort civilians trapped inside of conflict zones. Conflicting forces must allow Peacekeepers to remove endangered civilians, otherwise Peacekeepers have limited authority to use necessary force to rescue trapped civilians.​
f. Peacekeepers will not prevent conflicting forces from moving through Safe Zones provided that the forces in conflict do no remain in the Safe Zone.​
g. If conflicting forces are deemed to be using Peacekeepers or Safe Zones as "shields" in a way that threatens the safety of a Safe Zone, the Peacekeeping forces are authorized to use force to remove the conflicting force that is attempting to use the Peacekeepers as a shield.​
2. If the assembly, by an 80% majority, designate one actor in a conflict as imminently hostile to the interests of peace, security, and the rule of law, Peacekeepers may be granted a broad mandate to destroy the designated actor.
a. If Peacekeepers act under this clause to destroy a designated actor, the Peacekeepers must remove their Peacekeeping insignia and fight under the banners of their home countries or some other chosen banner besides that of the Global Assembly.​

The Assembly is now in session in order to address Draft Resolution for Peacekeeping.
I have taken it upon myself to amend the original resolution submitted by the Representative in order to more clearly define the resolution and its parameters.
Representatives are now welcome to enter the Assembly Chamber in order to participate in the debate and voting.

Kiyotaka Akasaka, Japanese representative to the Global Assembly, entered the building. He bowed to the chamber and gave slight bows to the seated representatives before finally taking his seat. He opened his briefcase and withdrew files prepared in advance of this discussion. The Japanese government was cautiously optimistic about the proposed legislation.

Marc Kvet marches into the chamber, tugging his black sequin hand-luggage sized suitcase across the carpets and through the grand double doors. Under his arm is tucked an A4-sized conference folder with the Kingdom of Sweden coat of arms emblazoned on the front, secured shut with a single zip around the outside; his other hand secure tightly around a small flask containing the best coffee he could find within a mile of the chamber.

He minces quickly towards the Norwegians and takes a seat beside them, wiggling his fingers to friends and allies around the chamber in a form of wave.

Marc leans over to the Norwegian Ambassador and whispers "Hiya hun, you okay?"

The Norwegian ambassador looked over to the Swedish ambassador and handed him the extra coffee that he bought. "Don't call me 'hun'. Yes, I'm okay. How are you?" he said. "The Americans are proposing something for once, this is quite impressive," he said.

The Belgian Representative would take a Cuban cigar out of his suit pocket and walk outside to take a smoke coming back in a little more lively than was previously the case. "I wonder when the English will arrive?" He muttered in Flemish.

The Portuguese representative would face the Brazilian representative cautiously looking for anyone listening.

"Peacekeeping, typical American stuff... always on about sending her forces all around the world for proxy wars."
He would casually quip in Portuguese.

He would smile to those who raised their suspicion if anyone had been. He then looks at his watch and looks around the chambers to observe those who are present, waving his hand to say hello to those who aren't busy talking with one another. Finally, He turns to the other European Nations and attempt to make small talk, patiently waiting for the discussion to commence.

The British Delegate to the Global Assembly, Michael Miller, had made his entrance into the chamber with intrigue into the proposed resolution by his American Counterparts. On the way to his seat, he was sure to greet all those he passed that were already in the chamber, holding nothing but a notebook and pen. Taking an interest in the Portuguese, he'd introduce himself. "Hello, How are we today?" he proceeded, hoping to recall the last visit between Britain and Portugal went what he had heard, exceptionally well. Until the official discussions began and following on from the small talk, he focused on reviewing the suggested bill to contemplate the stance that he would make, or any amendments he ought to request if it was something that would be supported by the British Government.

The doors slid open softly as the Vietnamese delegation arrived as quietly as possible. They were a duo, with the Vietnamese Ambassador to the Global Assembly, David Nguyen, and his Republic of Vietnam Marine Corps adviser, Captain Jakobe Tran. As was tradition, a civilian delegation was always accompanied by a defense adviser, and vice versa. Despite the youth of Nguyen and his relative inexperience, Captain Tran was there to serve as his adviser and had already agreed to defer to him.

"Have you had a chance to read the document yet, Captain?" David whispered as they took their seats.

"The translation isn't available yet," Jakobe responded. "But, from my rudimentary understanding of the King's English... I like it."

"Agreed. There are certain caveats I have issue with, though." David said, before standing up to the General Secretary of the Global Assembly. "Honorable Chair, the Vietnamese Delegation motions to open debate and initiate a speaker's list."

The Secretary General leaned slightly forward towards the microphone in order to respond to the Vietnamese delegate, "I wish to invite the representative from the United States of America to make an opening statement in order to initiate the debate."

Madeleine Albright would nod to the Secretary General, coughing to clean her throat before leaning into the mic infront of her. "Gentlemen, I'd like to start off by thanking you all for attending this meeting and hopefully we can work through this properly and clearly." She'd pause for a moment, before continuing on. "We should all know that conflict, war crimes, genocide and all things horribly associated with those grip the world and will continue to tighten their grasp if it is allowed to continue. But we - the nations of the Global Assembly - have the opportunity to put a stop to this by passing this resolution.

Now, this isn't a proposal to just send soldiers into countries to fight wars, no, it's a proposal to make the lives of those stuck in conflict easier: To make sure children can have an education and access to healthcare, to remove the chances of civilians stepping on a mine on their way to work and to remove the possibility of Weapons of Mass Destruction being used against civilians.

As members of the Global Assembly, which is an entity that represents the whole world, have a duty to protect those people we represent.
