RESOLUTION ON THE BALKAN CONFLICT BETWEEN

THE REPUBLIC OF SERBIA

AND THE

TERRITORY OF KOSOVO

The General Assembly,

Considering the long history of territorial, ethnic and religious conflicts that mark the Balkan region;​

Taking into account previous armed confrontations;​

Noting previous Agreements refering to the Dispute between Serbia and the territory of Kosovo;​

Concerned about the possibility of an armed escalation of the present conflict;​

Resolves that:​

1.- The Republic of Serbia has to immetiadly recall all armed forces operating within the territory of Kosovo and refrain from pursuing any military action on said territory, with consequential economical and political sanctions should the rpesent Article be ignored.​

2.- To call all involde third Parties to refrain from intervening, directly and/or indirectly, in this conflict. Should any of them violate the present Article, they will be made automatically subject to international sanctions, economic and political, in the form of embargoes and monetary fines to be paid to the General Assembly, among others.​

3.- Return complete political control of the Territory of Kosovo to the Republic of Serbia, made effective by the mobilization of non-military, security forces, from Serbia to said territory, preserving and guaranteeing all rights and properties of the local population.​

4.- All further conflicts surreounding the Balkan region to be brought immediatly to the General Assembly to be resolved through diplomacy.​

The Republic of Argentina has presented this Draft Resolution to avoid a war and a senseless destruction of material property and human lifes.

It has to be considered that the territory of Kosovo claimed to have gained de facto "independence" after a unilateral act, disregarding not only the position of the Serbian Government, disrupting the principle of territorial integrity, but also ignored several UN resolutions surrounding the issue.

Without a valid, internationally recognized process, Kosovo cannot be considered independent in the eyes of international law, and would set the dangerous precedent for other territories to act in the same way, like Catalonia, Scotland and Chechenia.

Also, the present Draft would guarantee sanctions to any thrid party intervening in the conflict, avoiding therefore an armed escalation, while at the same time halting the possibility of civilian casualties and damage to property that any armed action implies.

Brazilian GA Representative Juan Valdez would reply, "Brazil endorses this Resolution, particularly Article II, the involvement of foreign parties in the Balkan Conflict. We have a GA for a reason. But it seems some nations feel GA rules do not apply to them. The time for that to end is now."

With its best Captain America impersonation, the argentine rep would say "Language!" And then move on.

"Kosovo is and was never an independent territory. It's part of Serbia, as territories can just decide by themselves to split. We can discuss the terms and times of its reincorporation in a new resolution if your nations desires."

Before turning his computer around for everyone to see. "Statement by Secretary General Gregory 'This Resolution was opened by Yugoslavia, regarding the legality of the former Kosovar independence. In response to the Referendum Results of 2011 administered by the Global Assembly, Yugoslavia and President Tito have (Now) relinquished all claim over Kosovo. Considering the original issues have been addressed, this Chamber is closed. I'll have to ask all of you, excluding the United States and British Ambassadors to exit the room.'. Argentina itself voted for Kosovar Independence. Why do you now support a Serbian takeover?"

The Ambassador, being fluent in both English and French, would respond to the chamber in French, which would be translated via the ear pieces.

Brazilian Representative Juan Valdez would ask the proudly polyglot Canadian Ambassador which countries he was referring to as childish and why.

He would then thank the Canadian Ambassador for offering Canada's negotiation expertise that the rest of the world seems to lack.

"Somos todos gratos a você, senhor embaixador," Valdez would say in Portuguese.

Then he would say in English, "Where would the world be without Canadian leadership? I shutter to think."

He would then take his seat, scratch an itch and think about lunch.

Koro Bessho, Japanese representative for the GA would arrive to and take his seat. In my opinion the independence of kosovo never should've happened. Let's be honest what good did the independence do for Kosovo. Kosovo is being controlled by corrupt people, politicians are embroiled in scandals, unemployment rate this year is around 30% and for the youth unemployment rate it's almost 50%. Recent figures show that around 40,000 people leave the country every year. Some local's even said" we thought that after the war everything would become better but people are suffering now more than before the independence." "Politicians are corrupted" "hospitals are the worst. There are doctors who bought their degree without even studying" "Doctors operating on you without the proper education, skills or experience. So please tell me what good did it do? if you had cared about kosovo you would have helped them build up their nation, improve their economy, help them with education. But you just didn't care about them. Stop interfering with someone else business if you are not going to help them.In the other hand we cannot let Serbia get away unsanctioned with the recent actions they did against the kosovar people

The Brazilian representative concurs with Japanese statement. Serbia should be on the receiving end of some sort of sanctions for the deliberate mistreatment of minorities, but other world governments should not be taking any side in independence movements, especially with boots on the ground. That should never be allowed to happen by this body."

This is the response of the Secretary General, not of Norway.

The Secretary General inched toward his microphone and briefly said, "In regards to what the American Ambassador has brought up, I can clarify that it is and still remains the position of the Global Assembly that Kosovo is a sovereign nation." Then, he sat back into his chair and let the debate continue.
