[Germany] Phone Call to Turkey

A couple weeks after the German refugees had left Turkish borders, the Kaiser had organized a Cabinet Meeting to discuss the proposed agreement between him and Hakim Usta with his Minister of Finance. After the private meeting concluded, the Federal Minister of Finance was ordered to talk with his counterpart from Turkey on the agreement presented by Ambassador Hakim.

The call was made secretly, with state of the art encryption by the Federal Intelligence Service taken as a Priority-Level 5 security issue by the Federal Government. As Matthias Hierl's connection finally went through, he waited with bated breath to talk with the Financial Vizier for Turkey on negotiating the contract further.

The Chancellor, upon being made aware of the phone call, immediately answered it.

"Ozel Giray, Chancellor of The Royal Treasury, how may I help you?"

"Hallo. My name is Matthias Hierl; I am the Federal Minister of Finance for Seine kaiserliche und königliche Majestät and Frau Reichkanzlerin Nahles. I am calling to discuss about a contract that was offered to His Majesty while taking asylum in Turkey by one Herr Hakim Usta," the Financial minister replied with calm thought and determination to discuss on the contract. While his English was not the best out of the Federal Government's ministers, he knew enough to hold semi-basic conversations and get the point across when needed.

"I see," Ozel replied quietly. "Would you excuse me for just one second."

The chancellor then put the Germans on hold, while he summoned The Chairman of The Royal Bank Of Turkey, Ucanok Gulen, and The Chancellor of The Royal Estate, Hamdi Kemal. Once the pair were ready, they rejoined the conference call.

"Sorry for making you wait," The Chancellor apologised. "However The Turkish Government proper doesn't actually handle loans as a matter of principle. We don't, officially, support the notion of foreign aid, or anything of that nature. However, The Royal Estate, due to it being non-political in nature, is permitted to do as it wishes, as long as it's legal. As such, I've brought the government's observer for The Royal Estate's dealings, Hamdi Kemal, and The Chairman of The Royal Bank Of Turkey, Ucanok Gulen, into the call."

The two new Turks quickly gave their greetings.

"Since The Royal Estate is not government business, and the constitution prevents the government from interfering, I'm afraid I'm legally obliged to make myself scarce and withdraw." Ozel apologised before making his goodbyes and hanging up.

"So, you wish to discuss the little deal that ambassador offered to His Majesty?" The Chairman drawled in a manner that almost sounded inebriated. "What in particular do you wish to talk about?"

"Well, from what I have seen, the offer seems rather vague and could be abused by what is currently, how you say, 'stipulated'?" Matthias began, already looking over the document in his hands, thankfully translated to German, "Seine Majestät had requested that I review this document with the aide of members of Haushaltsausschuss des Reichstags...perhaps better known as the 'Budget Committee'." The man cleared his throat as he listed problems not only he found easily abuseable, but potentially dangerous to German investments.

"It states in der erste Artikel that the loan must be paid off within a reasonable timeframe. What should constitute a reasonable timeframe? 6 months? A month? Days? a year? 5 years? Und zweitens, what coincides as a reasonable payment plan? Is it a yearly plan, a monthly plan, god-forbid a weakly plan for repayment? These are issues that not only I found, but what der Haushaltsausschuss confirmed as well...I think it has come to negotiating a proper payment plan of the loan...and I already have mein counteroffer. Instead of stating it as a "reasonable timeframe", the committee and I have agreed to a stated 2 year repayment plan of the loan; One und drei Vierteljahr at minimum. What say you?"

"From what Mr. Usta told me, it was a draft, so, naturally, we're happy to change the parts relating to repayment in a 'reasonable time-frame' to something you believe is more reasonable," Ucanok mused. "I have a copy of the draft in front of me too, so let me just fetch a pencil and make some alterations."

