Dear all,

As promised, we have commenced the revision of the Assembly's Statute to provide clearer guidelines for its operation. The main changes involve the legislative process that a draft resolution undergoes. Specifically, we have introduced a 'three-stage system' for the procedure, delineated into first, second, and third readings, akin to standard legislative protocols found around the world.

Before progressing to any reading stage, the initial step involves the submission of a draft resolution, following the existing forum mechanisms. However, a noteworthy change is that the Secretariat will review the draft without making alterations. Instead, the Secretariat may append its advice or opinion to the draft resolution, subsequently presenting it to the Assembly.

Upon submission, the first reading ensues. This stage involves the publication of the resolution thread through this account, thereby establishing the thread as the primary authoritative document for the draft. The Presiding Officer initiates the session and invites the submitter to deliver an opening statement. Following this opportunity, or if waived by the submitter, all other Participating States are encouraged to present their opening statements. Importantly, this phase primarily focuses on presenting arguments in favour of considering the draft resolution, by allowing each participant only one opening statement. Subsequently, a vote is conducted after a reasonable duration (depending on the circumstances surrounding the resolution) to determine whether to propose the draft resolution for a second reading, offering a chance to either reject the draft or advance it to the next stage.

If the draft is recommended for a second reading, it proceeds to the 'amendments phase'. Participating States have the opportunity to submit amendments to the draft, accompanied by debates on each amendment. Following a reasonable duration, votes are cast on each submitted amendment. Amendments garnering a majority result in a revision of the draft. Upon completion of the voting on all amendments, a further vote determines whether to propose the revised draft resolution for a third reading. In the event of a majority voting against this recommendation, the Presiding Officer may opt to reopen the draft resolution for amendments or consider it withdrawn.

Recommended for a third reading, the draft resolution enters its conclusive phase. The initiator is invited to deliver a closing statement, followed by closing statements from other Participating States. After an appropriate duration, a final vote decides whether to adopt the draft resolution in its final form. A majority vote in favor leads to the resolution's adoption, while a majority vote against it results in the draft resolution being considered withdrawn.
