Presidential Regulation on Action against the Republic of Turkey

Article 1
1. An aircraft will be banned from entering Egyptian airspace if:
1a. It has entered Turkish airspace in the last 5 months.​
1b. It is owned (or has been owned in the last 5 months) by a company that has had aircraft enter Turkish airspace in the last 5 months.​
1c. It is owned by a company that schedules flights to the Republic of Turkey, and such a scheduled flight had been completed in the last 5 months.​
2. A vessel will be banned from entering Egyptian waters and using the Suez Canal if:
2a. It has entered Turkish waters in the last 5 months.​
2b. It is owned (or has been owned in the last 5 months) by a company that has had vessels enter Turkish waters in the last 5 months.​

Article 2
1. The President, Prime Minister, Minister of the Interior and Minister of Defence will be granted the following powers:
1a. Able to declare a state of emergency applying to all territories under the jurisdiction of the Arab Republic of Egypt.​
1b. Able to declare a state of conscription, whereby all males from the ages of eighteen (18) to thirty (30) must serve in either the Armed Forces or Central Security Forces for a period of 12 months.​
1c. Able to issue regulations, the provisions of which expire in 6 months from date of issue, unless renewed by another regulation.​
2. The President, Prime Minister and Minister of Defence may convene the Supreme Council of the Armed Forces, and issue orders applying to all members of the Armed Forces.
3. The President may move the Central Security Forces to the Ministry of Defence.
4. The People's Assembly may amend the Constitution within the context of the present situation.
5. The President, Prime Minister, Minister of the Interior and Minister of Defence may grant any of the above powers to other persons, as long as the said power may be used by the person granting it.

Article 3
1. The Armed Forces must be on a state of high readiness within 9 months, with the capacity and capability to repel any invasion against the Arab Republic of Egypt.
2. The Supreme Council of the Armed Forces will be able to use up to 75% of the GDP of Egypt for the military.
2a. Any more must be approved by the People's Assembly.​
The above provisions are to be given the force of law, as a Presidential Regulation.

Presidential Regulation on Corporations in Turkey

Article 1
1. For the purposes of this Presidential Regulation, 'blacklist' is defined as:
1a. Being banned from operating inside Egypt.​
1b. Being banned from using Egyptian airspace and waters to operate in.​
1c. Any nation or organisation that trades with the blacklisted entity will be banned from using Egyptian airspace and waters, including the Suez Canal.​
Article 2
1. The following organisations are henceforth blacklisted, as defined by Article 1:
1a. Sadat International Defense Consultancy​
1b. Turkish Defense Exports​
2. The President may, through a Presidential Regulation, add any organisation to the above list.

The above provisions are to be given the force of law, as a Presidential Regulation.

The following is a transcript of a Supreme Council of the Armed Forces meeting. Vice President Hosni Mubarak represented the President.


Prime Minister Kamal Ganzouri: Thank you, everybody, for coming to this meeting. We now have two problems to deal with, both major, both international. They are-

Deputy Chief of the General Staff Salah Halabi: Swedish control of South Africa, and the Middle East?

Prime Minister Kamal Ganzouri: Yes, Talaat- our Cabinet Minister- has given us the briefing on both. Are there any questions so far on it? No? Very well, turn to page 4. Now, so far, as you can see, we don't have a lot of information on South Africa. What we do know, however, is that Sweden is expected to take over the country shortly. The government did welcome them in. Small-scale resistance is inevitable, but won't force Sweden to retreat or leave. In short, South Africa won't exist by July or August. Yes, Hisham?

Commander of the Air Force Hisham Awad: We have four transport aircraft preparing to leave for South Africa as we speak. They carry food, water and medical supplies.

Prime Minister Kamal Ganzouri: Mubarak, any thoughts?

Vice President Hosni Mubarak: With the GA Resolution being proposed, I should think that we shall defend Sweden as much as we can. This includes- if it comes to it- sending troops to assist Sweden in South Africa. Militarily.

Prime Minister Kamal Ganzouri: Against a GA Task Force? And you expect the world to watch this happen?

Vice President Hosni Mubarak: If the world had any common sense, they wouldn't send soldiers to the task force in the first place.

The meeting continued on South Africa for some time, before it changed to being about the Middle East.

Prime Minister Kamal Ganzouri: On page 37, you have a map of Operation Citadel so far. As far as I am aware, there will be training exercises, patrols in international waters- the lot. We are also thinking about deploying military forces to the Sinai to support Israel. We have thousands of soldiers being trained to assist us in this, and more infantry divisions will be created soon.

Deputy Chief of the General Staff Salah Halabi: Not to mention the purchase of an aircraft carrier, and 8 corvettes and 2 frigates. The Navy has gone from demanding more ships to demanding more personnel!

Prime Minister Kamal Ganzouri: We'll give them their personnel... soon.

The meeting continued for a few more hours, before it adjourned for the day. The 20 or so uniformed officers stayed in small groups to discuss general affairs, whilst the ministers left.