1. Both parties in this agreement affirm that they will abide by the terms of this agreement, and fulfil them, fully and in a reasonable time-frame. time-frame not exceeding two years from the date the lender fulfils their duties stated in Article 2.
2. The lender agrees to provide the borrower with $4,000,000,000, at a fixed interest rate of 10%. As such, the amount requiring repayment to the lender is $4,400,000,000.
3. The borrower agrees to surrender the production rights to items matching the terms listed below. These will be held in trust by the lender as security against the loan until it has been repaid in full.
   1. Any and all items of a military nature that have ever been created by citizens of Germany, and its predecessor states.
4. The lender, while acting as trustee for the military equipment listed above, will not prohibit the borrower, or others with access to them, from producing the military items that they are the trustee for. The lender will not use the production rights they are holding as security while the borrower is abiding by the terms of this agreement.
5. In the event that the borrower defaults on their obligations, the productions rights being held in trust by the lender will become their property in perpetuity.
6. Upon receipt of final repayment, the lender will return the production rights they have been holding in trust for the borrower, formally concluding the obligations set out in this agreement.

"Ignoring the bit about minimums, since it doesn't really matter whether you repay it quickly or slow, just as long as you do so before the amount of time you agree to expires," Ucanok replied. "So, I've got it written down that you want to have a two year maximum to repay the loan. As for when that two year maximum starts, I've put it as the moment you receive the loan, how does that sound?"

"Wunderbar, danke mein Kameraden," the Financial Minister said, excitement clear in his voice as his negotiations began to go much more smoothly than he anticipated. However, realizing that he was not acting in a way befitting of a government official, he cleared his throat and regained his composure.
"I apologize for that. Now...regarding the zehn Prozent interest rate, I was asked by the budget committee about the possibility of lowering that to an acht Prozent interest rate to give a little more ease on our economy. However, I am fully willing to deal with zehn with a 1 month minimum repayment of
zweihundert Millionen US-Dollar. At which point, you can choose to increase the interest by zwei Prozent per late month. Das ist gut, ja?"

Ucanok leaned back in his chair, tapping his cheek with the pencil thoughtfully. There was definitely a case for taking up the Germans on their suggested punitive clause for the purpose of, potentially, making more profit, however this would be at the cost of kicking an economy that was already on its knees.

"No, I'm fine with letting you have carte-blanche in regards to repaying the loan, just as long as you have it all done and dusted after two years," He concluded. "You're already in enough financial trouble as it is, and I am confident that you will not act in a manner that smears the reputation of The Kaiser."

"Of course. Danke shön," Matthias thanked Ucanok before continuing, "Now, asking Seine Majestät and Frau Kanzlerin on the matter of collateral...I do have a bit of a troubling problem...we cannot ultimately ask all of our Gesellschaft to nationalize under you with what seems to be little or no profit...so...we have a solution instead. As of this minute, we have nationalized the companies of Rheinmetall AG — which is being subsidized into Rheinmetall Arsenal AG und Rheinmetall-Gewehre AG — und Heckler und Koch GmbH under the name Reichland Defence. We are also in the process of nationalizing more groups as added collateral as the contract continues, currently negotiating with Krauss-Maffei Wegmann. Will this be sufficient collateral security?"

Until full repayment has been made, we, The Bank, will hold any all and military products made by Reichland Defence, and its subsidiaries, in trust. You will still be allowed to produce the goods we hold in trust, and Turkey won't be able to. However, if you fail to repay the whole balance before 2 years elapses, they will become the property of the bank to recoup the loss of the loan, and we will be able to do whatever we wish with them. Is that a satisfactory summary of the agreement for you?"

With the document changes finalised, The Chairman immediately dispatched it via secure fax.

"Glorious!" He replied. As soon as a signed copy of this, and the plans we will be holding in trust for you, we shall immediately send you the requested funds!"

"Danke. Have a good night then. You will receive the document tomorrow morning." Upon stating his farewell, he hung up and proceeded to fax a copy to the office of the Royal Household and Reich Chancellery upon giving his signature. In the early hours of the morning, the fax machines belonging to the Turkish Royal Estate and Turkish Royal Bank would receive the signed copies of the document, bearing the Kaiser's signature and seal, the Reich Chancellor's counter-signature, and the Federal Minister of Finance's signature. A few hours after the fax, a privately-encrypted email was sent dealing with Reichland Defence, and its ownership currently belonging to the Turkish state.
